Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1(1), 2(1) to (3), 4, 19, 65(1), 122 and 124 under the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act, hereby gives notice that it intends to make the following Amendment Orders:

• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Leigh Hill – Waiting Restrictions) Amendment No.* Order 202

• The Southend-on-Sea City Council (Various Roads) (Moving Traffic and Speed Limit) Amendment No.* Order 202

The effect of the Traffic Regulation Orders (TROs) would be as follows:

PTO1103 – Leigh Hill (the area fronting The Ship Hotel & properties 1A – 7 Leigh Hill)

a) To introduce three (3) Limited Waiting bays, 8am - 6pm, 30 minutes maximum stay, no return within 4 hours, outside No. 1 to No. 7 Leigh Hill.

b) To introduce a Loading Only bay, 8am - 6pm, 30 minutes maximum stay, no return within 2 hours, outside The Ship Hotel on Leigh Hill.

c) To introduce a One Way traffic restriction, except for Pedal Cycles, west to east, on Leigh Hill, Leigh-on-Sea from outside The Ship Hotel to outside No. 7.

Copies of the Consolidation Orders being amended, Notice of Intent (NOI), proposed draft Amendment Orders, the Statement of Reasons for proposing to make the Orders and designs showing the proposals can be inspected;

• At the Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ER.

The public consultation period will be live from 26th September until 17th October 2025.

Any persons desiring to make a comment on the proposals, only within the given dates, can do so by: making a comment on TraffWeb system under ‘Public Consultation’ using the following link, https://southend.traffweb.app/traffweb2/PublicConsultation, or by emailing traffweb@southend.gov.uk, or stating the grounds thereof in writing addressed to the Traffic Management Team to the address stated above. The following scheme references must be quoted:

The changes for both On-street parking and Moving Traffic will amend the following Orders; ‘The Southend Borough Council (Waiting, Loading, Stopping and Parking Places) (Map Based) (Consolidation) Order 2021’ and ‘The Southend-on-Sea City Council (Various Roads) (Moving Traffic and Speed Limit) Order 2025’.
