1.    Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2.    The effect of the Orders would be:-
(a)    to provide new ‘unlimited stay’ Disabled Persons’ parking places (DPPPs), 6.6 metres (‘m’) in length, which would operate at any time and may be used without time limit by vehicles displaying a valid Disabled Persons’ 'blue badge', at the following locations:-
ALPHA STREET north-east side o/s Nos. 9 and 10 Alpha Street;
ALVEY STREET south-west side o/s Nos. 158/159 Wolverton, Alvey Street;
BARKWORTH ROAD south-west side opposite Nos. 28 and 30 Barkworth Road;
BEAUVAL ROAD two locations (i) south-west side o/s Nos. 88 and 90 Beauval Road, and (ii) north-east side o/s Nos. 69 and 71 Beauval Road;
BOURNEMOUTH ROAD north-west side o/s Nos. 17 to 23 Bournemouth Road;
BRAYARDS ROAD north-west side o/s Nos. 41  and 43 Brayards Road;
CALTON AVENUE south-west side o/s No. 99 Calton Avenue;
CARTER STREET south-east side o/s Nos. 85 and 87 Carter Street;
CLIFTON WAY two locations (i) south side o/s Nos. 2 and 4 Clifton Way (parking would be partially on the footway), and (ii) south side opposite its junction with Montague Square;
CROFTON ROAD north-east side o/s Nos. 85 and 87 Crofton Road;
DOVERCOURT ROAD south-west side o/s Nos. 22 and 24 Dovercourt Road;
DRUMMOND ROAD south-west side o/s Nos. 1 to 54 Flannery Court, Drummond Road;
DUNSTANS ROAD north-west side o/s No. 168 Dunstans Road;
ELGAR STREET north-east side o/s Nos. 1 to 87 Elgar Street;
HENSLOWE ROAD south-east side o/s Nos. 33 and 35 Henslowe Road;
HOWDEN STREET north-west side o/s Nos. 1 to 21 Maxden Court;
IVYDALE ROAD south-east side o/s No. 383 Ivydale Road;
LINDEN GROVE north-east side opposite Nos. 6 and 8 Linden Grove;
MINA ROAD north-west side o/s Nos. 6/14 Mina Road (parking would be partially on the footway);
MONTPELIER ROAD south-east side o/s Nos. 46 and 48 Montpelier Road;
OAKHURST GROVE north-east side o/s No. 39 Oakhurst Grove;
PICKWICK ROAD south-west side o/s No. 11 Pickwick Road;
SALTER ROAD north-west side to the north-east of its junction with Burnside Close;
SARTOR ROAD south-west side o/s No. 9 Sartor Road;
STANBURY ROAD south-west side o/s Nos. 36 and 38 Stanbury Road;
THORNCOMBE ROAD north-east side o/s Nos. 23 and 25 Thorncombe Road;
TRAFALGAR AVENUE west side o/s No. 38 Trafalgar Avenue;
WAGHORN STREET north-east side o/s Nos. 65 and 67 Waghorn Street;
(b)    add 6 new ‘limited stay’ DPPPs 6.6m in length, which would operate ‘at any time’ and may be used by vehicles displaying a valid Disabled Persons’ 'blue badge' for a maximum stay of 4 hours per vehicle, per day (i) in ALLEYN ROAD (two DPPPs side by side) north-east side opposite No. 106 Alleyn Road, and (ii) LORDSHIP LANE (four locations) north-east side o/s No. 13 Lordship Lane, west side opposite Nos. 57 and 59 Lordship Lane, south-east side o/s Nos. 85 to 87 Lordship Lane, and north-west side o/s No. 102 Lordship Lane;
NOTES: (1) The measures in 2(c)-(o) below are proposed so as to accommodate the provision of the new and amended DPPPs in those locations referred to in items 2(a) and (b) above. (2) ‘permit’ refers to parking places for holders of valid parking permits within the Controlled Parking Zone (CPZ) listed, shared-use’ refers to parking places in which holders of a valid permit for the CPZ
listed or Pay-by-Phone (‘pay’) paid ticket holders are permitted to park within the permitted hours. ‘DYLs’ refer to waiting restrictions which operate 'at any time' - all hours on every day of the week.
