What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

CONVERSION OF ROADS FROM EXISTING CONTROLLED PARKING ZONES (CPZs) INTO NEWLY FORMED CPZs: HOE STREET (HS) CPZ ROADS TO POETS CORNER (PC) CPZ AND VILLAGE AREA (VA) CPZ ROADS TO VILLAGE NORTH (VN) CPZ (INC. ALL E17 STREETS)

AMENDMENT OF PERMIT ELIGIBILITY (BASED ON NEW CPZ) BOUNDARIES, PERMIT PARKING SPACE EXTENTIONS, RESIDENT ONLY PARKING AND MINOR CORRECTIONS

  1. NOTICE IS HEREBY GIVEN that the LBWF (the Council) on 2nd October 2025 made the Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 1) Experimental Order 2025 (CPZ) and the Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 2) Experimental Order 2025 (VN CPZ) under sections 9 and 10 of the Road Traffic Regulation Act 1984 (the Act). The Orders will come into force on 17th October 2025 and they shall continue in force until 16th April 2027 (18 months).

  2. The general effect of the Orders will be to:

(a) change permit eligibility so that all properties in the HS CPZ that lie east of Hoe Street (A112) and western Poets Corner CPZ (cornering Aubrey Road (Rd), Browns Rd, Byron Rd, Milton Rd, Richards Place, and Tower Hamlets Rd) will now be included in the PC CPZ, and all properties in the VA CPZ (those properties north of Church Hill (A112), including First Ave, Hoe Street (A112) – north of junction with Church Hill and all of Church Hill (north side only)) will now be included in the VN CPZ. The Orders will also:

(b) extend the hours of operation of permit parking places and resident permit bays in the PC CPZ to now operate between 8am and 9.30pm everyday;

(c) amend waiting, loading and permit holder parking place provisions and arrangements relating to parking or no waiting restrictions already on the highway in:

  • Aubrey Rd – north east side, (1) outside the flank wall of 1st Hoe St – Free Short Stay bay waiting restriction operating "at any time", (2) west side double yellow, 2d, double yellow line waiting restriction and cycle hangar to permit parking; Special school 15 min, between Nos. 22 and 32 permit parking space to a double yellow line.

  • Milton Rd – north side outside No. 13 double yellow line waiting restriction to permit parking bay.

  • Milton Rd (MLT) – south side, convert a section of permit parking space to a residents only permit holder parking place between its junction with Browns Rd and a point 10m from northern boundary of Nos. 34 and 36 MLT operating from 8am to 9.30pm EVERYDAY.

  • Remove waiting restrictions and extend permit parking places in the following locations: Hoe Street permit holders – Nos. 26, 28, 38 and 94; Browns Rd outside Nos. 3, 10-12, 15-17 and 94; and Byron Rd outside Nos. 33, 50, 53-55, 69-71 etc.

  • Aubrey Road north east side: (1) remove the shared permit bay 10m west of the junction with Hoe Street and point 8m from that said junction and a double yellow line to a permit parking place; (2) remove the residents only bay between its junction with Hoe Street and a point 25m from that said junction.

  • Tower Hamlets Road – no loading “at any time”

    • (1) east side, between its junction with Hoe Street and point 15m from that said junction;

    • (2) west side, between its junction with Hoe Street and point 10m from that said junction

  • (d) provide that the properties eligible to apply for permits in the PC CPZ are specified in Schedule 1 of this Notice.

  • (e) provide that the following E17 roads are no longer included within the VA CPZ but are now included in the VN CPZ and are namely Village North (VN) comprising 67 streets including:

    • (i) to convert all permit holder parking places in the roads mentioned in paragraph 3 above to the new VN. Permit holders parking places to VN Permit holder parking places;

    • (ii) to provide that in the "controlled hours" of the permit parking places and any resident permit holder parking places that they shall operate from 7.30am and 10pm EVERYDAY;

    • (iii) to formally make administrative amendments/corrections to traffic order schedule-based entries, including clarifying the “extent” of the parking places and footway locations and to realign with existing marked bays on-street;

    • (iv) to provide that the properties eligible to apply for permits in the VN CPZ are specified in Schedule 2 of this Notice.

