THE HARLOW DISTRICT COUNCILFIFTH
AVENUE/PARK LANE/SCHOOL LANETEMPORARY STREET CLOSURE ORDER 2025
HARLOW DISTRICT COUNCIL in exercise of its powers contained in Section 21 of the Town Police Clauses Act 1847 (as amended) and of all enabling powers available to it and after consulting with the Chief Police Officer for the County of Essex and the County Highways Authority makes the following Order:
1. Harlow District Council recognises the desire of the Harlow District Council to hold a bonfire and fireworks display in the show ground area, Town Park, Harlow in the County of Essex for the mutual enjoyment of residents in the Harlow District.
2. To enable the display to be properly and safely conducted the lengths of Fifth Avenue/Park Lane/School Lane specified in the Schedule to this Order shall be closed to some or all vehicular traffic including motor propelled vehicles and cycles for various times between the hours of 17:15 and 20:30 on Sunday 2nd November 2025.
3. Harlow District Council is to erect signage and cone across the road at each point of closure and have those points staffed by stewards throughout the period to ensure other road users are fully aware of the closure, and that other agencies have adequate access in case of emergency. Stewards are to ensure that those streets temporarily closed are safely made available for normal traffic as soon as possible after the event. In addition, relevant street closure and other traffic advisory signs are to be erected as agreed.
4. This Order may be cited as the Harlow District Council (Fifth Avenue/Park Lane/School Lane) Temporary Street Closure Order 2025 and shall be in force at the times stated on Sunday 2nd November 2025 only.
Schedule “The Plan” means the Plan annexed hereto reference GIM4410-098H for closure on 2nd November 2025.
1. As to the roadway coloured yellow on the Plan this is the designated diverted traffic route in operation between 17:15 and 20:30 please follow signs.
2. As to the roadway-coloured red on the Plan closed to all vehicular traffic including motor propelled vehicles and cycles between the hours of 17:15 and 20:30.
3. Access to and from Bowhill Way, Parish Way, Newstead Way, Gladwin Way and Torkildsen Way be restricted to via Hammarskjold Road and between the hours of 17:15 and 20:30.
4. Access out of Sainsburys/Opened at all times.
