MAE GWEINIDOGION CYMRU yn ystyried rhoi prosiect ar waith i ddisodli Pont Ffordd bresennol yr A494 dros Afon Dyfrdwy yn Queensferry, Sir y Fflint (cyfeirnod grid OS SJ315685) gan gynnwys gwaith ar y llinell ac oddi ar y llinell a gwelliannau i’r ffyrdd ymyl. Mae’r prosiect hwn yn ddarostyngedig i Asesiad o’r Effaith Amgylcheddol yn unol â Rhan VA o Ddeddf Priffyrdd 1980 (fel y’i diwygiwyd) a Chyfarwyddeb 2014/52/EU (a oedd yn diwygio Cyfarwyddeb 2011/92/EU) a Rheoliadau Asesiad o’r Effaith Amgylcheddol (Diwygiadau Amrywiol yn ymwneud â Harbyrau, Priffyrdd a Thrafnidiaeth) 2017. Gan hynny, mae Gweinidogion Cymru yn hysbysu eu bod wedi cyhoeddi Datganiad Amgylcheddol (DA).

Mae’r prosiect hefyd yn ddarostyngedig i Asesiad o’r Goblygiadau ar gyfer Safleoedd Ewropeaidd yn unol â Rheoliad 63 o Reoliadau Cadwraeth Cynefinoedd a Rhywogaethau 2017 ac Erthygl 6(3) o Gyfarwyddeb Cynefinoedd 92/43/EC. Gan hynny, mae Gweinidogion Cymru hefyd yn hysbysu eu bod wedi cyhoeddi Datganiad i Hysbysu Asesiad Priodol (DHAP).

Gellir edrych ar gopïau o’r DA a’i Grynodeb Annhechnegol (CA), DHAP a dogfennau ategol yn rhad ac am ddim ar adegau rhesymol o 30 Medi 2025 tan 11 Tachwedd 2025 yn Llyfrgell Glannau Dyfrdwy, Y Ganolfan Hamdden, Chester Road West, Queensferry, Glannau Dyfrdwy CH5 1SA neu yn Swyddfa Llywodraeth Cymru Cyffordd Llandudno, Sarn Mynach, Cyffordd Llandudno, LL31 9RZ. THE DOLGELLAU TO SOUTH OF BIRKENHEAD TRUNK ROAD (A494) RIVER DEE BRIDGE REPLACEMENT (QUEENSFERRY INTERCHANGE TO GARDEN CITY IMPROVEMENT)

ENVIRONMENTAL IMPACT ASSESSMENT NOTICE OF ENVIRONMENTAL STATEMENT IN ACCORDANCE WITH SECTION 105 B OF THE HIGHWAYS ACT 1980 (AS AMENDED)

ASSESSMENT OF IMPLICATIONS FOR EUROPEAN SITES

NOTICE OF STATEMENT TO INFORM AN APPROPRIATE ASSESSMENT IN ACCORDANCE WITH REGULATION 63 OF THE CONSERVATION OF HABITATS AND SPECIES REGULATIONS 2017 (AS AMENDED)

THE WELSH MINISTERS are considering implementing a project for the replacement of the existing A494 River Dee Road Bridge at Queensferry, Flintshire (OS grid reference SJ315685) including online and off line works and side road improvements. This project is subject to an Environmental Impact Assessment in accordance with Part VA of the Highways Act 1980 (as amended) and Directive 2014/52/EU (which amended Directive 2011/92/EU) and the Environmental Impact Assessment (Miscellaneous Amendments relating to Harbours, Highways and Transport) Regulations 2017. Therefore the Welsh Ministers give notice that they have published an Environmental Statement (ES).

The project is also subject to an Assessment of Implications for European Sites in accordance with Regulation 63 of the Conservation of Habitats and Species Regulations 2017 and Article 6(3) of the Habitats Directive 92/43/EC. Therefore the Welsh Ministers also give notice that they have published a Statement to Inform an Appropriate Assessment (SIAA).

Copies of the ES and its Non-Technical Summary (NTS), SIAA, and supporting documents may be inspected free of charge at reasonable hours from 30 September 2025 to 11 November 2025 at Deeside Library, Leisure Centre, Chester Road West, Queensferry, Deeside CH5 1SA or at Welsh Government Llandudno Junction Office, Sarn Mynach, Llandudno Junction, LL31 9RZ. They are also available for public inspection on the project website: https://gov.wales/a494-river-dee-bridge.

Electronic copies of the Environmental Statement (ES) including its Non-Technical Summary (NTS), and the Statement to Inform an Appropriate Assessment (SIAA) and supporting documents together with this notice are published online at https//:gov.wales//a494-river-dee-bridge

A paper copy of the ES including its NTS may be obtained from the Welsh Government at the address given below at a cost of £871.00 and a paper copy of the SIAA at a cost of £33.00.

Copies of the ES Non-Technical Summary may be obtained from Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ.

Any comments or representations about the project and/or the ES and/or the SIAA, should be made in writing to the Welsh Government at the Cathays Park address given above, or by email to TransportOrdersBranch@gov.wales to arrive no later than 11 November 2025.

The Welsh Ministers will take all written comments and representations into consideration before deciding whether or not to proceed with the project with or without modifications.

Please note: Should you wish to comment on the ES and/or the SIAA or object, support or make representations to the draft Orders, your correspondence will be considered by the project team and we may need to consult with people and organisations outside of the Welsh Government. As part of this process we may pass information to them, including information you have given us and your personal data. We will however, only disclose your personal details where it is necessary to do so to enable us to deal with the issues raised. Where a trunk road scheme becomes the subject of a Public Local Inquiry (PLI), all correspondence is copied to the Inspector of the Inquiry and is kept in the PLI Library and is publicly available. If you do not wish for certain personal data to be forwarded to third parties, you should state why when submitting your correspondence and the Welsh Ministers will copy the representations to the appropriate third parties with the name and address removed and if there is to be a PLI, the representations will be seen by the Inspector who may give them less weight as a result.
