What is happening?

THE SURREY COUNTY COUNCIL 

Agates Lane (D2500) Ashtead Temporary Prohibition of Traffic Order 2025

On 22 September 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Agates Lane (D2500) Ashtead as extends from the access for the property known as “39 Agates Lane” to the northern boundary of the property known as “35 Agates Lane.”

Alternative Route – Southview Road, Skinners Lane and Ottaways Lane, or this route in reverse. 

This Order is required to enable Rise Utilities to facilitate new box works and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 7 October 2025 for 3 days, between the hours of 8.00am and 6.00pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians and dismounted cyclists will be maintained at all times. 

Crowhurst Lane End (D419) Tandridge Temporary Prohibition of Traffic Order 2025
On 22 September 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Crowhurst Lane End (D419) Tandridge as extends from its junction with Tandridge Lane (C83) to a point 35 metres east of this junction. 

Alternative Route – Crowhurst Lane End, Crowhurst Lane, Crowhurst Village Road, Crowhurst Road, Lingfield Common Road, B2029 (Ray Lane) and Tandridge Lane, or this route in reverse. 

This Order is required to enable Openreach to facilitate pole testing and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 9 October 2025 for 1 day, between the hours of 9.30am and 3.30pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, dismounted cyclists and equestrians will be maintained at all times. 

C84 Merle Common Road and C84 Popes Lane, Oxted Temporary Prohibition of Traffic Order 2025
On 24 September 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of:- a) C84 Merle Common Road, Oxted that extends from its junction with D424 Holland Lane, to the western side of the “Merle Common Railway Bridge”. Anticipated duration – 06.10.25-17.10.25. 

Alternative Route:- Holland Road, Holland Lane, Red Lane and Merle Common Road; b) C84 Popes Lane, Oxted that extends from its junction with C84 Popes Lane, Oxted, to the access road for “Edenbrook Farm Fishery”. Anticipated duration – 20.10.25-09.11.25. 
Alternative Route:-Merle Common Road, Red Lane, Holland Lane, Hurst Green Road, Tanhouse Road, Broadham Green Road and Popes Lane.

This Traffic Order is required to enable Avidety Limited to carry out installation of underground electricity cabling in replacement/upgrade of the existing overhead network, to include excavations and/or HV cabling and/or connection and/or maintenance works. These works are anticipated to be carried out in sections, between the hours of 8am and 6pm, within 5 weeks of the 12 month period of operation of this Temporary Order that commences on 06 October 2025. 
Advanced warning signs will be displayed and the temporary closures which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians will be maintained at all. Access for emergency services, residents, businesses, cyclists and equestrians will be maintained at all times from either end of the temporary closures via the alternative routes described above.

B2028 Racecourse Road, Lingfield Temporary Prohibition of Traffic Order 2025
On 24 September 2025 Surrey County Council made the above mentioned Temporary Order under Section 14(1) the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of B2028 Racecourse Road, Lingfield that is crossed by the “Lingfield Railway Bridge” and for a distance of 20m either side. This Traffic Order is required to enable Amey Consulting South East Anglia and/or Network Rail to carry out an examination of the “Lingfield Railway Bridge” and/or repair and/or maintenance works. These works are anticipated to be carried out between the hours of 10pm and 6am, within 1 night of the 12 month period of operation of this Temporary Order that commences on 09 October 2025. 
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times by means of temporary walkway. Access for emergency services will be maintained at all times under direction of site operatives. 
Access for residents, businesses will be maintained at all times under direction of site operatives via the alternative route:-Racecourse Road, East Grinstead Road, Felcourt Road, Lingfield Road, A22 London Road, A264 Moat Road A264 Holtye Road, Hartfield Road, Marsh Green Road and Moor Lane.

Josephine Avenue (D1127) Lower Kingswood Temporary Prohibition of Traffic Order 2025
On 24 September 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Josephine Avenue (D1127) Lower Kingswood as extends from its junction with (A217) Brighton Road to its junction with (D1127) Orchard Way. 

Alternative Route: (A217) Brighton Road, Buckland Road, and Josephine Avenue, or this route in reverse. This Order is required to facilitate lead replacement works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 9.30am and 5.30pm, within the 12-month period of operation of this Order which will commence on 06 October 2025. 
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

Banstead Road (B2030), Stanley Street (D1397), and Coulsdon Road (D1397), Caterham 
Temporary Prohibition of Traffic Management Order 2025

On 24 September 2025 Surrey County Council made the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily prohibit vehicles from entering or proceeding in that length of; (a) Banstead Road (B2030) Caterham as extends from its junction with (B2030) Coulsdon Road and (D1397) Coulsdon Road and for a distance of 20 metres in a north easterly direction; (b) prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Stanley Street (D1397) Caterham as extends from its junction with (D1397) Coulsdon Road to a point in line with the common boundary opposite No 34 and No.35 Stanley Street; (c) prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Coulsdon Road (D1397), Caterham as extends from a point in line with the common boundary between No.233 and No. 231 to a point in line with the common boundary between property No.221 and No.215 Coulsdon Road. This Temporary Order is required to facilitate gas mains connection works for, on behalf of SGN. These works are anticipated to be carried out over 19 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Order which commences on 06 October 2025. This temporary closure and restrictions, which are anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed, and only to such extent as indicated by those traffic signs. For sub-paragraph (a) above: Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists. For sub-paragraphs (b) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).
Alternative Route: (B2030) Banstead Road, (B2030) Town End, (B2031) Chaldon Road, Westway, and Coulsdon Road, or this route in reverse.

