HYSBYSIR DRWY HYN bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:  

1. Daw’r Gorchymyn i rym ar 22ain Hydref 2025 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Rhagwelir y bydd y gwaith yn cael ei gwblhau rhwng 22ain Hydref 2025 a’r 25ain Awst 2026.  

2.  Mae angen y Gorchymyn  er mwyn sicrhau diogelwch defnyddwyr ffyrdd a thraffig adeiladu sy'n mynd i mewn ac allan o'r safle mewn cysylltiad â gwaith adeiladu'r Fferm Solar yn Great House Farm.  

3. Effaith y Gorchymyn fydd cau dros dro ran o’r B4598 Porthordy Llangatwg i Heol Kemeys, Penpergwm, Sir Fynwy.  

Gostyngiad yn y terfyn cyflymder o 50mya i 30mya. Gostyngiad yn y terfyn cyflymder yn dechrau tua 83m o'i gyffordd â Heol Bryn am tua 0.75km i gyfeiriad y dwyrain.  

4. Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro B4598 Porthordy Llangatwg i Heol Kemeys, Penpergwm,  Sir Fynwy 2025.  

5. Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

TEMPORARY TRAFFIC REGULATION NOTICE SECTION 14 - ROAD TRAFFIC REGULATION ACT 1984

(B4598 LLANGATTOCK LODGE TO KEMEYS ROAD, PENPERGWM, MONMOUTHSHIRE) TEMPORARY TRAFFIC REGULATION NOTICE 2025

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Intends to make an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984  

1. The Order shall come into operation on the 22nd October 2025 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed between 22nd October 2025 and 25th August 2026.  

2. The order is necessary to ensure the safety of both road users and construction traffic entering and exiting the site in connection with the Solar Farm Construction works at Great House Farm.  

3. The effect of the order will be to temporarily reduce the speed limit on a section of the B4598 Llangattock Lodge to Kemeys Road, Penpergwm, Monmouthshire.  

A reduction of the speed limit from 50mph to 30mph. Speed limit reduction starting ~83m from its junction with Bryn Road for ~0.75km in a easterly direction.  

4. This order may be cited as the B4598 Llangattock Lodge to Kemeys Road, Penpergwm, Monmouthshire Speed Limit Reduction Temporary Traffic Regulation Order 2025  

5. By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
