LONDON BOROUGH OF MERTON

AMENDMENT TO CONTROLLED PARKING ZONE M1

PROPOSED CONVERSION OF A PARKING PLACE TO WAITING RESTRICTIONS IN LINKS AVENUE, MORDEN

THE MERTON (PARKING PLACES) (M1) (M2)

**(AMENDMENT NO. ) ORDER 202

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the Order would be to convert a length of existing parking place generally fronting No. 26 Links Avenue, Morden, to a single yellow line waiting restriction within the operational times of the controlled parking zone operating at that location to facilitate a proposed crossover.

  3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the road or length of road to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.

  4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations and the grounds therefor to the Environment and Regeneration Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk

    quoting reference ES/CROSSOVER35B no later than 24 October 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

COMMONSIDE EAST, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Commonside East, CR4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

  2. During the works no person would cause or permit any vehicle to:-

    (a) enter or proceed in Commonside East, from its junction with Manor Road north-westward for a distance of 90 metres; or

    (b) wait, including for the purpose of loading or unloading a vehicle, in the length of Commonside East specified in sub-paragraph (a) above.

  3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  4. Nothing in the Order would apply to:-

    (a) any vehicle being used in connection with the execution of the said works; or

    (b) anything done with the permission of or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

  5. Vehicular traffic affected by the road closure should proceed using Willington Road, Croydon Road and any other route which would be indicated on site.

  6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  7. The Order would come into force on Monday 20th October 2025 and it is expected that the works would be completed by Sunday 26th October 2025. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

THE BROADWAY AND QUEENS ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cover replacement works in The Broadway, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road and in Queens Road.

  2. During the works, no person would:-

    (a) cause or permit any vehicle to enter or proceed in The Broadway, between its junction with Queens Road and the common boundary of Nos. 46 and 48 The Broadway;

    (b) cause or permit any vehicle to proceed in Queens Road, between its junction with The Broadway and its junction with the access to the Wimbledon Quarter car park, other than in a generally north-eastbound direction;

    (c) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraphs 2(a) and (b) above.

  3. During the works:-

    (a) the bus lane in The Broadway, outside the Wimbledon Quarter would be suspended;

    (b) the north-eastbound bus only route in Queens Road would be suspended;

    (c) vehicles proceeding south-eastbound in The Broadway would proceed left off the island site at the junction of The Broadway with Queens Road and turn left into Queens Road;

    (d) vehicles proceeding south-westbound in Queens Road would, upon reaching its junction with the access road to the Wimbledon Quarter car park, turn right into access road to the Wimbledon Quarter car park or into the Wimbledon Quarter service area as appropriate.

  4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Vehicular traffic affected by:-

    (a) the road closure in The Broadway, should proceed via Wimbledon Bridge, Wimbledon Hill Road, Alexandra Road, Gap Road, Haydons Road, Merton High Street, Merton Road and The Broadway;

    (b) the one-way working in Queens Road should proceed using Trinity Road and the Broadway.

  6. Nothing in the Order would apply :-

    (a) to any vehicle being used in connection with the execution of the said works; or

    (b) to anything done with the permission of or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) to any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions; or

    (d) to any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  8. The Order would come into operation on Tuesday 28th October 2025 and the works are anticipated to be carried out between 7.30pm and 11.30pm that day. However, the Order would remain in force for a maximum period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON LEOPOLD ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate electrical jointing works in Leopold Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

  2. During the works, no person would cause or permit any vehicle to:-

    (a) enter or proceed in Leopold Road, from its junction with Alexandra Road, westward for a distance of 35 metres;

    (b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above.

  3. Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works.

  4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Vehicular traffic affected by the road closure should proceed via Arthur Road and Strathearn Road or vice-versa.

  6. Nothing in the Order would apply :-

    (a) to any vehicle being used in connection with the execution of the said works; or

    (b) to anything done with the permission of or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) so as to prevent vehicular access to properties adjacent the road or length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  8. The Order would come into operation on Monday 20th October 2025 and it is anticipated that the works would be completed on Friday 28th November 2025. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1) AND 15(8)

LONDON BOROUGH OF MERTON

BOND ROAD AND RALEIGH GARDENS, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate major gas works in Western Road, and to provide an alternate bus route during the said works, they have made an Order, the effect of which would be to continue in force the provisions of temporary notices issued under section 14(2) of the Road Traffic Regulation Act 1984 temporarily restricting traffic in Bond Road and suspending restrictions in Bond Road and Raleigh Gardens.
