HYSBYSIR trwy hyn bod Cyngor Bwrdeistref Sirol Torfaen, ar 24 Medi 2025 yn unol â’r Rheoliadau Gorchmynion Traffig Awdurdodau Lleol (Gweithredu) (Cymru a Lloegr) 1996 a’r Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (cyfeirir at y ddau fel “y Ddeddf”), fel y’u diwygiwyd a phob pwer gallugir arall, ar ac ôl ymgynghoriad â Phrif Swyddog yr Heddlu, yn unol â Rhan III Atodlen 9, wedi gwneud y Gorchymyn canlynol.

Effaith y Gorchymyn fydd diwygio’r cyfyngiadau ar yr heol(au) canlynol a diwygio Gorchymyn Cyfunol Cyngor Bwrdeistref Sirol Torfaen (Heolydd Amrywiol) (Rheoli Traffig a Therfynau Cyflymder) 2019, fel y’i bydd yr heolydd ac Atdodlenni’r Mapiau a bennir yn yr Atodlen Gyntaf yn cael eu diwygio a bydd yr heolydd ac Atodlenni’r Mapiau a bennir yn All Atodlen y Gorchymyn yn cael eu gweithredu.

a. Dirymir y terfyn cyflymder o 40mya ar y rhannau o’r ffordd a nodir yn yr atodlen i’r hysbysiad hwn a chynhwyno terfyn cyflymder o 20mya yn ei le.

Gall unrhyw un sydd am amau dilysrwydd y Gorchymyn, neu unrhyw ddarpariaeth ynddo ar y sail nad yw o fewn pwerau’r Ddeddf Rheoleiddio Traffig Ffyrdd 1984, neu ar y sail nad oes unrhyw ofyniad wedi bod ag unrhyw ofyniad yn y Ddeddf neu unrhyw ofynion a wnaed o dan y ddeddf honno mewn perthynas â’r Gorchymyn, wneud cais i’r Uchel Lys i ddirbyn hnn o fewn chwe wythnos o 1 Hydref 2025.

TORFAEN COUNTY BOROUGH COUNCIL

(VARIOUS ROADS) (TRAFFIC REGULATION AND SPEED LIMIT) CONSOLIDATION ORDER 2019

(AMENDMENT NO. 16)

NOTICE is hereby given that Torfaen County Borough Council has on the 24 September 2025 in accordance with the Local Authorities Traffic Order (Procedure) (England & Wales) Regulations 1996 and the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act”) as amended, and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 made the following Order.

The effect of the Order will amend the restrictions on the following roads and amend the Torfaen County Borough Council (Various Roads) (Traffic Regulation and Speed Limit) Consolidation Order 2019, in that the roads and Map Schedules specified in the First Schedule shall be amended and the roads and Map Schedules specified in the Second Schedule to this Order shall be implemented.

  1. To revoke the 40mph speed limit on the lengths of road specified in the schedule to this notice and introduce a speed limit of 20mph in its place.

  1. B4236 Caerleon Road (part of) (from a point 557m north west of its junction with Lamb Lane for a distance of 394m in a north westerly direction)

A copy of the Order which comes into operation on 1 October 2025, Maps indicating the new restrictions, together with the Statement of Reasons for making the Order are available to view online via https://www.torfaen.gov.uk/roadsandpavements

. A copy has also been placed and may be seen free of charge at Torfaen County Borough Council, Civic Centre, Pontypool, NP4 6YB from 8.30 am to 5.00 pm Monday to Thursday and from 8.30 am to 4.30 pm on Friday.

Anyone wishing to question the validity of the Order, or of any provision contained in it on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act or of any instrument made under it has not been complied with in relation to the Order, they may within six weeks from 1 October 2025 apply to the High Court for this purpose.
