What is happening?
THE ESSEX COUNTY COUNCIL (CASTLE POINT BOROUGH) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.15) Order 2025
NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30th June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.
Effect of the Order: To implement parking restrictions in Benfleet, Thundersley and Canvey Island on the following lengths of roads in the Borough of Castle Point as specified. All measurements are taken as accurately as possible and are taken from the extended kerb line unless stated otherwise:
1. To implement 'No Waiting at Any Time'
Earleswood, Benfleet. Both Sides: From its junction with Clifton Avenue southwards for 15 metres. Map Tile TQ775 875 Rev 0 to Rev 1
Clifton Avenue, Benfleet. South Side: From a point 20 metres west of its junction with Earleswood eastwards for 40 metres. Map Tile TQ775 875 Rev 0 to Rev 1
Woodside View, Thundersley. Both Sides: From its junction with Manor Road westwards for 11 metres. Map Tiles TQ775 892 Rev 0 to Rev 1 & TQ775 895 Rev 0
Manor Road, Thundersley. West Side: From a point 17 metres south of its junction with Woodside View northwards to its termination and the entrance to Woodside Park.
East Side: From a point 10 metres south of its junction with the access road leading to Woodside Lawn Cemetery, northwards to its termination and the entrance to Woodside Park. Map Tiles TQ775 892 Rev 0 to Rev 1 & TQ775 895 Rev 0

Nordland Road, Canvey Island. North Side: From a point 15 metres southwest of its junction with Brandenburg Road north-eastwards for 36 metres.
From a point 15 metres southwest of its junction with Tewkes Road north-eastwards for 36 metres.
From a point 10 metres southwest of its junction with Heilsburg Road north-eastwards for 26 metres.
From a point 10 metres southwest of its junction with Landsburg Road north-eastwards for 26 metres.
From its junction with Munsterburg Road south-westwards for 10 metres.

This Order will be incorporated into The Essex County Council (Castle Point Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by creating tile numbers TQ775 895 Rev 0 and TQ805 840 Rev 0 and substituting tile numbers TQ775 875 Rev 0 to Rev 1, TQ775 892 Rev 0 to Rev 1 and TQ805 837 Rev 0 to Rev 1.

Date of operation: This Order will come into operation on 27th October 2025 Application to the High Court: Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
