CITY OF WESTMINSTER CYCLEWAY C51 - ST. JOHN’S WOOD TO MARYLEBONE (SECTIONS A & B) 

STAGE 1 

BROADLEY TERRACE, BRYANSTON SQUARE, ENFORD STREET, HAREWOOD AVENUE, HAREWOOD ROW, HAYES PLACE, LILESTONE STREET, LISSON GROVE, MONTAGU PLACE, MONTAGU SQUARE, ROSSMORE ROAD, SHROTON STREET, UPPER MONTAGU STREET AND WYNDHAM PLACE

1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended: 

• The City of Westminster (Car Club Parking Places) (No. *) Order 202*; 
• The City of Westminster (Free Parking Places) (Diplomatic Missions) (Amendment No. *) Order 202*; 
• The City of Westminster (Hospital Vehicles Parking Places) (Amendment No. *) Order 202*; 
• The City of Westminster (Loading Bays) (Amendment No. *) Order 202*; 
• The City of Westminster (Motorcycle Parking Places) (Amendment No. *) Order 202*; 
• The City of Westminster (Parking Places) (B Zone) (Amendment No. *) Order 202*; 
• The City of Westminster (Parking Places) (F Zone) (Amendment No. *) Order 202*; 
• The City of Westminster (Prescribed Routes) (No. *) Traffic Order 202*;

2. The general effect of the Orders, in connection with the staged introduction of the St. John’s Wood to Marylebone Cycleway (C51), would be to:
(a) revise parking provisions and waiting and loading restrictions along the cycle route as set out in the Schedule to this Notice;
(b) introduce contra-flow cycling in Enford Street, between its junctions with Marylebone Road and York Street - a mandatory contra-flow cycle lane would be introduced on the eastern side, at its junction with Marylebone Road;
(c) introduce one-way working southbound in Harewood Avenue, between Melcombe Place and Marylebone Road;
(d) reverse the one-way working on Harewood Row so that it applies in a south-westbound direction (pedal cycles would be permitted to travel in both directions); and
(e) reverse the one-way working on Hayes Place so that it applies in a north-eastbound direction.

3. It is also proposed to:
(a) introduce a segregated two-way flow cycle track on the north-east side of Harewood Avenue, between Broadley Terrace and Hayes Place;
(b) introduce segregated with-flow cycle tracks on the north-east side of Harewood Avenue: (i) between Hayes Place and Melcombe Place; and (ii) between Melcombe Place and Marylebone Road; and
(c) introduce a segregated contra-flow cycle track on the south-west side of Harewood Avenue, between Melcombe Place and Marylebone Road.

4. FURTHER NOTICE IS HEREBY GIVEN that Westminster City Council, in accordance with the provisions of section 23 of the Road Traffic Regulation Act 1984, intends to: (a) amend the “zebra” pedestrian crossing and associated zig-zag markings on Harewood Avenue, adjacent to Marylebone Station and No. 3 Harewood Row, to include a cycle route - the crossing and associated zig-zag markings would extend from a point 1.4 metres north-west of the north-western kerb-line of Harewood Row to a point 1.3 metres north-west of the north-western kerb-line of the goods vehicle entrance to No. 3 Harewood Row; (b) amend the “zebra” pedestrian crossing outside Nos. 7 and 10 Harewood Avenue to include a cycle crossing facility - the crossing and associated zig-zag markings would extend from a point 3.5 metres north-west of the north-western kerb-line of Hayes Place to a point 23.9 metres south-east of the south-eastern kerb-line of Hayes Place; (c) introduce a “zebra” pedestrian / cycle crossing and associated zig-zag markings outside No. 49 Harewood Avenue which would extend from the north-western kerb-line of Broadley Terrace to a point 2.8 metres south-east of the party wall of Nos. 47 and 49; (d) introduce a “zebra” pedestrian / cycle crossing and associated zig-zag markings on Rossmore Road, adjacent to No. 61 Harewood Avenue, which would extend from 16.9 metres north-east of its junction with Harewood Avenue and continue south-westward across that junction to connect with the pedestrian crossing outside No. 9 Rossmore Road; and (e) amend the “zebra” pedestrian crossing outside No. 9 Rossmore Road to include a cycle crossing facility - the associated zig-zag markings on the north-eastern approach would be shortened to 4.8 metres.

5. The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays).
