1. Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The effects of the (Prescribed routes) Order would be to amend the extent of an existing part road closure in COOKS ROAD to accommodate kerb-line changes at its junction with Fleming Road and Otto Street. The ‘no motor vehicles’ restriction in Cooks Road will extend from a point 1 metre (‘m’) south-east of the south-eastern kerb-line build-out of Otto Street (and 5.5m south-east of the south-eastern kerb-line of Fleming Road) south-eastward for a distance of 30m. Exemptions to the restriction would be provided for emergency services vehicles and for vehicles used for road maintenance, refuse collection or cleansing purposes; exceptions are provided for postal services, (on a discretionary basis) disabled persons vehicles (registered to Southwark resident ‘blue badge’ holders), rapid response healthcare workers vehicles and SEND vehicles. The exemption for taxis from the existing part road closure restrictions in Cooks Road would be revoked, there will be no exemption for taxis on the proposed part road closure in Cooks Road as described above. The restrictions would be indicated by traffic signs in Cooks Road at both ends of the road closure.
3. The effects of the (Charged-for parking places) Order in existing Controlled Parking Zone (‘CPZ’) 'E', would be:-
(a) to reduce existing permit holders’ only parking places (‘permit’) near their junction with Cooks Road (i) in FLEMING ROAD on the north-west side by 10m (5.5m remain) and on the south-east side by 8.5m (100.5m remain), and (ii) in OTTO STREET on the north-west side by 12.5m (43m remain) and on the south-east side by 9m (6m remain); and
(b) to amend the Traffic Management Order data (an administrative exercise to match the records more closely - please note that there will be no physical changes at this location) by adding an existing parking place for the use of e-scooter & cycle hire providers (who are participating in the pan-London e-scooter & cycle hire trails) only, 2m in width and 8m in length to the map-based schedule in COOKS ROAD in the carriageway south-east side within the confines of the part road closure described in item 2 above.
4. The effects of the (Waiting restrictions) Order would be:-
(a) to convert any existing 'timed' waiting restrictions (single yellow lines ‘SYLs’) to new 'at any time' waiting restrictions (double yellow lines ‘DYLs’) (i) in COOKS ROAD on both sides north-west of its junctions with Fleming Road and Otto Street, (ii) in FLEMING ROAD north-west side on the side of No. 52 Cooks Road, and (iii) in OTTO STREET north-west side on the side of No. 109 Cooks Road
(an overall total of 26m in the above-mentioned locations);
(b) to make amendments to existing DYLs in COOKS ROAD, FLEMING ROAD and OTTO STREET to accommodate kerb-line changes (a new build-out section in Cooks Road and re-shaping the corner outside Nos. 1 to 6 Fleming Road) at the junction of Fleming Road and Otto Street south-east of their junction with Cooks Road;
(c) to add new DYLs (i) to accommodate the reduction of ‘permit’ parking near their junctions with Cooks Road in FLEMING ROAD on the north-west side add 7.5m (2.55m of the reduced permit parking will, at this location, be replaced with a new cycle hangar) and on the south-east side add 8.5m, and in OTTO STREET add 9m per side (a total of 18m, which also accounts for the relocation of an existing cycle hangar and 1m of existing DYLs, on the north-west side of Otto Street, south-westward by 9m); and
(d) to amend the Traffic Management Order data (an administrative exercise to match the records more closely - please note that there will be no physical changes at this location) by removing 8m of DYL to accommodate the administrative installation of the existing e-scooter & cycle hire parking place 8m in length in COOKS ROAD on the south-east side, as described in item 3 above.
Notes: (1) ‘permit’ refers to parking places for holders of valid parking permits within the Controlled Parking Zone (CPZ) listed. (2) ‘SYLs’ refer to timed waiting restrictions and ‘DYLs’ refer to 'at any time' waiting restrictions. (3) ‘at any time’ means at all hours on every day of the week.
