What is happening?
CUMBERLAND COUNCIL (VARIOUS ROADS AND FOOTPATHS IN THE CITY AND DISTRICT OF CARLISLE) (THE GREAT CUMBRIAN RUN) (TEMPORARY TRAFFIC REGULATION) ORDER 2025
NOTICE IS HEREBY GIVEN that to facilitate the holding of The Great Cumbrian Run (“the Event”), in Carlisle and the surrounding area and to enable members of the public to watch
the Event, Cumberland Council has made an Order under Section 16A of the Road Traffic Regulation Act 1984 (the 1984 Act), with the approval of the Secretary of State for Transport under 16(1)(b) of the 1984 Act, the effect of which is to:
A. Prohibit any vehicle from proceeding along the lengths of road specified in Schedule 1 hereto; and
B. Prohibit any vehicle from stopping or waiting or loading and unloading at any time, on any day (including blue badge holders), on both sides of the roads specified in Schedule 1 hereto; and
C. Prohibit any pedestrian from proceeding along the lengths of footpath specified in Schedule 2 hereto.
N.B. Motor Vehicles which currently use Footpath No. 109081 (Mayors Drive), Footpath No. 109110 (Stony Holme) and Footpath No.109084 (Bitts Park car park) as referred to at items 1, 2 and 12 of Schedule 2 respectively, are also prohibited for the duration of the Event.
Nothing in the Order to which this notice relates shall:-
Apply to emergency service vehicles, or vehicles being used by statutory undertakers in the performance of their duties; and
Apply to anything done with the permission or at the direction of a police constable in uniform; and
Have the effect of preventing at any time access for pedestrians to any premises situated on or adjacent to the roads, or to any other premises accessible for pedestrians from, and only from the roads; and
Apply to vehicles being used in connection with the Event.
Apply to vehicles requiring access/egress to the following churches;
Salvation Army Citadel – Abbey Street, Carlisle, Carlisle Cathedral, Castle Street, Carlisle; St Cuthbert’s Church, Blackfriars Street, Carlisle; However, this will only be permitted as and when deemed safe to do so for the public and the Event participants and will be regulated by marshals of the Event at access points who will guide the traffic through the churches.
Apply to Event participants, marshals, and organisers from using those lengths of footpath specified in Schedule 2.
A way for pedestrians and dismounted cyclists in respect of the road restrictions detailed in Schedule 1 hereto, will be maintained at all times.

The Order will come into operation on 5 October 2025 and may continue in force for a maximum period of up to three days from that date as and when the appropriate traffic signs are displayed, however it is anticipated that it will only be required from 0500 hours to 1500 hours on Sunday 5 October 2025 or until normal traffic operation can be resumed at the direction of a police constable or Event marshal, whichever is the sooner.
Cumberland Council is satisfied that traffic on the roads and footpaths detailed in Schedules hereto should be restricted to enable The Great Cumbrian Run to take place. Whilst the roads and footpaths are closed by Order, traffic and pedestrians as appropriate, will only be restricted during the passage of the race.

SCHEDULE 1 - EXTENT OF ROAD RESTRICTIONS
Mayor’s Drive – From its junction with Devonshire Walk and Dacre Road, extending along its entire length to The Sheepmount.
Devonshire Walk – From its junction with the A595 Castle Way to its junction with Dacre Road.
Dacre Road, Carlisle – From its junction with Devonshire Walk to its junction with West Tower Street.
West Tower Street (West Bound Lane Only) – From its junction with Scotch Street to its junction with the A595 Castle Way.
West Tower Street (East Bound/City Centre Slip Road) – From its junction with the A595 Castle Way (north bound carriageway), extending for approx. 180 metres.
Fisher Street – From its junction with West Tower Street to its junction with Fisher Street.
Market Street – From its junction with Fisher Street to its junction with Castle Street.
St Mary’s Gate – From its junction with Fisher Street to its junction with Castle Street.
Castle Street – From its junction with St Mary’s Gate to its junction with Finkle Street/Annewell Street.
Annewell Street – From its junction with Castle Street/Finkle Street to its junction with West Walls.
West Walls – From its junction with Annewell Street/Abbey Street to its junction with Victoria Viaduct to its junction with Abbey Street.
Victoria Viaduct – From its junction with West Walls to its junction with Devonshire Street/English Street.
Devonshire Street – From its junction with Victoria Viaduct/English Street to its junction with Lowther Street.
Lowther Street (north bound carriageway only down to Drovers Lane) – From its junction with Devonshire Street to its junction with Drovers Lane/Rickergate.
Blackfriars Street – From its junction with the A7 Lowther Street, extending along its entire length.
Bank Street – From its junction with the A7 Lowther Street, extending along its entire length to its junction with English Street
Drovers Lane – From its junction with Lowther Street to its junction with Rickergate.
Scotch Street – from its junction with Drovers Lane/Rickergate to the point it joins West Tower Street.
C1015 Linstock Road – from its junction with A689 Linstock Roundabout to its junction with the B6264 Brampton Road.
B6264 Brampton Road – From its junction with A689 Linstock Roundabout, to its junction with the A7 Devonshire Terrace/Stanwix Bank.
A7 Devonshire Terrace/Stanwix Bank – From its junction with Brampton Road to a point where it joins Eden Bridge.
Houghton Road – From its junction with the A689 to its junction with the B6264 Whitesidegate/Brampton Road
Brunstock Lane – From its junction with the B6264 Brampton Road, extending in a north westerly direction for approx. 1 km.
