Bawdeswell, Variation & Consolidation Of 20mph & 30mph Speed Limit Orders

What is happening?

THE NORFOLK COUNTY COUNCIL

(BAWDESWELL, VARIOUS ROADS)

(20 MPH & 30 MPH SPEED LIMIT) CONSOLIDATION AND VARIATION ORDERS 2025

The Norfolk County Council propose to make the following Orders under the Road Traffic Regulation Act 1984:

The Norfolk County Council (Bawdeswell, Various Roads) (20 mph Speed Limit) Consolidation and Variation Order 2025

The effect of this Order will be to:

  1. Consolidate The Norfolk County Council (Bawdeswell, Various Roads) (20.m.p.h. Speed Limit) Order 2007 whereby the 20mph speed limit on the existing lengths of road specified in that Order will not be changed (apart from the U31201 The Street/Foxley Road which the existing limit is reduced as set out below) and;

  2. vary the existing Order by removing the existing reference to the U31201 The Street/Foxley Road and replacing it by prohibiting any motor vehicle from exceeding 20 miles per hour along the following length of road:

    • U31201 Foxley Road – From a point 23 metres south west of its junction with the B1145 Norwich Road westwards to a point 330 metres west of the centrepoint of its junction with the U35284 Dereham Road (this is an extension of 195 metres)

  3. vary the existing Order to include reference to the U31201 Billingford Road and to prohibit any motor vehicle from exceeding 20 miles per hour along the following length of road:

    • U31201 Billingford Road – From its junction with the U31201 Foxley Road westwards, for its entire length, a distance of 115 metres.

      The 20 mph speed limit on the above length of the U31201 Foxley Road is a change to the existing 30 mph speed limit which requires variation to the 30 mph Order as detailed below.

The effect of this Order will be to:

  1. Consolidate The Norfolk County Council (Bawdeswell) (30.m.p.h. Speed Limit) Order 2007 whereby the 30 mph speed limit on the existing lengths of road specified in that Order will not be changed (apart from the U31201 Foxley Road which is reduced as per the above proposed 20 mph speed limit consolidation and variation order);

  2. vary the existing Order by removing the existing reference to the U31201 Foxley Road and replacing it by prohibiting any motor vehicle from exceeding 30 miles per hour along the following length of road:

    i. U31201 Foxley Road – From a point 23 metres southwest of its junction with the B1145 Norwich Road westwards to a point 330 metres west of the centrepoint of its junction with the U35284 Dereham Road

    This is to be reduced to 20 mph as per the above proposed 20 mph speed limit consolidation and variation order.

These measures are a reduction to the current 30 mph Speed Limit and replace the proposals previously advertised on 9th May 2025.

The 20 mph and 30 mph Orders are in accordance with the latest Department for Transport guidelines. The Orders replace those previously advertised in May and June 2025. The effect of the Orders remains unchanged. The Orders are necessary to improve road safety and encourage walking and cycling.

The references to “motor vehicle” refer to motor vehicles as defined in Section 136 of the Road Traffic Regulation Act 1984.

The references to “vehicles” is taken to mean all vehicles, except those authorised by statute or by the Council.

. Copies are also available for inspection at Norfolk County Council, County Hall, Norwich, NR1 2DH and at the offices of Breckland District Council, Elizabeth House, Walpole Loke, Dereham, NR19 1EE during normal office hours. Online viewing is recommended.

Any objections and representations relating to the Order must be made in writing and must specify the grounds on which they are made. All correspondence for these proposals must be received at the office of nplaw, Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2DH, marked for the attention of the nplaw Traffic Regulation Order Team by 14th October 2025.
