1. NOTICE IS HEREBY GIVEN that Luton Borough Council proposes to make the above-mentioned Orders under sections 1, 2, 4, 45, 46, 47, 49, 51, 53 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended).

2. The general effect of the Orders would be to:
(a) extend the ‘PT’ Controlled Parking Zone (CPZ) to include Holly Street, Latimer Road, Oxford Road and Union Street;
(b) replace single yellow line ‘controlled hours’ waiting restrictions with shared-use (PT CPZ permit holders / pay by phone - maximum stay 2 hours, no return within 1 hour) that would operate between 8am and 6pm on Mondays to Saturdays inclusive (the PT CPZ hours) in the following lengths: Holly Street, south-west side, between 10 metres and 36.2 metres north-west of Latimer Road; and Oxford Road, north-west side, between 10 metres and 20 metres north-east of Union Street;
(c) replace free limited-stay parking place with shared-use (PT CPZ permit holders / pay by phone - maximum stay 2 hours, no return within 1 hour) that would operate between 8am and 6pm on Mondays to Saturdays inclusive in the following lengths: Holly Street, north-east side: (a) between 27.5 metres and 40.5 metres south-east of Castle Street; (b) between 52 metres and 76 metres south-east of Castle Street; and (c) between 93 metres and 109.5 metres south-east of Castle Street; Latimer Road, north-west side: (a) between 13 metres and 27.7 metres south-west of Holly Street; and (b) between 10 metres and 35.5 metres north-east of Holly Street; and Union Street, south-west side, between 18.2 metres and 43.7 metres north-west of Latimer Road;
(d) replace single yellow line ‘controlled hours’ waiting restrictions with double yellow line ‘at any time’ waiting restrictions in the following lengths: Castle Street, south-east side: (a) for 10 metres north-east of Holly Street; and (b) for 10 metres south-west and 10 metres north-east of Union Street; Holly Street: (a) north-east side: (i) for 10 metres south-east of Castle Street; and (ii) for 9 metres north-west of Latimer Road; and (b) south-west side: (i) for 10 metres south-east of Castle Street; (ii) between 36.2 metres and 64.9 metres north-west of Latimer Road; and (iii) for 10 metres north-west of Latimer Road; Latimer Road, north-west side: (a) for 13 metres south-west and 10 metres north-east of Holly Street; and (b) for 9.5 metres south-west and 10 metres north-east of Union Street; Oxford Road: (a) north-west side, for 10 metres north-east of Union Street; and (b) south-east side, for 19.8 metres north-east of Union Street; and Union Street: (a) north-east side: (i) for 7.5 metres south-east of Castle Street; (ii) for 11.5 metres north-west and 11.5 metres south-east of Oxford Road; and (iii) for 8 metres north-west of Latimer Road; and (b) south-west side: (i) for 9 metres south-east of Castle Street; (ii) for 8 metres north-west of Latimer Road;
(e) provide that all qualifying properties within the extended PT CPZ, would be eligible for residents’ permits, visitors' permits, carers' permits and business permits, the charges for which would be as follows: first residents’ permits: £71 per year, second residents’ permits: £91 per year, third residents’ permits: £111 per year, fourth residents’ permits: £131 per year, visitors' permits £29 for ten permits (a maximum of 50 permits per year), carers' permits: £55 per year and business permits: £600 per year; and
(f) provide that the charges for leaving a vehicle in a shared-use parking place without displaying a permit would be £1.00 for up to 15 minutes, £1.50 for up to 30 minutes, £2.90 for up to 1 hour, £5.00 for up to 2 hours (the maximum parking period).

3. A copy of the proposed Orders, the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relates can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Luton Borough Council, Building 14, Central Depot, Kingsway, Luton LU4 8AU. 4. Persons desiring to make representations or to object to the proposed Orders should send a statement of their representations or objections, and the grounds thereof, via email to

or in writing to Luton Borough Council, Building 14, Central Depot, Kingsway, Luton LU4 8AU, quoting the reference HW/TRO/P2236, to arrive no later than 21 days from the date of publication of this notice.
