Luton - Various Parking Notices
What is happening?
THE BOROUGH OF LUTON (PROHIBITION AND RESTRICTION OF WAITING AND LOADING) (CONSOLIDATION) (AMENDMENT NO.136) ORDER 2025. THE BOROUGH OF LUTON (STREET PARKING PLACES) (CONSOLIDATION) (AMENDMENT NO.102) ORDER 2025. THE BOROUGH OF LUTON (CONTROLLED PARKING AREAS) (CONSOLIDATION) (AMENDMENT NO.39) ORDER 2025. THE BOROUGH OF LUTON (TRAFFIC MANAGEMENT) (AMENDMENT NO.40) ORDER 2025.
NOTICE is hereby given that Luton Borough Council, the Highway Authority for the said Borough, on 13th October 2025 made the above Orders under the relevant provisions of the Road Traffic Regulation Act 1984 (as amended).
The Orders will come into effect on 21st October 2025. The Orders will:
1. Introduce various lengths of No Waiting at Any Time restrictions on Alton Road, Cutenhoe Road, Park Street, Seymour Avenue, Seymour Road, West Hill Road.
2. Introduce a Controlled Parking Zone to be called Luton Hoo (LH) which would operate between 8am and 6pm on Monday to Friday inclusive, and would include Alton Road, Cutenhoe Road, Park Street (from its junction with Seymour Road to the entrance of Luton Hoo), Seymour Avenue.
3. Introduce Controlled Parking Zone (LH) resident permit holder only parking on Alton Road, Cutenhoe Road, and Seymour Avenue that would operate during the Controlled Parking Zone (LH) hours. Resident permit holder parking on Alton Road, Cutenhoe Road, and Seymour Avenue will not be marked out on street but would instead be indicated by signage that will be erected detailing the restrictions at entrance points to the road.
4. Introduce shared-use (Controlled Parking Zone (LH) / Pay & Display) parking places that would operate during the Controlled Parking Zone (LH) hours on Park Street (from its junction with Seymour Road to the entrance of Luton Hoo). Shared-use parking bays will be marked out on street at appropriate locations with No Waiting 8am to 6pm Monday to Friday waiting restriction marked out between the shared-use parking bays.
5. Introduce a one way direction of travel on Alton Road from Park Street to Seymour Road, and a No entry restriction from Seymour Road into Alton Road.
6. Introduce a one way direction of travel on Seymour Road from Cutenhoe Road to Park Street, and a No entry restriction from Park Street into Seymour Road.
Any person wishing to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the powers contained in the above Act or any requirement of that Act or any regulation made under it has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, apply to the High Court for this purpose.