  1. The Orders will also provide that:

(a) residents’ permits, business permits, charity permits, visitors’ permits, school staff term-time only permits, residents’ foreign vehicle permits and essential user/service permits may be issued, on payment of the appropriate charge, to a person who is the keeper of a passenger vehicle (having 8 passenger seats or less), certain goods carrying vehicles and invalid carriages, providing that in the case of:

  • (i) a residents’ permit, they are a resident of a property eligible to purchase permits as listed in the relevant Schedule to this Notice and their vehicle is UK registered to their address;

  • (ii) a foreign vehicles residents’ permit, they are a resident of a property eligible to purchase permits as listed in the relevant Schedule to this Notice and their vehicle is registered outside of the UK;

  • (iii) a business/charity permit/business visitor’s permit, they have a business in a property eligible to purchase permits as listed in the relevant Schedule to this Notice and that the permit is for a vehicle which is essential to the operation of that business/charity and is used in the purchase and sale of goods or services in connection with that business/charity;

  • (iv) an essential users/carers permit, they are a doctor or carer who has a surgery in or works in the LBWF, or employed by or contracted to the Council, or employed by or contracted to a health authority, or employed by the Metropolitan Police, or company contracted to the London Fire and Civil Defence Authority, or a company that services fire-fighting appliances and for whom the use of a vehicle is essential to the carrying out of their public service duties in a street or part of a street specified in paragraph (3) above;

  • (v) a school staff term-time only permit, they are a registered member of staff at a primary or secondary school situated in a street or part of a street specified in paragraph 2 or 3 above, who has a bona fide reason to drive to that school and who lives or is based outside the Borough.

(b) vehicles displaying any valid permit displaying the letters:

  • (i) HS may use the permit parking places provided in the streets specified in paragraph 2 above;

  • (ii) VN may use the permit parking places provided in the streets specified in paragraph 3 above;

(c) the charges for permits and vehicle class are specified in Schedule 3 to this Notice.

  1. Documents giving more detailed particulars of the experimental Traffic Order and other measures can be inspected on request by either emailing traffic.scheme@ walthamforest.gov.uk or by visiting the Highways and Traffic Management Office, Low Hall, Argall Avenue E10 7AS during normal office hours on Mondays to Fridays (except Bank Holidays and public holidays), for 6 months after the Orders come into force.   2. Any person desiring to question the validity of the Orders or of any provision contained in them on the grounds that they are not within the powers conferred by the 1984 Act, or that any requirement of the 1984 Act or of any instrument made under the 1984 Act has not been complied with may, within 6 weeks from the date that the Orders are made, apply for the purpose to the High Court.

SCHEDULE 1 and 2 – Properties whose occupiers will be eligible to purchase permits are specified in PC CPZ (Schedule 1 only) and VN CPZ (Schedule 2 only) (depending on the roads they are on and continuing from the dates in which this notice is published) where such properties restrict the purchasing of permits as a “car free development” or no on-street parking permits was granted for vehicle owners (where a property was constructed post 2001). The schedule is published where LBWF is determining development planning has now created the following dwellings:

Schedule 1: Richards Place – all, Tower Hamlets Road – all, Byron Road – all, Hoe St (south east and side) properties between Forest Rd to Aubrey Road to boundary of No. 101 (including Nos. 1-3, 1a, 13 and 13a, 19-61E/A, 63-91, 101); Milton Road – all, Richards Pl – all, and Tower Hamlets Rd – all.

(Schedule 2) First Ave – all, Hoe St (eastern side) only – Nos. 223 to 241 odd side, Second Ave – all.

Service charges for change of VRM: £10.00, for change of address: £22.50, for refunds: £27.50 (refunds under £1 not permitted) and lost or stolen permits: £25.