(3)    All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking
(c)    in CPZ 'B' reduce by 6.6m (i) existing permit-holders’ only ('permit') parking in ALPHA STREET north-east side o/s Nos. 9 and 10 Alpha Street (8.5m remain) and in BRAYARDS ROAD north-west side o/s Nos. 41 and 43 Brayards Road (16.5m remain), and (ii) existing ‘Pay by Phone’ (‘pay’) parking in BOURNEMOUTH ROAD north-west side o/s Nos. 17 to 23 Bournemouth Road (11m remain);
(d)    in CPZ 'ED' split and reduce existing 'permit' by 6.6m in THORNCOMBE ROAD north-east side o/s Nos. 23 and 25 Thorncombe Road (a total of 31m remain);
(e)    in CPZ 'G' split and reduce existing 'permit' by 6.6m in DRUMMOND ROAD south-west side o/s Nos. 1 to 54 Flannery Court, Drummond Road (a total of 18m remain);
(f)    in CPZ 'J' reduce existing 'permit' by 6.6m in CARTER STREET south-east side o/s Nos. 85 and 87 Carter Street (4.5m remain);
(g)    in CPZ 'M1' reduce existing 'permit' by 6.6m in ALVEY STREET south-west side o/s Nos. 158/159 Wolverton (44m remain), and in MINA ROAD north-west side o/s Nos. 6/14 Mina Road (parking is partially on the footway and 23m remain);
(h)    in CPZ 'PR' split and reduce existing 'permit' by 6.6m in CROFTON ROAD north-east side o/s Nos. 85 and 87 Crofton Road (a total of 41.5m remain);
(i)    in CPZ 'PW' split and reduce existing 'permit' by 6.6m in HOWDEN STREET north-west side o/s Nos. 1 to 21 Maxden Court (a total of 59.5m remain) and in WAGHORN STREET north-east side o/s Nos. 65 and 67 Waghorn Street (a total of 163m remain);
(j)    in CPZ 'QR' reduce existing 'permit' by 6.6m in MONTPELIER ROAD south-east side o/s Nos. 46 and 48 Montpelier Road (8.5m remain);
(k)    in CPZ 'S' reduce existing permit-holders’ and ‘Pay by Phone’ ('shared-use') parking by 6.6m in ELGAR STREET north-east side o/s Nos. 1 to 87 Elgar Street (13.5m remain), and in SALTER ROAD north-west side to the north-east of its junction with Burnside Close (71m remain);
(l)    in CPZ 'T' split and reduce existing 'shared-use' by 6.6m in TRAFALGAR AVENUE west side o/s No. 38 Trafalgar Avenue (a total of 54.5m remain);
(m)    the unmarked parking within existing permit-holders’ only past this point areas would be reduced by 6.6m within (i) CPZ 'DV' in CALTON AVENUE south-west side o/s No. 99 Calton Avenue, and (ii) CPZ 'OKR' in BARKWORTH ROAD south-west side opposite Nos. 28 and 30 Barkworth Road;
(n)    reduce existing free 'short stay' parking by 6.6m (i) in CLIFTON WAY south side o/s Nos. 2 and 4 Clifton Way (parking is partially on the footway and 8m remain), and (ii) four locations in LORDSHIP LANE north-east side o/s No. 13 Lordship Lane (27m remain), west side opposite Nos. 57 and 59 Lordship Lane (32m remain), south-east side o/s Nos. 85 to 87 Lordship Lane (52.5m of the partially inset bay remain), and north-west side o/s No. 102 Lordship Lane (this existing bay would be split and reduced, and a total of 27.5m remain);
(o)    add new ‘at any time’ waiting restrictions (double yellow lines ‘DYLs’) to increase sightlines and general safety in the vicinity of new DPPPs: (i) in BASSANO STREET south-east and north-east side on the corner o/s No. 22 Bassano Street (10m), (ii) in IVYDALE ROAD o/s No. 385 Ivydale Road (9m), (iii) in ROSENTHORPE ROAD north-east side on the side of No. 385 Ivydale Road (6.5m), and (iv) in SARTOR ROAD south-west side o/s No. 9 Sartor Road (0.5m);
(p)    in HENSLOWE ROAD extend the length of an existing 'unlimited stay' DPPP by 1m south-east side o/s Nos. 29 and 31 Henslowe Road (new length of this DPPP is 6.6m);
(q)    relocate existing ‘unlimited stay’ DPPPs from (i) the north-west side of BARRY ROAD o/s No. 52 to a new location o/s Nos. 58 and 60 Barry Road, (ii) the south-east side of BASSANO STREET o/s No. 14 to new location o/s No. 22 Bassano Street, and (iii) the south-east side of DUNSTANS ROAD o/s No. 127 to new location on the north-west side o/s No. 114 Dunstans Road (the Council will amend the Traffic Management Order map-based schedule to add a new DPPP at the new location only, as the existing DPPP o/s No. 127 Dunstans Road was not shown in the system);
(r)    to remove 8 existing ‘unlimited stay’ DPPPs that are no longer needed from the following locations: south-east side o/s No. 57 BARRY ROAD, north-west side o/s No. 13 BECKWITH ROAD (at this location within existing CPZ ‘P’, 6m of added new ‘permit’ would accommodate the removal), south-west side o/s No. 9 CARDEN ROAD, north-east side o/s No. 77 CROFTON ROAD (at this location within existing CPZ ‘PR’, 6m of added new ‘permit’ would accommodate the removal), south-east side o/s No. 70 HENSHAW STREET (at this location within existing CPZ ‘M1’, 6m of new ‘permit’ would accommodate the removal), north-east side o/s No. 13 KELVINGTON ROAD, north-west side o/s No. 6 OGLANDER ROAD (at this location within existing CPZ ‘PW’, 5.5m of added new ‘permit’ would accommodate the removal), and north-east side of the Rye Lane spur road o/s No. 237 RYE LANE (at this location 13.5m of existing loading bay would remain after the removal); and
(s)    the Council will amend the Traffic Management Order map-based schedule to remove the following measures that are not within MINA ROAD: (i) an approximate total of 32m ‘at any time’ loading restrictions (double kerb blips) on both sides of Mina Road (either side of its junction with Ivy Church Lane) and (ii) loading place (20.5m in length) on the south-east side opposite its junction with Ivy Church Lane - this is an administrative exercise to more closely match what is on the street, no physical changes will be made to this specific area of Mina Road.
