Westminster - Multiple Traffic Notices
What is happening?
CITY OF WESTMINSTER
CLEVELAND STREET, FOLEY STREET, NEWMAN STREET AND RIDING HOUSE STREET
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 22nd September 2025 made the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:
• The City of Westminster (Free Parking Places) (Disabled Permit Parking Places) (Amendment No. 92) Order 2025;
• The City of Westminster (Free Parking Places) (Disabled Persons) (Amendment No. 114) Order 2025;
• The City of Westminster (Motorcycle Parking Places) (Amendment No. 146) Order 2025; and
• The City of Westminster (Parking Places) (F Zone) (Amendment No. 136) Order 2025;
2. The general effect of the Orders, in connection with a joint proposal with the London Borough of Camden to introduce a segregated contraflow cycle track on the Camden (north-east) side of Cleveland Street, between Maple Street and Mortimer Street, will be to:
(a) on the south-west side of Cleveland Street:
(i) opposite Take-Two House, No. 30, remove the “White Badge” disabled person’s parking bay (5 metres) - to be relocated to Riding House Street; and
(ii) adjacent to Fitzroy Place, Mortimer Street, remove the “Blue Badge” disabled persons’ parking bay (6 metres) - to be relocated to Foley Street; and remove the “White Badge” disabled person’s parking bay (6 metres) - to be relocated to Newman Street;
(b) on the north-west side of Foley Street, outside the party wall of John Astor House and the King and Queen Public House, No. 1, introduce a “Blue Badge” disabled persons’ parking place (5 metres), replacing two pay-by-phone parking bays (12 metres);
(c) on the south-west side of Newman Street, outside Nos. 50-57, remove 30 metres of residents’ parking and 3 metres of motorcycle parking - to be relocated to the opposite side of the road;
(d) on the north-east side of Newman Street, outside Julia House and Nos. 44 to 46 and The Cambridge Public House, No. 48, introduce a “White Badge” disabled person’s parking bay (6 metres), a residents’ parking place (30 metres) and a motorcycle parking place (3 metres); and
(e) on the south-east side of Riding House Street:
(i) opposite Nos. 61 to 65, relocate the motorcycle parking place north-eastward by 1.6 metres; and
(ii) opposite Nos. 67 to 73, introduce a “White Badge” disabled person’s parking bay (5 metres).
Please note that the Orders introducing changes to waiting and loading restrictions and prescribed traffic movements in Cleveland Street, Foley Street, Newman Street and Riding House Street, as set out in the Notice of Proposals published on 18th June 2025, will be made in due course.
3. The Orders, which will come into force on 25th September 2025, and other documents giving more detailed particulars of the Orders are available for inspection until 3rd November 2025 at https://westminstertransportationservices.co.uk/ notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
