What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

THE WALTHAM FOREST (CRANE DISASSEMBLY WORKS) (BLACKHORSE LANE E17) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 2nd October 2025 it made an Order to allow Skyline Acrocr Ltd to dismantle a tower crane on a site at the junction of Blackhorse Lane (Ln) and Forest Road (Rd) (both E17), in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed or where applicable, covered, prohibit:

i. vehicles from entering, proceeding, waiting or loading for any purpose, between 6am and 9pm of the following day in Blackhorse Ln – between its junctions with Forest Rd and Clifton Ave.; and

ii. pedestrians and cyclists from entering and proceeding in the footway/cycle path, between 6am and 9pm of the following day in Blackhorse Ln, north-west side, between its junction with Forest Rd and the projected south property boundary of No. 26.

Vehicles waiting or loading in disregard of this Order would be removed. The prohibitions mentioned above would not apply in relation to any vehicle being used:

(a) in connection with the said works;

(b) for ambulance, fire brigade or police purposes (if the works allow).

The Order will come into operation on 4th October 2025 for a maximum period of 3 months or until the works are completed, whichever is the sooner.

NOTE: Signage will be placed in advance of any works which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary. The works on Blackhorse Ln. are expected to be executed between 6am on 4/10 and 9pm on 5/10; however, additional time is required for contingencies. ref: T141(25)
