What is happening?

THE SURREY COUNTY COUNCIL 

Woodhurst Lane (D424) Oxted 
Temporary Prohibition of Traffic Order 2025 

On 26 September 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to:- (a) prohibit vehicles from entering or proceeding that length of Woodhurst Lane (D424) Oxted as extends from the access for the property known as “Manorside” to its junction with Oast Road (D424); and (b) suspend “The Surrey County Council Various in Tandridge Temporary Prohibition of Traffic Order (No.2) 2025” insofar as it relates to the length of road in (a). 

Alternative Route – Woodhurst Lane, A25 (East Hill), Rockfield Road, Wolfs Hill, Hurstlands, Greenhurst Lane, Hurst Green Road and Woodhurst Lane, or this route in reverse. This Order is required to enable Openreach to facilitate pole replacement and associated works. 

These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 13 October 2025 for 2 days, between the hours of 9.00am and 5.00pm. 

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.

Hurst Road (C55) Headley 
Temporary Prohibition of Traffic Order 2025 

On 26 September 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding that length of Hurst Road (C55) Headley as extends from its junction with Walton Road (D2476) and Hurst Lane (C55) to a point 205 metres west of the access for the property known as “Albion Stud”. 

Alternative Route – Hurst Road, Ebbisham Lane, B2220 (Chequers Lane), B2032 (Dorking Road), B2033 (Headley Common Road), Church Lane and Hurst Lane, or this route in reverse. This Order is required to enable Openreach to facilitate pole testing and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 13 October 2025 for 1 day, between the hours of 9.30am and 3.30pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.

How Lane (D1080) Chipstead 
Temporary Prohibition of Traffic Order (No.3) 2025 

On 26 September 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of How Lane (D1080) Chipstead as extends from its junction with Outwood Lane and Chipstead Valley Road (B2032) to a point 138 metres southwest of this junction. 

Alternative Route – How Lane, Hollymead Road, Portnalls Road and B2032 (Chipstead Valley Road), or this route in reverse. 

This Order is required to enable the Council to facilitate drainage and associated works. These works are anticipated to be carried out as soon as possible during the 18-month period of operation of this Temporary Order that commences on 13 October 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation for 24-hours per day, will only operate when the relevant traffic signs are displayed. 

Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

Rookery Hill (D2337) Ashtead 
Temporary Prohibition of Traffic Order 2025 

On 01 October 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Rookery Hill (D2337) Ashtead as extends from its junction with (C56) Farm Lane to its junction with (X68092) Park Drive. 

Alternative Route: Rookery Hill, Park Lane, and Farm Lane, or this route in reverse. This Order is required to facilitate clearing blockages for, or on behalf of Circet Uk Ltd. These works are anticipated to be carried out over 5 days, between the hours of 9.30am and 2.30pm, during the 12-month period of operation of this Temporary Order that commences on 17 October 2025. 

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.

Bowerland Lane (D408) Lingfield 
Temporary Prohibition of Traffic Order 2025 On 01 October 2025 

Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Bowerland Lane (D408) Lingfield. 

Alternative Route: Crowhurst Road, and Haxted Road, or this route in reverse. 

This Order is required to facilitate new connection works for, or on behalf of UKPN. These works are anticipated to be carried out over 5 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Order that commences on 13 October 2025. 

Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.

Croydon Road (D1431) Caterham 
Temporary Prohibition of Traffic Management Order 2025 

On 01 October 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of; 
(a) Croydon Road (D1431) Caterham; 
(b) Suspend “The Surrey County Council (Various Roads) Caterham (Variation of Waiting Restrictions and One Way Traffic) Order 1982” insofar as it affects that length of road in part (a) of this Notice; (c) Suspend any One-Way Order made or having effect as if made under Sections 82, 83 and/or 84 of the Act insofar as affects the length of road described in (a) of this Notice. This Order is required to facilitate S278 improvement works for, or on behalf of FK Restoration Ltd. These works are anticipated to be carried out over 7 weeks, between the hours of 4pm and 7am, within the 12-month period of operation of this Order which will commence on 19 October 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. 

Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. There is no alternative route for this closure.

D361 Wheelers Lane, Smallfield 
Temporary Prohibition of Traffic Order 2025 

On 1 October 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of D361 Wheelers Lane, Smallfield. 

