PROPOSED INTRODUCTION OF WAITING RESTRICTIONS

IN VARIOUS LOCATIONS IN CROYDON

The Croydon (Prohibition and Restriction of Stopping,

Loading and Waiting) and (Free Parking Places) (No.20) Order 2025

The Croydon (On-Street Charged-For Parking Places) (No.20) Order 2025

1. NOTICE IS HEREBY GIVEN that Croydon Council on 06 October 2025 made the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Orders will be:

a) To introduce “at any time” double yellow line waiting restrictions in the lengths of streets specified in the Schedule to this Notice.

b) To update the map-based tiles to the Schedule attached to the above Orders to accurately represent the new arrangements as they exist on site.

3. Copies of the Orders, which will come into operation on 13 October 2025, and of all associated Orders can be inspected from 9am to 4pm on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made, by appointment with the Parking Design Team at the “Access Croydon” Facility, 8 Mint Walk, Croydon, CR0 1EA.

4. Alternatively, copies of the Orders can be requested via email or post from the Parking Design Team. Email: parking.design@croydon.gov.uk. Postal address: Parking Design Team, 3rd Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon CR0 1EA.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the ground that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE

(Introducing double yellow line waiting restrictions “at any time”)

Foxley Lane, Purley

The north side, from a point 10 metres east of its junction with The Bridle Road to a point 16 metres west of that junction.

The Bridle Road, Purley

• The north-west side, between its junction with Foxley Lane and the common boundary of Nos. 9 and 11 The Bridle Road.

• The south-east side, from its junction with Foxley Lane north-eastwards for 15 metres.

CROYDON COUNCIL

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14

AS AMENDED AND THE ROAD TRAFFIC

(TEMPORARY RESTRICTIONS) ACT 1991

ASHBURTON AVENUE, GLENTHORNE AVENUE & SHIRLEY ROAD, CROYDON -

TEMPORARY RESTRICTION OF TRAFFIC & PARKING

1. Croydon Council HEREBY GIVES NOTICE that to facilitate works to install a new water connection on behalf of Thames Water, they have made an Order the effect of which would be to temporarily restrict traffic and parking in Ashburton Avenue, Glenthorne Avenue and Shirley Road.

2. Whilst the said works are taking place:

a) Ashburton Avenue will be closed between its junction with Shirley Road and a point 20 metres southwest of that junction.

b) Glenthorne Avenue will be closed between its junction with Shirley Road and a point 20 metres north-east of that junction.

c) Parking will be suspended and waiting and loading restrictions will apply at any time in the following locations:

(i) Ashburton Avenue between its junction with Shirley Road and a point 20 metres south-west of that junction.

(ii) Glenthorne Avenue between its junction with Shirley Road and a point 20 metres north-east of that junction.

(iii) Shirley Road on both sides of the road outside and opposite Nos. 106 to 114.

(iv) Shirley Road on both sides of the road outside and opposite Nos. 94 to 104.

d) The south-western footway of Shirley Road will be closed outside No. 106.

3. During the closures, the alternative routes for vehicular traffic will be as detailed below. Pedestrians affected by the footway closure will be directed to a walkway in the carriageway.

• Via Glenthorne Avenue, Blackthorne Avenue, Shirley Park Road, Shirley Road and reversed.

• Via Ashburton Avenue, Craven Road, Bingham Road, Shirley Road and reversed

• Via Shirley Road, Green Court Avenue, Craigen Avenue, Ashburton Avenue and reversed.

4. The Order will come into operation on 09 October 2025, and it is anticipated that the works will be completed in three days. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

5. These restrictions shall not apply in respect of:

(a) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

(b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

(c) any vehicle involved in carrying out the specified works.

TEMPORARY RESTRICTION OF TRAFFIC

1. Croydon Council HEREBY GIVES NOTICE that to facilitate remedial works to a defect in the carriageway on behalf of Thames Water, they have made an Order to the effect of which would be to temporarily restrict traffic in Stanton Road, Croydon.

2. Whilst the said works are taking place Stanton Road will be closed at its junction with Kidderminster Road.

3. During the closure, vehicular traffic will be diverted as detailed below.

• Via Kidderminster Road, Farquharson Road, Oakfield Road, Stanton Road and vice versa.

• Via Kidderminster Road, Nova Road, London Road, Oakfield Road, Stanton Road, Kidderminster Road, Farquharson Road, Oakfield Road, and Stanton Road.

4. The Order will come into operation on 14 October 2025, and it is anticipated that the work will be completed in one day. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

5. The restriction shall not apply in respect of:

(a) A vehicle involved in the said work.

(b) A vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

(c) Anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

6. The restriction will only apply during such times and to such an extent as shall from time to time be indicated by traffic signs.

ABERDEEN ROAD & SOUTHBRIDGE ROAD, CROYDON

TEMPORARY PROHIBITION OF TRAFFIC & PARKING

1. Croydon Council, HEREBY GIVE NOTICE that to facilitate gas main decommissioning works, they intend to make an Order the effect of which will be to temporarily prohibit traffic movements and parking in Aberdeen Road and Southbridge Road, Croydon.

2. Whilst the said works are taking place:

(a) Aberdeen Road will be closed at its junction with Southend from 27 October to 02 November 2025.

(b) The southern footway of Aberdeen Road will be closed between its junction with Southend and the eastern boundary of No. 79 Southend from 27 October to 02 November 2025.

(c) Parking will be suspended and temporary waiting and loading restrictions operating at any time will be introduced in Aberdeen Road on both sides of the road, between its junction with Southend and the eastern boundary of No. 79 Southend from 27 October to 02 November 2025.

(d) Southbridge Road will be closed at its junction with Southend from 03 November to 23 November 2025.

3. During the closures, the alternative routes for vehicular traffic will be as detailed below. Pedestrians affected by the footway closure in Aberdeen Road will be directed to a walkway in the carriageway.
