What is happening?

THE BOROUGH COUNCIL OF CALDERDALE
(HOLLINS MILL LANE, SOWERBY BRIDGE)
EXPERIMENTAL TRAFFIC REGULATION ORDER 2025
NOTICE is hereby given that on 24 September 2025 the Borough Council of Calderdale (‘the Council’) under their powers contained in the Road Traffic Regulation Act 1984 (‘the Act’) made the The Borough Council of Calderdale
(Hollins Mill Lane, Sowerby Bridge) Experimental Traffic Regulation Order 2025 the general effect of which is to introduce the following waiting restrictions on Hollins Mill Lane, Sowerby Brdige:
a) “No waiting at any time” restrictions on both sides of the road starting from the end of the existing “no waiting at any time” restrictions, continuing for an approximate distance of 101m in a north-westerly direction.
b) “No waiting” restrictions (Monday to Friday, 7.00am-5.30pm) from the north-western end of the proposed “no waiting at any time restrictions” (as a)
above) for an approximate distance of 192m in a north-westerly direction.
The Order comes into force on 25 September 2025 for a period not exceeding eighteen months.
Documents giving more detailed particulars of the Order, including the statement of reasons and any plans showing the affected roads, are available for inspection at Halifax Central Library, Halifax, HX1 1QG, from 10.00 am to
5.30 pm on Mondays to Fridays and 10.00 am to 4.00 pm on Saturdays. Alternatively, copies of the relevant documents can be seen on the Council’s website at http://www.calderdale.gov.uk/tro  (or by following the QR code below) or can be requested via email proposedtro@calderdale.gov.uk  or by telephone 01422 288001 or 288002.
The Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely. Any person wishing to object to such indefinite continuation of the provisions may do so in writing within a period of six months from 25 September 2025 (i.e. by 25 March 2027), or if the Order is varied by another Order or modified pursuant to section 10(2) of the Act, within six months from the day on which the variation or modification or the latest variation or modification came into force. All objections must specify the grounds on which they are made and be sent to either proposedtro@calderdale.gov.uk or to Highways and Transportation, C/O the Town Hall. Crossley Street, Halifax, HX1 1UJ
for the attention of the Highways Traffic Team.
Any person who wishes to question the validity of the experimental Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirements of the Act or of any
instrument made under it have not been complied with may, within six weeks from the date on which the Order was made (i.e. from 25 September 2025), apply to the High Court for that purpose.