This Order is required to enable Surrey County Council to facilitate capital safety defect works and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 7 October 2025. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. 

Alternative Route – D356 Broadbridge Lane, C66 Weatherhill Road and C66 Redehall Road.

D290 Cathill Lane, Ockley 
Temporary Prohibition of Traffic Order 2025 

On 1 October 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of D290 Cathill Lane, Ockley. This Order is required to enable Surrey County Council to facilitate capital safety defect works and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 7 October 2025. 

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. 

Alternative Route – A29 Stane Street, B2126 Forest Green Road and D290 Mole Street.

C55 Hurst Road, Walton-on-the-Hill/Headley Temporary Prohibition of Traffic Order 2025

On 1 October 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to prohibit vehicles, including cyclists, from entering or proceeding in the entire length of C55 Hurst Road, Walton-on-the-Hill/Headley, between Ebbisham Lane and Hurst Lane. 

This Order is required to enable Surrey County Council to facilitate surface dressing works and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 6 October 2025. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians will be permitted by the gatemen when safe to do so. Access for cyclists will not be maintained and will be required to follow the signed diversion route. Access for residents, including access by emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route.  Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. 

Alternative Route – C55 Ebbisham Lane, B2220 Chequers Lane, B2032 Dorking Road, B2033 Headley Common Road, C56 Church Lane and C55 Hurst Lane.

Various in Horley 
Temporary Prohibition of Traffic Order 2025 

On 1 October 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice. This Order is required to enable SGN to facilitate gas main replacement works and/or any other associated gas works, within the 18 month period of operation of this Order which will commence on 6 October 2025 and is anticipated to be carried out between 8am and 5pm. 

Advanced warning signs will be displayed and the temporary closures, which are anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so by road plates and if necessary via the signed diversion route. Access for pedestrians and dismounted cyclists will be maintained at all times. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

Schedule (1-6)

Schedule 1. the entire length of D590 Fairlawns, Horley. Works are anticipated to be carried out between 20/10/2025 and 01/12/2025. Due to the road being a cul-de-sac, vehicular access will be maintained where possible, but this may be restricted at certain times. This road will only be closed for a maximum of 8 hours in any 24-hour period; 2. the entire length of D344 Limes Avenue, Horley. Works are anticipated to be carried out between in phases between 06/10/2025 and 17/11/2025. 

Alternative Route – Limes Avenue, Victoria Road and Balcombe Road; 3. the entire length of D349 Rosemary Lane, Horley. Works are anticipated to be carried out between 17/11/2025 and 19/12/2025. 

Alternative Route – Station Approach, Victoria Road and Balcombe Road; 4. that length of D349 Station Approach, Horley which extends from its junction with Victoria Road to its junction with The Grove. Works are anticipated to be carried out between 03/11/2025 and 24/11/2025. 

Alternative Route – Station Approach, Victoria Road and Balcombe Road; 5. the entire length of D349 The Grove, Horley. Works are anticipated to be carried out between 13/10/2025 and 24/11/2025. 

Alternative Route – Station Approach and Victoria Road or vice versa; 6. that length of C64 Victoria Road, Horley which extends from its junction with Balcombe Road to its junction with The Grove. Works are anticipated to be carried out in phases between 06/10/2025 and 07/11/2025. Alternative Route 1 – Victoria Road, Brighton Road and Balcombe Road Alternative Route 2 – Victoria Road, Balcombe Road, Station Road and Station Approach.

Wolfs Row (C85) Limpsfield 
Temporary Prohibition of Traffic Order 2025 

Surrey County Council propose to make the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from waiting in that length of Wolfs Row (C85) Limpsfield as extends from its junction with Westerham Road (A25) to the southern boundary of the property known as “6 Wolfs Row”. This Order is required to enable Kybo Solar Farm Ltd to facilitate HGV access and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 30 October 2025 for 5 months between the hours of 8.00am and 8.00pm. Advanced warning signs will be displayed and the temporary waiting restriction will only operate when the relevant traffic signs are displayed.

