ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(RUTLISH ROAD AND KINGSTON ROAD, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2025
Any designated parking place situated in the roads or lengths of road specified in paragraph 2 above will be suspended for the duration of the works.
The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular traffic affected by the road closure should proceed via Charles Road, Kirkley Road and Kingston Road or vice-versa.
Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) so as to prevent vehicular access to premises adjacent to the road or length of road specified in sub-paragraph 2(a).
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order will come into operation on Tuesday 23rd September 2025 and it is anticipated that the works will be completed within 3 days. However, the Order will remain in force for 3 months should further works be required.

(VARIOUS ROADS) (NO. 7)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of road.
Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress.
Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.
The Order will come into force on Monday 22nd September 2025 and the anticipated work dates are specified in column 2 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and during which its provisions will be re-introduced should further works be required.

(BOROUGH-WIDE STREET TREE PLANTING AND GENERAL TREE WORKS)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate borough-wide street tree planting and general tree works they intend to make an Order to restrict parking on any road in the London Borough of Merton as required for the works.
During the works, no person would cause or permit any vehicle to wait, load or unload in any road in the London Borough of Merton for which the local authority is the traffic authority and any existing marked parking places would be suspended as required.
Note: The works are expected to commence on 26 September 2025 and be carried out on a rolling basis starting in the areas with the least trees. Warning signs would be posted on the road 3 days before the works are expected to take place and cones would be put in place the day before. The works are expected to take 1 day on each road, but may take longer if there are any unforeseen circumstances or poor weather conditions.
The restrictions and suspensions would only apply during such times and to such an extent as indicated by the placing of prescribed signs.
Nothing in the Order would apply to: -
(a) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer; or
(b) any person or vehicle engaged in the execution of the said works; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
The Order would come into operation on 26th September 2025 and would remain in force for a maximum period of 18 months, or until the works have been completed, whichever is the sooner.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

PROPOSED ROAD HUMPS – BODNANT GARDENS
Notice is hereby given that the Council of the London Borough of Merton, under powers conferred by section 90A-F of the Highways Act 1980 and after consultation with the Commissioner of Police of the Metropolis, intend to introduce 3 road humps, each 3.7 metres long, with a maximum height of 75mm high across the full width of the road, at the general locations specified in the Schedule to this notice.
A plan of the area showing the proposed humps can be inspected during normal office hours on Mondays to Fridays at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
Any person desiring to comment on the proposal should send a statement in writing of their representations or objections and the grounds thereof in writing to the Environment, Civic Pride and Climate Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/RH/BODNANT GARDENS 2025 no later than 10 October 2025.
