ORDER 2025

NOTICE is given that on 6 October 2025 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 13 October introduces ‘Permit-holder only’ parking in central Didcot (i.e. those roads bounded by Foxhall Road to the west, Station Road to the north & east, and Broadway to the south) in order to help better manage the supply of residential and short-stay parking in the area.

1. Waiting Restrictions:

a) ‘No Waiting at Any Time’ restrictions (Double Yellow Lines) has additions in – Bosleys Orchard, Edinburgh Drive, Garth Road, Haydon Road, King Alfred Drive, Lydalls Close, Lydalls Road, Manor Road, Melton Drive, Orchard Close, and Stonor Close. All other Double Yellow Lines remain as previously marked.

b) The previous time-limited restrictions (Single Yellow Lines) which operate for one hour periods, either from 12pm to 1pm, or from 2pm to 3pm are removed in their entirety in – Bleinheim Close, Britwell Road, Edinburgh Drive, Garth Road, Haydon Road, King Alfred Drive, Lydalls Road, Manor Road, Melton Drive, and Orchard Close.

c) In King Alfred Drive, the time-limited waiting (Single Yellow Lines) from 8am-6pm on Mondays to Saturdays, is also removed.

2. Parking Places:

a) The following roads now include parking for permit holders from 8am to 8pm on all days (except in any specified/signed marked bays) – All Saints Court, Blagrave Close, Bleinheim Close, Bosleys Orchard, Britwell Road, Edinburgh Drive (excluding that section adjacent to Broadway), Garth Road, Great Western Drive, Haydon Road, King Alfred Drive, Lydalls Close, Lydalls Road, Manor Road, Melton Drive, Orchard Close, Manor Close, and Stonor Close.

b) Motorcycles are exempt from any time limits or the need for permits.

c) Disabled Persons Parking Places (DPPPs) remain unchanged.

3. Eligible properties:

Subject to any existing or pending planning conditions that may prevent otherwise, residents of the following roads will be able to apply for annual parking permits and the eligible properties are known as ‘Zone Addresses’ with a local identifier of ‘DT’ –

Blagrave Close, Bleinheim Close, Bosleys Orchard, Britwell Road, Castle Walk, Druids Walk, Edinburgh Drive (excluding ‘The Parade’ i.e. Nos.2A, 2B & 2C),

Foxhall Road (for Nos.54 & 58 only),

Garth Road, Haydon Road, King Alfred Drive, King Walk, Mead Walk, Lydalls Close, Lydalls Road (excluding Even Nos.24-30 & Odd Nos.1-5),

Manor Road, Melton Drive, Orchard Close, Roman Place, and Stonor Close.

4. Residents permits:

Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road. A person who is temporarily resident at a Zone Address for work purposes will be eligible for a residents permit. A resident who is temporarily resident for study purposes does not qualify.

5. Visitors permits:

Will be available for residents at the Zone Addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

6. Business permits:

Will be available to business premises within the Zone, with permits limited to a maximum of two permits per business and permits will be vehicle specific.

7. Charges:

a) Residents permits will be £80 per annum. Visitors permits for residents aged 70 or over will be free of charge, for other residents the first block of 25 visitors permits will be free, the second and third block will be £31.50.

b) The fee for each Business Permit will be £50.50 for 3 months; £95.00 for 6 months; £145.00 for 9 months and £190.00 for 12 months.

c) Motorcaravans may apply for a permit to use a parking place at a charge of £31.50 for any period not exceeding a week.

8. Other Matters:

a) All permits will be Zone specific (DT). A permit may be withdrawn if the permit has not been used in accordance with the provisions of the Order or where it has been abused. This may result in suspension of eligibility for further permits.

b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include the following exemptions: For disabled badge holders and Carers Permit holders (maximum of three hours where there are ‘No Waiting’ restrictions in force), for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.

c) This order further amends The Oxfordshire County Council (Various Roads – South Oxfordshire) (Map Based) (Prohibition and Restriction of Waiting And Permitted Parking) Order 2021 as necessary, updating Map Tiles: GS66, GS67, GT66, GT67, GT68 & GU67 in the process.

If you wish to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 6 October 205 apply to the High Court for this purpose.