Dean Lane (C219) Merstham 
Temporary Prohibition of Traffic Order 2025 

Surrey County Council propose to make the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Dean Lane (C219) Merstham as extends from its junction with Brighton Road (A23) to its junction with Netherne Lane (D1155). Alternative route – A23 (Brighton Road and London Road), Shepherds Hill, Alderstead Lane and Dean Lane, or this route in reverse. This Order is required to enable Openreach to facilitate pole testing and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 27 October 2025 for 1 day between the hours of 9.30am and 3.30pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and dismounted equestrians will be maintained at all times.

Doghurst Lane (D1083) Chipstead 
Temporary Prohibition of Traffic Order (No.3) 2025 

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of; (a) Doghurst Lane (D1083) Chipstead; and (b) Suspend “The Surrey County Council Doghurst Lane (D1083) and Hazelwood Lane (C137) Chipstead Temporary Prohibition of Traffic Order (No.2) 2025” and “The Surrey County Council Doghurst Lane (D1083) Chipstead Temporary Prohibition of Traffic Order 2025” in their entirety. 

Alternative Route: High Road, and Hazelwood Lane, or this route in reverse. This Order is required to facilitate gas mains replacement works for, or on behalf of SGN. These works are anticipated to be carried out over 28 days, between the hours of 8.30am and 4.30pm, during the 12-month period of operation of this Temporary Order that commences on 27 October 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.

Ruden Way (D1000) Epsom Downs 
Temporary Prohibition of Waiting, Loading and Unloading Order 2025 

Surrey County Council propose to make the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit waiting, loading, and unloading at any time, by vehicles in the entire length of the south westbound carriageway of Ruden Way (D1000) Epsom Downs. This Temporary Order is required to facilitate gas main works for, or on behalf of SGN. These works are anticipated to be carried out over 12 weeks, between the hours of 8am and 5pm, during the 12-month period of operation of this Order which commences on 30 October 2025. 

This temporary restriction, which is anticipated to be in operation for 24 hours per day, will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

Court Farm Road (D1387) Warlingham 
Temporary Prohibition of Traffic Order 2025 

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Court Farm Road (D1387) Warlingham. This Order is required to facilitate replacement lead works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 8am and 4.30pm, during the 12-month period of operation of this Temporary Order that commences on 27 October 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists. Ther is no alternative route for this closure.

Westway (D1399) Caterham 
Temporary Prohibition of Traffic Order (No.2) 2025 

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Westway (D1399) Caterham as extends from its junction with (D1397) Coulsdon Road to its junction with (D1398) Livingstone Road. Alternative Route: Westway, (B2031) Chaldon Road, and Coulsdon Road, or this route in reverse. This Order is required to facilitate remedial works for, or on behalf of TSE Group. These works are anticipated to be carried out over 3 days, between the hours of 7am and 7pm, during the 12-month period of operation of this Temporary Order that commences on 27 October 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists, via the banksmen on site.

D2575 Ottways Lane, Ashtead 
Temporary Prohibition of Traffic Order (No.2) 2025 

Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) and (7) the Road Traffic Regulation Act 1984, the effect of which will be to: – 1. Prohibit vehicles from entering or proceeding in the entire length of that length of D2575 Ottways Lane, Ashtead. 2. Suspend “The Surrey County Council Ottways Lane (D2575) Ashtead Temporary Prohibition of Traffic Order 2025” in its entirety. 

This Traffic Order is required to enable Rise Utilities/BT Openreach to carry out ducting and/or cabling and/or repair/maintenance works in D2575 Ottways Lane, Ashtead, between the south-western property boundary of “No.22 Ottways Lane”, and the north-eastern property boundary of “Little House”. These works are anticipated to be carried out between the hours of 9:30am and 3pm within 3 days of the 10 month period of operation of this Temporary Order that commences on 28 October 2025. 

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, businesses, pedestrians and, dismounted cyclists and equestrians will be maintained at all times under direction of site operatives. Alternative route: – Leatherhead Road.

D409 Saxbys Lane, Lingfield 
Temporary Prohibition of Traffic Order 2025 

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to prohibit vehicles from entering or proceeding in that length of D409 Saxbys Lane, Lingfield which comprises the entire length of the service road fronting property Nos. 58-106 Saxbys Lane. 

This Order is required to enable Surrey County Council to facilitate capital safety defect works and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 20 October 2025. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. 

Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Alternative Route – D409 Saxbys Lane.
