(A134 Northern Approach, Colchester) (Two-Way Bus Lane) Order 202*

Notice is hereby given that further to a notice on the 21 November 2024, Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 84 (1)(a) and (2) and Part III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the Order:

  1. To Revoke: The Essex County Council (Northern Approach, Colchester) (Bus Lane) Order 2025 in its entirety

  2. To Implement: Bus Lane (Two-Way) ‘Permitting Local Buses Only’ restrictions.

Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)

Effect of the Order:

  1. To Revoke: ‘Disabled Badge Holders Only’ Bays on the following lengths of road:

Proposed Toucan Crossing, Signalised Toucan Crossing, and Footway/ Cycle Track – A133 Clingoe Hill/St. Andrew’s Avenue, Colchester

Notice is hereby given that under Section 23 of the Road Traffic Regulations Act 1984 (as amended), Essex County Council proposes to establish Pedestrian Crossings on the following lengths of road.

1.??To Implement: a ‘Toucan Crossing’

RoadDescription
A133 Clingoe Hill/ St. Andrew’s AvenueEastbound: The centre line of the crossing is located approximately 25 metres east of the junction with Greenstead Roundabout.

The width between give way lines is approximately 4 metres.



Zigzags for the above Eastbound Toucan Crossing will be installed approximately 16 metres on the western side and approximately 5 metres on the eastern side of the Toucan crossing, for the width of the road.

2.??To Implement: a ‘Signalised Toucan Crossing’

A133 Clingoe Hill/ St. Andrew’s AvenueWestbound: The centre line of the crossing is located approximately 55 metres east of the junction with Greenstead Roundabout.

The width between give way lines is approximately 4 metres.



Notice is also hereby given that under highway improvement powers given by sections 65 and 66 of the Highways Act 1980 and all other enabling powers, Essex County Council proposes to convert sections of the following ‘Verge’ to a ‘Shared and Segregated Footway/Cycle Track’.

3.??Shared Footway/Cycle Track

(i) From a point approximately 20 metres east of the junction with Greenstead Roundabout, east for approximately 95 metres.

4.??Segregated Footway/Cycle Track

A133 Clingoe Hill/ St. Andrew’s AvenueNorthern verge: From a point approximately 115 metres east of the junction with Greenstead Roundabout, east for approximately 144 metres.

The width of the footway is approximately 2 metres.

The width of the cycleway is approximately 2.5 metres.

(Temple Subway, Colchester) (Temporary Prohibition of Use) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984, as amended.

Effect of the order: To temporarily close Temple Subway in the City of Colchester — the entire length of the subway will be closed.

The closure is scheduled to commence on 06 October 2025 to 29 December 2025 or where appropriate signs are showing and weather permitting.

The closure is required for the safety of the public and workforce while the refurbishment of the Subway takes place.

Alternative route via: Station Way, Colne Bank Avenue, Westway southbound.

The Order will come into effect on 06 October 2025 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.

(Various Roads, Great Bentley) (20mph Zone) Order 2025

Notice is hereby given that Essex County Council has made the above Order under Sections 84(1)(a) and (2) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

The Effect of the Order: To Implement: A 20mph Zone in Great Bentley in the District of Tendring.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Langham Lane, Langham/Boxted) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Langham Lane, Langham/Boxted in the City of Colchester, from the junction of Severalls Lane to the junction of Park Lane — a distance of approximately 2190m.

The closure is scheduled to commence on 20th October 2025 for 5 days, or where stated on a valid permit (EP201EH2388227 & EP201EH2388227A – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while new gully chamber and pipe works are undertaken by Essex County Council.

Alternative route via: Severalls Lane, A1232, A12, Park Lane and vice versa.

The Order will come into effect on 2nd October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Nayland Road, Great Horkesley) (Temporary Introduction of 30 MPH Speed Limit) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily introduce a 30mph speed limit on that length of Nayland Road, Great Horkesley, in the City of Colchester, from a point approximately 360m southeast of its junction with Blackbrook Road for a distance of approximately 200m in both directions. The speed restriction is scheduled to commence on 20th October 2025 for 26 days, or where stated on a valid permit (EP201EH2389837 – Essex County Council).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while drainage repair works are undertaken by Essex County Council.

The Order will come into effect on 2nd October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(North Station Road, Colchester)

(Temporary Prohibition of Traffic & Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of North Station Road, Colchester in the City of Colchester, from its junction with Moreton Road to its junction with Albert Roundabout, a distance of approximately 115m.

  2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/clearway is scheduled to commence on 20th October 2025 – (19:30–05:00) for 6 nights, or where stated on a valid permit (EP20153087681 – Essex County Council).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/clearway is required for the safety of the public and workforce while maintenance works are undertaken on The Albert Roundabout by Essex County Council.

(Spring Lane, Eight Ash Green) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Spring Lane, Eight Ash Green in the City of Colchester, from its junction with Heath Road to its junction with A1124 Halstead Road, a distance of approximately 795m.

The closure is scheduled to commence on 20th October 2025 for 3 days, or where stated on a valid permit (EP201EH2387547 – Essex County Council).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while carriageway repairs works are undertaken by Essex County Council.

An alternative route is available via: Halstead Road, Heath Road and vice versa.

The Order will come into effect on 2nd October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(St Marys Fields, Colchester) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of St Marys Fields, in the City of Colchester, from a point approximately 25m north west of its junction with Popes Lane for a distance of approximately 30m in a north westerly direction.

The closure is scheduled to commence on 21st October 2025 for 1 day, or where stated on a valid permit (EP02294202741 – Nationwide Traffic Solutions).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while fire risk surveys are undertaken by Nationwide Traffic Solutions.

An alternative route is available via:

  1. St Marys Fields.

  2. St Marys Fields, Rawstorn Road, Southway Eastbound, Maldon Road Roundabout, Balkerne Hill Northbound, St Marys Fields.

The Order will come into effect on 2nd October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, City of Colchester) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) & (High Street, Colchester) (Temporary Suspension of Bus Lane) Order (No.20) 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close those lengths of road in the City of Colchester as specified in the schedule.

  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of road for the duration of the closures to facilitate the works.

    Signs will be installed indicating when the No Waiting restriction will be in force.

  3. To temporarily suspend the bus lane in that length of High Street, Colchester in the City of Colchester from its junction with Queen Street for a distance of approximately 50m in a north westerly direction as cited in “The Essex County Council (High Street, North Hill & Middleborough, Colchester) (Bus Lane) Order 2014” for the duration of the above closures.

The Essex County Council (Colchester City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of road only.

All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 2nd October 2025.

Exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public.

Access will be maintained for emergency services.

Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.
