Idmiston Road and Malden Road - Amendments to Parking, Loading, and Disabled Bay Arrangements

What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES

ROAD TRAFFIC REGULATION ACT 1984

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames propose to make the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No.*) Order 202* under sections 6, 45, 46, 49 and 124 (insofar as applicable) and all other powers thereunto enabling as of the Road Traffic Regulation Act 1984, as amended –

2. The general effect of the Order would be to:-

(a) introduce no loading/unloading kerb blip restrictions operating 7am to 7pm Monday to Sunday in Idmiston Road outside Nos. 8 to its junction with Malden Road.

(b) amend the hours of operation of the existing free parking place in Idmiston Road adjacent 384 Malden Road to operate Monday to Sunday 8am to 6.30pm maximum stay 1 hour no return within 1 hour

(c) introduce a free parking bay operating Monday to Sunday 8am to 6.30pm maximum stay 1 hour no return within 1 hour in Idmiston Road, adjacent 384 Malden Road (in place of the existing disabled persons parking place

(d) introduce a disabled persons parking place operating ‘at any time’ in Malden Road outside No. 384 (in place of the existing free parking bay)

(e) introduce a free parking bay operating Monday to Sunday 8am to 6.30pm maximum stay 1 hour no return within 1 hour in Malden Road, adjacent No. 382-9 (in place of the existing disabled persons parking place)

(f) reduce the length and amend the operating hours of the Goods Vehicle loading/Free goods Vehicle loading to operate Monday to Sunday 8am to 9.30am maximum stay 30 minutes no return within 1 hour and free parking bay to operate Monday to Sunday 9.30am to 6.30pm maximum stay 1 hour no return within 1 hour, in Malden Road outside Nos. 350 to 354

(g) extend and amend the operating hours of the free parking bays to operate Monday to Sunday 8am to 6.30pm maximum stay 1 hour no return within 1 hour in Malden Road outside Nos. 354 to 362, 372 to 376.

(h) amend the map-based titles to the schedule attached to the Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) Order 2023 to match conditions as they exist on site

3. Copies of the proposed Order, of the Council’s Statement of Reasons for proposing to make the Order and draft map schedules showing the location and effect of the proposals may be inspected from 2 October 2025 online at:

(a) online at https://consultation.appyway.com/kingston-upon-thames selecting MapKing0114 – Idmiston Road and Malden Road

(b) Council libraries; or

(c) by telephoning 020 8547 5000 (between 9am and 5pm Monday to Friday).

4. Comments to be received by the Council should be submitted either electronically via the link provided in paragraph 3(a) above or in writing to the Traffic Order Team, Guildhall 2, Kingston upon Thames, KT1 1EU (please quote ref MapKing0114) by 23 October 2025.