Byers Lane (C71) South Godstone Temporary Prohibition of Traffic Order 2025
On 24 September 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Byers Lane (C71) South Godstone. 

Alternative Route: Whitewood Lane, Church Road, Croydon Barn Lane, Bones Lane, (B2028) West Park Road, and (A22) Eastbourne Road, or this route in reverse. This Order is required to facilitate tree felling and telecom pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day between the hours of 8am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 12 October 2025. 
Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the banksmen on site, as will access for pedestrians and dismounted cyclists. 

Doghurst Lane (D1083) and Hazelwood Lane (C137) Chipstead
Temporary Prohibition of Traffic Order (No.2) 2025
On 24 September 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Doghurst Lane (D1083) Chipstead as extends from its junction with (X67951) Farm Close to its junction with (C137) Hazelwood Lane; (b) Hazelwood Lane (C137) Chipstead as extends from its junction with (D1083) Doghurst Lane to its junction with (X9204) Longridge View. Alternative Route: (1) Hazelwood Lane, High Road, and Doghurst Lane; (2) Hazelwood Lane, (B2032) Outwood Lane, (B2032) Chipstead Valley Road, Portnalls Road, Coulsdon Lane, High Road, and Hazelwood Lane. This Order is required to facilitate replacement telecom pole works for, or on behalf of BT Openreach. 
These works are anticipated to be carried out over 2 days, between the hours of 9.30am and 3pm, during the 12-month period of operation of this Temporary Order that commences on 08 October 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 
Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists. 

Hillbury Road (B270) Whyteleafe Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the abovementioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Hillbury Road (B270) Whyteleafe as extends from its junction with Station Approach (D1385) to its junction with Westhall Road (D1357). 

Alternative Route – B270 (Hillbury Road), Purley Road (A22 and A23), A2022 (Downs Court Road and Mitchley Avenue), B269 (Limpsfield Road and The Green) and B270 (Westhall Road and Hillbury Road), or this route in reverse. 
This Order is required to enable Amey Consulting South East Anglia to facilitate bridge inspection and associated works. 
These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 20 October 2025 for 1 night between the hours of 10.00pm and 6.00am. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, pedestrians, cyclists and equestrians will be maintained at all times. 

Church Street (D2814) Dorking Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to (a) prohibit vehicles from entering or proceeding in that length of Church Street (D2814) Dorking as extends from its junction with (A2003) Station Road to its junction with the access to the properties known as “Mullins Court”. Alternative Route – Church Street; North Street; A25 South Street/Vincent Lane/West Street; and A2003 Station Road; and (b) suspend “The Surrey County Council D2814 Church Street, Dorking Temporary Prohibition of Traffic Order 2025” in its entirety. This 12-month Temporary Traffic Order which commences on 23 October 2025 is required to facilitate sewerage cleaning works to be carried out by, or on behalf of Thames Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over one day between the hours of 9.30am and 3.30pm Advanced warning signs will be displayed, and the temporary closure will operate only when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times via operatives on site. All other traffic, including residents and the emergency services will be required to use the signed diversion route. 

Clayhall Lane (C223) Reigate Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Clayhall Lane (C223) Reigate as extends from its junction with (C223) Slipshatch Road westwards for a distance of approximately 250 metres. Alternative Routes – (1) Clayhall Lane; Flanchford Road; Tapners Road; Snowerhill Road; The Street; Old Reigate Road; Station Road; A25 Reigate Road/Buckland Road/West Street/ London Road/Castlefield Road/Church Street; A217 Bancroft Road/Bell Street/Cockshot Hill; Prices Lane; Sandcross Lane; and Slipshatch Road, and (2) Slipshatch Road; Sandcross lane; Prices Lane; A217 Cockshot Hill/Bell Street; A25 High Street/West Street/Buckland Road/Reigate Road; Station Road; Old Reigate Road; The Street; Snowerhill Road; Tapners Road; Flanchford Road; and Clayhall Lane. 
This 12-month Temporary Traffic Order which commences on 20 October 2025 is required to facilitate telegraph pole testing and/or telegraph pole replacement and/or cabling works and/or any other associated works to be carried out by, or on behalf of BT Openreach within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over two days between the hours of 8am and 6pm. Advanced warning signs will be displayed, and the temporary closure will operate only when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians and dismounted cyclists will be maintained at all times via operatives on site. All other traffic will be required to use the signed diversion route.

