THE M65 MOTORWAY 

(JUNCTION 5 SLIP ROADS)

(TEMPORARY RESTRICTION AND

PROHIBITION OF TRAFFIC) ORDER 2025

NOTICE IS HEREBY GIVEN that National Highways Limited (Company No. 09346363) intends to make an Order on the M65 Motorway, in the Borough of Blackburn with Darwin, in the County of Lancashire, to enable the widening of the Junction 5 Roundabout including resurfacing, road markings, signage and lighting works on behalf of Blackburn with Darwen Borough Council; to be carried out in safety.

The Order will on the following sections of the M65 Motorway:

i.    impose a 50-mph speed limit on the eastbound and westbound exit and  entry slip roads at J5;

ii.   ban all traffic from the eastbound and westbound exit and entry slip roads at J5.

Restriction i. is expected to be in place during a continuous period, starting at 21:00 on Monday 10 November 2025 and ending at 06:00 Friday  3 September 2027.

Prohibition ii. is expected to be in place overnight between 21:00 and 06:00 during a

period starting on Monday 10 November 2025 and ending on Friday 3 September 2027. However, works may start and continue  during subsequent continuous periods or between the same times on subsequent  nights until completed.

Diversion routes via alternative junctions of the M65 Motorway and local roads will be well signed. The restrictions will not apply to emergency services or special-forces vehicles, and the prohibitions will not apply to works vehicles, but will apply to emergency services, winter maintenance and traffic officer vehicles.  The restrictions and prohibitions will only  apply during such times and to such extent as shall be indicated by traffic signs. The Order comes into force on 9 November 2025 and is valid until 3 September 2027. National Highways is satisfied that the execution of the works will take longer than a period of eighteen months.
