What is happening?

LANCASHIRE COUNTY COUNCIL
(WILLOW HEY & WINDROWS SKELMERSDALE, WEST LANCASHIRE BOROUGH) (TEMPORARY PROHIBITION OF PEDESTRIANS) ORDER 2025

NOTICE IS HEREBY GIVEN that Lancashire County Council intend to make an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice.

1) No person shall cause any cycle or pedestrian to proceed over the following length of highway:
a) F800 Willow Hey, Skelmersdale from outside number 8 Willow Hey for a distance of 59 metres to the rear of number 2 Willow Hey.
b) F800 Windrows, Skelmersdale to be closed in its entirety from a point 5 metres south of its boundary with U5225 Windrows to its most southern boundary of its footways.
c) U5225 Windrows, Skelmersdale (south footway only) from its most eastern boundary with property number 1 for a distance of 80 metres in a westerly direction.

2. Nothing in this order shall apply to persons engaged in the carrying out of the works.

3. The prohibition will be operative from 0800 hours on Monday 20th October until 1700 hours on Friday 14th November 2025 or until completion of the works within this period. Access for emergency services will be maintained whenever and wherever possible.

4. Vehicular access for residents will be maintained whenever and wherever possible. Pedestrian access to properties will always be maintained.

5. An alternative route for pedestrians affected by the closure will be signposted locally.

The temporary prohibition is necessary to allow gas mains replacement works to be carried out.