Kent Hatch Road (B269) Limpsfield and Holland Lane (D424) Hurst Green
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Kent Hatch Road (B269) Limpsfield as extends from its junction with (C80) Moorhouse Road to its junction with (D435) Tally Road.; (b) Holland Lane (D424) Hurst Green as extends from its junction with (C85) Red Lane to its junction with (D458) Holland Crescent; (c) Suspend “The Surrey County Council Holland Lane (D424) Hurst Green Temporary Prohibition of Traffic Order 2024” in its entirety. Alternative Route (1): (B269) Kent Hatch Road, Tally Road, and Moorhouse Road, or this route in reverse. Alternative Route (2): Holland Lane, Hurst Green Road, Greenhurst Lane, Hurstlands, Pollards Oak Road, Pollards Wood Road, and Red Lane, or this route in reverse. This Order is required to facilitate overhead structural telecom works for, or on behalf of BT Openreach. 
For sub-paragraph (a) above: These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm; For sub-paragraph (b) above: These works are anticipated to be carried out over 3 days, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 20 October 2025. Advanced warning signs will be displayed, and the temporary closure and suspension will only operate when the relevant traffic signs are displayed. 
Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the banksmen on site, if required, as will access for pedestrians and dismounted cyclists. 

St Pauls Road West (D2861), South Terrace (D2832), and Horsham Road (A2003) Dorking 
Temporary Prohibition of Traffic Management Order 2025

Surrey County Council propose to make the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily prohibit vehicles from entering or proceeding in that length of; (a) St Pauls Road (D2861) Dorking as extends from its junction with (A2003) Horsham Road to its junction with (D2832) South Terrace; (b) South Terrace (D2832) Dorking as extends from its junction with (D2861) St Pauls Road West to its junction with (X2832) Downsview Gardens; (c) prohibit waiting, loading, and unloading at any time, by vehicles on the northbound carriageway in that length of Horsham Road (A2003) Dorking as extends from its junction with the access to the property known as “Bales Court” to its junction with the access to the property known as “Townfield Court” Horsham Road. This Temporary Order is required to facilitate maintenance works for, on behalf of Surrey County Council. These works are anticipated to be carried out over 3 days, during the 18-month period of operation of this Order which commences on 20 October 2025. This temporary closure and restriction, which are anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed, and only to such extent as indicated by those traffic signs. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. For sub-paragraph (a and b) above: Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists. For sub-paragraphs (c) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. Various in Mole Valley Temporary Prohibition of Traffic Order (No.5) 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to prohibit vehicles, including cyclists, from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate surface dressing/ pre-patching works and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 13 October 2025. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. Access for pedestrians will be permitted by the gatemen when safe to do so. Access for cyclists will not be maintained and will be required to follow the signed diversion route/directed by the gatemen on-site.

1. the entire length of D336 Mill Lane, Hookwood. Alternative Route – A217 Reigate Road, A23 Brighton Road and D334 Vicarage Lane;

2. that length of the southbound carriageway of A24 Dorking Road, Leatherhead/A24 London Road, Mickleham/ A24 Mickleham By-Pass, Mickleham/A24 London Road, Westhumble/A24 London Road, Pixham which extends from the roundabout junction with By-Pass Road (Givons Grove roundabout) to the roundabout junction with Pixham Lane. Alternative Route – A246 Young Street, A246 Guildford Road Fetcham, A246 Leatherhead Road, A246 Guilford Road Great Bookham, A246 Epsom Road, A25 Shere Road, A25 Station Road, A25 Dorking Road, A25 Guildford Road, A25 Westcott Road, A25 West Street, A2003 Station Road, A2003 Chalkpit Lane, A2003 Ashcombe Road and A24 London Road;

3. that length of A25 Guildford Road/A25 Coast Hill, Wotton which extends from the junction with Whitedown Lane to the junction with Sandrock Road. Alternative Route – A25 Guildford Road, A25 Dorking Road, A25 Station Road, A25 Shere Road, A246 Epsom Road, A246 Guildford Road, A246 Leatherhead Road, A246 Guildford Road, A246 Young Street, A24 Dorking Road, A24 London Road, A24 Mickleham ByPass, A24 London Road, A2003 Ashcombe Road, A2003 Chalkpit Lane, A2003 Station Road, A25 West Street, A25 Westcott Road and A25 Guildford Road;

4. that length of B2126 Etherley Hill/B2126 Ockley Road, Forest Green which extends from the junction with Holmbury Lane to the junction with Mole Street. Alternative Route – B2126 Ockley Road, B2126 Forest Green Road, A29 Stane Street, C50 Okewood Hill, C50 Honeywood Lane, C48 Smokejack Hill Road, C49 Walliswood Green Road, C49 Horsham Road and B2127 Ockley Road;

5. that length of C57 Ifield Road, Charlwood which extends from its junction with the Street southwards to the boundary between the District of Mole Valley and West Sussex County Council. Alternative Route – C57 Ifield Road, C57 Ifield Road (West Sussex), Charlwood Road (West Sussex), Bonnetts Lane (West Sussex), C63 Lowfield Heath Road (West Sussex), C63 Lowfield Heath Road and C62 The Street.
