Felthorpe Roads, Speed Limit Reductions & Variations To Existing Orders

What is happening?

THE NORFOLK COUNTY COUNCIL

(FELTHORPE, VARIOUS ROADS) SPEED LIMIT ORDERS 2025

The Norfolk County Council propose to make the following Orders under the Road Traffic Regulation Act 1984:

The Norfolk County Council (Felthorpe, Various Roads) (20 mph Speed Limit) Order 2025

The effect of this Order will be to:

  1. Prohibit any motor vehicle from exceeding a 20 miles per hour along the following lengths of road:

C245 Felthorpe Road/C245 The StreetFrom a point 295 metres north-east of its junction with the U57169 Binley Lane to a point 223 metres south-west of its junction with the U57150 Mill Lane.
U57150 Mill LaneFrom its junction with the C245 The Street for 350 metres north-westwards.
U57212 Hall LaneFrom its junction with the C245 The Street for 549 metres south-westwards.
U57211 Church LaneFrom its junction with the C262 Tavernham Road for 209 metres south-eastwards.
U57212 Hall LaneFrom its junction with the C245 The Street for 184 metres north-westwards.
U57169 Binley LaneFrom its junction with the C245 The Street for 403 metres south-westwards.
U57506 Nash RoadFrom its junction with the C245 The Street for 79 metres north-westwards.
U51346 SchoolfieldFrom its junction with the U57506 Nash Road for 120 metres north-eastwards.
The proposed 20mph restriction on the aforementioned lengths of road will be a change to the existing 30mph restriction and is to be seen as the variation as detailed below:

The Norfolk County Council (Felthorpe, Various Roads) (30 mph Speed Limit) Consolidation and Variation Order 2025

The effect of this Order will be to:

  1. Consolidate the Norfolk County Council (Felthorpe 30 mph Speed Limit) Order 1997 (“1997 Order”), whereby the existing 30 mph Speed Limit on the existing lengths of road will not be changed except as per the variations detailed below at section 2 and 3 of this Notice.

  2. Vary the 1997 Order by removing the references to the following lengths of road:

Felthorpe Road/The Street (C245)From a point 217 metres south-west of its centreline of Mill Lane (U57150) north-eastwards to a point 28 metres north-east of the centreline of Binley Lane (U57169).
Tavernham Road (C262)From Felthorpe Road/The Street (C245) south-westwards, westwards and southwards for a distance of 542 metres.
Church Lane (U57211)From Tavernham Road (C262) south-eastwards for a distance of 207 metres.
Binley Lane (U57169)From The Street (C245) south-westwards for a distance of 394 metres.
Nash Road/School Field (U57506)For its entire length.

  1. Vary the 1997 Order by updating the references to the following lengths of road:

U57150 Mill LaneFrom a point 305 metres north-west of its junction with the C245 The Street for 164 metres north-westwards (a reduction of 350 metres).
U57212 Hall LaneFrom a point 184 metres north-west of its junction with the C245 The Street for 551 metres south-westwards (a reduction of 184 metres).
The 1997 Order is proposed to be consolidated and varied to reflect administration of the restrictions. As part of the consolidation using the existing 1997 Order is being updated to reflect current legislation, or being clarified to make them clearer.

The Norfolk County Council (Felthorpe, Various Roads) (40 mph Speed Limit) Order 2025

The effect of this Order will be to:

  1. Prohibit any motor vehicle from exceeding a 40 miles per hour along the following lengths of road:

C245 The Street/C245 Short Thorn RoadFrom a point 347 metres east of its junction with the C278 Haveringland Road to a point 29 metres east of its junction with the U57169 Binley Lane.
U57169 Binley LaneFrom a point 28 metres north-east of its junction with the C245 The Street to its junction with U57168 Brands Lane and U57211 Church Lane.
U57211 Church LaneFrom a point 209 metres south-east of its junction with the C262 Tavernham Road to its junction with the U57169 Binley Lane and U57168 Brands Lane.
U57168 Brands LaneFrom its junction with the U57169 Binley Lane and U57211 Church Lane to its junction with the C261 Reepham Road and U57168 Fure Vale.
The proposed 40mph speed limit on the aforementioned lengths of road will be a change to the existing 60mph national speed limit.

Copies are also available for inspection at Norfolk County Council, County Hall, Norwich, NR1 2DH and at the offices of Broadland District Council, The Horizon Centre, Broadland Business Park, Peachman Way Norwich NR7 0WF, during normal office hours. Online viewing is recommended.

Any objections or representations relating to the Order must be made in writing and must specify the grounds on which they are made. All correspondence for these proposals must be received at the office of Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2DH, marked for the attention of the Traffic Regulation Order Team by 14th October 2025.
