Havering, Multiple Traffic Notices, Introduction of Electric Vehicle Charging Parking Places in On- and Off-Street Locations

THE LONDON BOROUGH OF HAVERING (OFF-STREET PARKING PLACES) (AMENDMENT No. 12) ORDER 2025 PTO 1235
NOTICE IS HEREBY GIVEN that on the 18?? September 2025 the Council of the London Borough of Havering did make the above-mentioned Orders under the Road Traffic Regulation Act 1984 as amended.
The general effect of the Orders will be to:–
a) Introduce electric vehicle charging Parking Places for the purpose of charging electric vehicles in Off-Street Council Car Parks and in On-Street Parking Places in the locations detailed below. Where necessary, existing parking places will be reduced or removed to accommodate the new charging bays.
i) Four electric vehicle charging parking places served by two charging points are provided for use by electric vehicles in Balgores Square Car Park.
ii) Six electric vehicle charging parking places served by three charging points are provided for use by electric vehicles in Billet Lane Car Park.
iii) Six electric vehicle charging parking places served by three charging points are provided for use by electric vehicles in Cherry Tree Lane Car Park.
iv) Twelve electric vehicle charging parking places served by six charging points are provided for use by electric vehicles in Fentiman Way Car Park.
v) Seven electric vehicle charging parking places served by four charging points are provided for use by electric vehicles in Oldchurch Rise Car Park.
vi) Eight electric vehicle charging parking places served by four charging points are provided for use by electric vehicles in Town Hall Car Park (front).
vii) Four electric vehicle charging parking places served by two charging points are provided for use by electric vehicles in Woodhall Crescent Car Park.
viii) Four electric vehicle charging parking places served by two charging points are provided for use by electric vehicles in Station Parade removing the existing shared use pay and display/permit parking bays in EP1 Zone.
ix) Four electric vehicle charging parking places served by two charging points are provided for use by electric vehicles in Tadworth Parade removing the existing shared use pay and display/permit parking bays in EP2 Zone.
The electric vehicle charging parking places are to operate at any time for use by electric vehicles only. A maximum stay of 12 hours will be enforced during the charging hours of 8am to 6pm Monday to Sunday during which an electric vehicle is required to be receiving a charge from the electric vehicle charging point in order to park legally. A no return within 2 hours restriction applies. Outside the hours of 8am to 6pm during which an electric vehicle is required to be receiving a charge from the electric vehicle charging point in order to park legally, no maximum stay restriction applies.
Disabled badge holders displaying a blue badge in an electric vehicle are still required to use the badge in conjunction with an electric vehicle charging parking place whilst connected to a charging point.
During the hours of 8am to 6pm electric vehicle charging parking places will not be exempt from parking tariffs and motorists will need to pay for the power used.
Outside the hours of 8am to 6pm electric vehicle charging parking places will be exempt from parking tariffs but motorists will need to pay for the power used.
An exception will apply if the duration of paid for parking exceeds the charge time required to fully charge an electric vehicle. In such instances, a Penalty Charge Notice will not be issued.
Copies of the Orders, which will come into force on the 22n? September 2025, other relevant Orders, and other documents giving more detailed particulars of the Orders, can be obtained by emailing schemes@havering.gov.uk
, until the expiration of a period of six weeks from the date on which the Orders are made.If any person wishes to question the validity of either of the Orders, or of any provision contained therein on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of the Act or of any instrument under the Act has not been complied with, that person may, within six weeks of the date on which the Orders are made, apply for the purpose to the High Court.
