NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 9th October 2025 the above-mentioned Orders under Sections 6, 32, 35 and 49 to the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to provide a parking facility to disabled blue badge holders who meet qualifying criteria, the general effect of the above Orders will be to provide designated disabled parking bays for use by motorists in their vehicles who display both a valid disabled blue badge and a dedicated disabled permit which will be applicable to each bay, outside the following locations:
Lower Strand NW9, adjacent to No.6 Audax (by converting a section of permit holders only parking area)
11 Hobart Close N20, 51 Firs Avenue N11, 14 Addison Way NW11, 17 Westcroft Way NW2 (by converting a length of resident permit holders only parking bay),
13-18 Rushgrove Court, Rushgrove Avenue NW9, 5-6 Amberley House, Warwick Road EN5,
1-2 Amberley House, Warwick Road EN5, Daniel Court, North Acre NW9 (opposite 38 North Acre)
(by converting a section of permit holders only parking),
1 Sutcliffe Close NW11, 184 Regents Park Road N3,
14 Wrye Grove HA8,
46-48 Balfour Grove N20,
54 East Road HA8 (by converting a general disabled permit holders only parking bay),
36 Bulwer Road EN5,
50-52 The Fairway NW7,
20 Leeside Crescent NW11
(by converting a length of resident permit holders only parking bay),
39 Leicester Road N2 (by converting a length of permit holders only parking bay),
46 Brackenbury Road N2,
3-5 Baronsmere Road N2,

35 East Road HA8 (by converting a section of permit holders only parking),

7 Dormers Lodge, Dormers Rise N3 (by converting a general disabled permit holders only parking bay),
21 Tretawn Gardens NW4 (by converting a section of permit holders only parking bay),
Hewett Court and Great Strand NW9 (by converting a length of resident permit holders only parking bay)
and parking bay extended outside 13-15 Derbys Avenue N12 (by converting lengths of single yellow line into resident permit and disabled permit holders only parking bay with exemption for resident permit holders only parking) and bay extended outside 26 Brownswell Road N2.
The above Orders will also remove redundant disabled parking bays outside:
39 Oakwood Road NW11,
59 Egerton Gardens NW4 (to be converted to resident permit holders only parking),
22 Aitken Road EN5 (to be converted to permit parking area),
24 Aitken Road EN5 (to be converted to permit holders only parking),
31 Lytton Road EN5,
51 Temple Fortune Hill NW11 (to be converted to resident permit holders only parking),
56 Bedford Road N2 (to be converted to permit holders only parking),
14 Babbington Road NW4 (to be converted to resident permit holders only parking),
and The Woodlands N14 (adjacent to 7 Cecil Road).
In order to help maximise resident parking provision it is also proposed to introduce a length of resident permit holders only parking operational 11am to 12 midday Monday to Friday, between Nos. 12 and 14 Park Avenue NW11, by converting a length of existing single yellow line waiting restriction.
In order to maintain road safety and traffic flow, deter obstructive parking, and improve sightlines and safety, the general effect of the above Orders will also be to introduce new lengths of ‘At any time’ double yellow line waiting restrictions at the following locations:
• At the junction of Golders Way and Golders Green Crescent NW11, by converting lengths of existing single yellow line waiting restrictions
• Certain lengths of Golders Way NW11, south-west side, by converting lengths of existing single yellow line waiting restriction
• The north-east side of Golders Way NW11, for its entire length, by converting existing single yellow line waiting restriction
• At the junction of The Causeway and Cedar Drive N2, by converting lengths of existing single yellow line waiting restriction
• Certain lengths of Cedar Drive N2, both sides, by converting lengths of existing single yellow line waiting restriction
• At the turning point of The Causeway N2, by converting lengths of existing single yellow line waiting restriction
• At the junction of Friern Park and Torrington Grove N12
• In the vicinity of No. 18 Ashcombe Gardens HA8, both sides around the bend
• At the junction of Cross Gate and Edgwarebury Lane HA8
• At the junction of Cross Gate and Wolmer Gardens HA8
• At the southernmost junction of Wolmer Gardens and Parsons Crescent HA8
• At the junction of Wolmer Gardens and Parsons Grove HA8
• At the junction of Oxford Gardens and Athenaeum Road N20
• On the south-west side of the northernmost arm of Oxford Gardens N20, for its entire length
• A certain length of Parson Street NW4, north-west side, by extending the existing single yellow line waiting restriction opposite Nos. 62 and 64 Parson Street
• At the junction of Puller Road and Calvert Road EN5, both sides
• At the turning point of The Riding NW11, by converting lengths of existing single yellow line waiting restriction
• A certain length of The Riding NW11, by converting a length of existing single yellow line waiting restriction
• At the junction of Framfield Close and Southover N12
• Both sides of the Wenlock Road HA8 service road between Nos. 22 and 40 Wenlock Road, for its entire length
• At the junction of West Road and West Walk EN5
• At the junction of West Road and Woodfield Drive EN5
• The north-west side of West Road EN5, for its entire length
• A certain length of Brockley Avenue HA7, north-east side outside Brockley House
• At the junction of Shurland Avenue, Alverstone Avenue and Capel Road EN4, by converting lengths of existing single yellow line waiting restrictions
• Certain lengths of Shurland Avenue EN4, north-east side
• Certain lengths of Sycamore Hill N11, north-west side
• A certain length of Abbots Road HA8, outside No.59 Abbots Road, by converting a length of existing single yellow line waiting restriction
• Pine Grove N20, both sides, by extending lengths of existing double yellow line waiting restrictions at the junction of Pine Grove and Totteridge Lane
• At the junction of Kinloss Gardens and Chessington Avenue N3
• Certain lengths of Kinloss Gardens N3, both sides, in the vicinity of its junction with Charter Way
• A certain length of The Ridgeway NW7, north side, in the vicinity of Rhodes Farm
• A certain length of Northway NW11, west side, near its junction with Falloden Way

Additionally, a single yellow line waiting restriction operational 7am to 11am Monday to Sunday, will be introduced on the east side of Kinloss Gardens N3.
It is also proposed to formalise two existing disabled permit holders only, parking bays with stay 3 hours no return 1 hour, parking bays outside Nos. 123 to 127 Station Road EN5
In order to address demand for motorcycle parking and effectively manage parking on the highway, it is also proposed to introduce a solo motorcycle parking bay, operational ‘At any time’, outside No.111 The Broadway NW7, by converting a length of existing payment parking bay.
The general effect of the above Orders will convert two lengths of payment parking bays to parking places which are only for the purpose of allowing electric vehicles to be charged at an adjacent charging point, outside No. 117 The Broadway NW7 and No. 92 The Broadway NW7.
The parking places will be operational ‘at any time’ on Mondays to Sundays inclusive and can have a maximum stay period of 3 hours. Please note that although parking in the electric vehicle bays is free of charge when a motorist is not involved in the use of the adjacent electric vehicle charging points, and vehicles must be seen to be actively charging to park in space.
In order to accommodate the introduction of ‘dropped kerb’ vehicle crossovers to enable access to off-street parking facilities, the general effect of the Orders will also be to remove existing parking spaces and replace with yellow line waiting restrictions outside the locations as follows:

Any person wishing to question the validity of the Orders or any part of them on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made thereunder have not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
