NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and other enabling powers. The effect of the orders is to amend existing & introduce new ‘on-carriageway’ cycle parking places within Oxford to provide suitable & secure parking for pedal cycles as follows:

Magdalen Road (South side) – on the existing kerbed build-out adjacent to No.89, northeast of its junction with Sidney Street in place of a 2hr shared use parking place;

Magdalen Road (North side) – for 5.1 metres southwest of its junction with Hurst Street, in place of the existing ‘2hr shared-use’ bay;
-
Boulter Street (West side) – for 7.2 metres adjacent to Nos.17 & 19, in place of an existing ‘Permit holders only’ bay;
-
Cherwell Drive service road (Southwest side) – for 6.2 metres from a point 24 metres northwest of the western kerb line of Copse Lane, in place of the existing ‘time-limited’ parking bay;

Leckford Place (East side) – for 6.2 metres from a point 9 metres north of the northern kerb line of Plantation Road, in place of an existing ‘2hr time-limited’ parking bay;

Market Street (South side) – for 4.5 metres from a point 14.5 metres west of the western kerb line of Turl Street, in an area of ‘No Waiting at Any Time’;

Observatory Street (North side) – for 6.2 metres from a point 11 metres northeast of the north-eastern kerb line of Walton Street, in place of an existing ‘1hr time-limited’ parking bay;

St Andrews Road (North side) – for 4.8 metres from a point 9 metres west of the western kerb line of St. Andrew’s Lane, in place of an existing ‘2hr shared-use’ bay;

Wilberforce Street (North side) – for 4.8 metres from a point 28.2 metres east of the eastern kerb line of Perrin Street, in place of an existing ‘3hr shared-use’ bay.
The Oxfordshire County Council (Parking Places for Pedal Cycles, Oxford) Consolidation Order 2009, Oxfordshire County Council (Oxford, Magdalen Road South Area) (Controlled Parking Zone and Waiting Restrictions) Order 2019, The Oxfordshire County Council (East Oxford) (Controlled Parking Zone Waiting Restrictions and Traffic Management) Order 2010, the Oxfordshire County Council (Oxford Area–Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022, The Oxfordshire County Council (Walton Manor, Oxford) (Parking Places and Traffic Management) (Consolidation) Order 2003, The City of Oxford (Jericho) (Parking Places and Controlled Parking Zone) Order 2000, and the Oxfordshire County Council (Oxford, Headington Central) (Controlled Parking Zone And Waiting Restrictions) Order 2022 will all be further amended as necessary.
The Oxfordshire County Council (Cherwell Drive Service Road Oxford) (Prohibition of Waiting and Designated Parking) Order 2008 (as amended) will also be revoked for administrative purposes only and its measures incorporated into the Oxfordshire County Council (Oxford Area–Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022.

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the proposals – in accordance with parking policy & planning permissions – is to amend the eligibility of the following properties to apply for Residents & Visitors Parking Permits as follows:

Magdalen North – exclude No.55 Randolph Street from eligibility to apply for resident’s parking permits & residents’ visitors parking permits,
-
Cowley East – exclude No.13 Cleveland Drive from eligibility to apply for resident’s parking permits & residents’ visitors parking permits,
-
Walton Manor – exclude No.179 Kingston Road from eligibility to apply for resident’s parking permits & residents’ visitors parking permits,
-
Central Area (B) – exclude Flat Nos.1–7 at No.46 Hythe Bridge Street from eligibility to apply for residents’ parking permits & resident visitors parking permits,
-
Cowley West – exclude No.5 Bartholomew Road & No.16 Crowell Road from eligibility to apply for residents’ parking permits & resident visitors parking permits.
Additionally – as a result of approved residential development at No.19 Wharton Road, the following amendments to parking provision are proposed:
6. Headington Northeast:
a. the ‘Two-hour shared-use 8am–6.30pm Monday to Friday’ parking bay north of the common boundary of Nos.21a & 21b, will be removed in its entirety, and replaced with new ‘No Waiting at Any Time’ (double yellow lines) parking restrictions, which will help ensure safe entry/egress to/from the new properties.
b. include the three new properties at No.5 St Leonards Road/No.19 Wharton Road from eligibility to apply for residents’ parking permits & resident visitors parking permits.
Finally, the following administrative amendments will be made as a result of inconsistencies being identified within the relevant Traffic Regulation Orders:
7. Marston North – confirm that even Nos.26–38 Park Way are eligible to apply for both resident’s parking permits and residents’ visitors’ parking permits, having originally been omitted in error.
8. Magdalen Road South – insert the existing ‘Permit Holders Only’ parking place on Hertford Street, adjacent to Nos.40–56 into the relevant schedule, which had been omitted from the original order in error. No changes will be made on-the-ground, with all restrictions remaining as currently in place.
9. Jericho – exclude Nos.56A, 76A, 82A, 83A, 86, 87, & 88 Castle Mill House, Juxon Street, from eligibility to apply for residents’ parking permits & resident visitors parking permits.
The proposals will further amend the Oxfordshire County Council (Oxford, Magdalen Road (North) Area) (Controlled Parking Zone and Waiting Restrictions) Order 2012, the Oxfordshire County Council (Oxford – Magdalen Road South Area) (Controlled Parking Zone and Waiting Restrictions) Order 2019, the Oxfordshire County Council (Oxford, Cowley Central East Area) (Controlled Parking Zone and Waiting Restrictions) Order 2021, the (Oxford, Cowley Central (West) Area) (Controlled Parking Zone and Waiting Restrictions) Order 2022, the (Oxford, Headington Northeast) (Controlled Parking Zone and Waiting Restrictions) Order 2022, the Oxfordshire County Council (Walton Manor, Oxford) (Parking Places and Traffic Management) (Consolidation) Order 2003, the Oxfordshire County Council (Central Area, Oxford) (Controlled Parking Zone and Waiting Restrictions) Order 2011, the Oxfordshire County Council (Oxford) (Marston North Area) (Controlled Parking Zone and Waiting Restrictions) Order 2021, the Oxfordshire County Council (Oxford, Cowley Central (West) Area) (Controlled Parking Zone and Waiting Restrictions) Order 2021, the Oxfordshire County Council (Oxford, Headington Northeast) (Controlled Parking Zone And Waiting Restrictions) Order 2022, and The City of Oxford (Jericho) (Parking Places and Controlled Parking Zone) Order 2000.
