Notice is hereby given that the Council of the London Borough of Haringey on 2nd October 2025 has made the above-mentioned Orders under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

The general effect of the Orders would be to:-

(a) Introduce the Willoughby Lane Controlled Parking Zone (CPZ) and introduce parking controls operating between the hours of 8am and 6:30pm on Monday to Friday, and on event days Monday to Friday 8am-8:30pm, Saturday–Sunday and public holidays 12pm–8pm in the roads listed in Schedule 1 to this notice and to prohibit waiting by vehicles other than in the designated parking places provided during those hours. These roads will be removed from their current designation within the Tottenham Event Day CPZ.

(b) Designate resident permit holders only parking places, in the roads listed in Schedule 2 to this Notice where vehicles displaying a valid, residents parking permit or visitors’ permit would be permitted to wait without time limit;

(c) Designate ‘pay by phone’ parking places and shared use resident permit holders and ‘pay by phone’ parking places in the roads listed in Schedule 3 to this Notice where vehicles:-

(i) that have had a period purchased for them to be parked using the ‘pay by phone’ system would be permitted to wait for a maximum period of 2 hours with no return to that parking place within 1 hour of leaving it;

(ii) in the case of the shared use bay, vehicles displaying a valid residents parking permit or a visitors’ permit would be permitted to wait without time limit.

(d) Introduce waiting restrictions operating at any time (shown as double yellow lines on plans) on the following properties on Willoughby Lane N17: across Willoughby Mews access road, No.34, No.103/105, No.111/113, No.117/119, No.133/135, No.151/153, No.157/159, No.175, No.179, No.200 (on the access road), No.209; on Willoughby Grove N17 outside No.7, 8 & 12; on Heybourne Road N17 outside/opposite Woodrow Court; on Park Avenue Road N17 outside No.18 and outside the garages. These are proposed in order to help to improve safety, prevent obstructive parking and maintain clear junction and road accidents in the roads concerned.

(e) Introduce loading restrictions operating at any time on the existing double yellow lines on both sides of Park Lane N17 between the junction with Willoughby Lane to adjacent to No.273; east side of Willoughby Lane N17 opposite No.131 to No.153, opposite No.175; Park Avenue Road opposite No.15 to No.18 (on both sides) and introduce loading restriction operating between 8am and 6:30pm on both sides of Willoughby Lane outside No.76.

(f) Amend a description of a no loading at any time restriction on the eastern kerb-line of Willoughby Lane, 10 metres south of the junction with Willoughby Lane and the southern kerb-line of Park Avenue Road in accordance with the kerb lining. This is a map-based change to ensure accuracy of our records which will result in no physical changes on site.

Residents of the roads listed in Schedule 4 to this Notice (providing that their property is not part of a car free development) would be able to purchase parking permits and visitors parking permits, for passenger vehicles, goods carrying vehicles (the overall height of which does not exceed 2.27 metres and the overall length of which does not exceed 5.25 metres). Permits/vouchers for the controlled parking zone would only be valid in the zone for which they are issued. PAY BY PHONE CHARGES: Willoughby Lane CPZ will fall under Tariff band 3 (low) – currently charged at £1.50 per hour (+25% diesel surcharge)

Date of operation: The Orders will come into operation on 27th October 2025.

to inspect the Orders during normal office hours at the reception desk of Alexandra House, 10 Station Road, Wood Green, N22 7TR within six weeks of the date on which the Orders were made, or can be viewed online at: https://streets.appyway.com/haringey once operational.

Application to the high court: Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it does not comply with the relevant powers of the Road Traffic Regulation Act 1984, as amended or that any of the relevant requirements of the Act or any relevant regulations made there under have not been complied with in relation to the Orders, may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
