2. (THE CITY OF OXFORD) (CENTRAL AREA) (TRAFFIC MANAGEMENT) (VARIATION NO.20) ORDER 2025

NOTICE is given that on 29 September 2025 Oxfordshire County Council made the above Orders under the Road Traffic Regulation Act 1984. The effect of the orders – which come into force on 6 October 2025 is to confirm the continuation of the changes associated with the redesign of Market Street and the measures specified within the Oxfordshire County Council (Oxford, Market Street) (Waiting Restrictions and Traffic Management) Experimental Order 2024 (as modified) creating an improved pedestrian and cycle zone with amendments to vehicle loading and property access, towards facilitating the new public realm space, as follows:

A. Temporary restrictions to be permanent:

  • Loading Bays – 24 hour loading bays outside the entrances to the covered market split into 3 sections on the south side of the road realigned for parking parallel to the kerb.

  • No loading outside designated loading bays – for 24 hours (was previously 10am to 6pm) within the pedestrian zone.

  • From a point 44 metres east of Cornmarket Street for 11.5 metres Loading Only 12am to 12pm – 1 hour max stay, no return within 1 hour; and Disabled Persons Parking places 12pm–12am.

  • No Waiting at Any Time and No loading 10am to 6pm – a small section for 10 metres west from the junction with Turl Street remains unchanged.

B. Restrictions/relocations:

From a point 10 metres west of the junction with Turl Street a Prohibition of Motor Vehicles “the Pedestrian and Cycle Zone” is made permanent and in operation at all times.

In addition to statutory exemptions in the pedestrian only zone, further exemptions are permitted for: Taxis, Private Hire Vehicles, Blue Badge Holders requiring to drop-off/ pick-up only, street legal E-scooters, vehicles for loading in permitted and marked bays and where access is required to off-street premises including the health centre.

The Experimental Order came into force on 22 April 2024 and its provisions are now permanently incorporated into these two variation orders as appropriate.

Copies may be made available on request.

If you wish to question the validity of either Order or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within 6 weeks from 29 September 2025 apply to the High Court for this purpose.
