What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES

  1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 25) Order 2025 on 29 September 2025, under sections 6, 45, 46, 49 and 124 (insofar as applicable) of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:

  2. The general effect of the Order would be to introduce a system of controlled parking (known as a Permit Parking Area – PPA) in:

California Road, from outside No 12 to its south-western extremity

The Order relating to this PPA (DJ) would provide that;

(a) the hours of control (the “permitted hours”) in the PPA would apply Monday to Saturday between 8.30am and 6.30pm;

(b) vehicles which may be left in the PPA during its permitted hours would be those displaying a valid resident’s or resident’s visitor permit relating to this PPA; resident’s permits would be issued by the Council, on application being made together with payment of the appropriate charge. Properties eligible for a permit are properties in California Road, (Odd Nos.) 1 to 15, (Even Nos.) 2 to 26 and White Gables, and Kingston Road (odd Nos) 187 to 201 and Nos., 246a, 246b, 248, 248a, 248b, 248c and rear of 248.

Please be advised The proposal published on 27 March 2025 for Barker Close, England Way, Georgia Road, Nevada Close, Oregon Close, Sherfield Close, Springfield Place, Virginia Close, Willow Road and Windrush has been withdrawn.

  1. Copies of the Order, which will come into effect 1 November 2025 of the Council’s Statement of Reasons for making the Order and map schedules showing the location and the effects of the Order may be inspected as follows:-

(a) online at https://streets.appyway.com/kingston-upon-thames selecting the road name and restriction as detailed item 2 above

(b) Council libraries; or

(c) copies of the made Order can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays);

  1. Should any individual consider that the Order exceed the authority conferred by the Road Traffic Regulation Act 1984, or that any stipulation of the Act or any associated regulation has not been fulfilled, they possess the right to petition the High Court to contest the validity thereof. Such a petition must be submitted within six weeks from the date on which the Order was issued.
