LONDON BOROUGH OF MERTON

PROPOSED ZEBRA CROSSING INSTALLATION – HIGH STREET, WIMBLEDON

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, after consultation with the Commissioner of Police of the Metropolis, intend to introduce a zebra crossing under powers conferred by section 23 of the Road Traffic Regulation Act 1984 in:-

    HIGH STREET, WIMBLEDON, the centre point of which would be 7 metres south-east of the south-eastern kerb-line of Marryat Road.

  2. The “controlled area” in which stopping, waiting and loading is prohibited at all times would apply on both the approach and exit sides of the crossing, with the zig-zag markings extending to a maximum of 20.4 metres on either side of the crossing, as measured from the middle of the crossing.

  3. A plan of the area showing the crossing can be inspected during normal office hours on Monday to Friday at Merton Link, Merton Civic Centre, London Road, Morden.

  4. Any person desiring to comment on the proposal should send a statement in writing of their representations or objections and the grounds thereof in writing to the Environment, Civic Pride and Climate Department, Merton Civic Centre, London Road, Morden SM4 5DX or alternatively by email to

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49, 63 and 124 of, and Part IV of

    Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.

    1. The general effect of the ‘Pedal Cycles Order’ would be to provide a secure bicycle parking facility (fully enclosed bike hangar measuring 2.6 metres in length and 2 metres in width for a maximum of 6 pedal cycles) at each of the locations specified in the Schedule to this Notice.

    2. The general effect of the ‘Parking Places Amendment’ Orders would be to remove existing lengths of certain of the parking places referred to in the Schedule to this Notice to facilitate the introduction of bike hangars.

    3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.     • CHATSWORTH AVENUE, SW20: the south-west side, from a point 2 metres south-east of the south-east facing wall of No. 1 Chatsworth Avenue south-eastward for a distance of 3 metres. (CPZ 5F)

    • FLORENCE ROAD, SW19: the north side, from a point 10.5 metres west of the western kerb-line of Edith Road, westward for a distance of 3 metres. (CPZ 3E)

    • PARKLEIGH ROAD, SW19: the north side, from a point 0.7 metre east of the east facing wall of No. 1 Parkleigh Road eastward for a distance of 3 metres. (CPZ MP3)

    • THIRSK ROAD, CR4: the north-west side, from a point 21 metres south-west of the southern kerb-line of Ashbourne Road, south-westward for a distance of 3.5 metres. (CPZ GC2)

    • VICTORIA ROAD, CR4: the south side, from a point 3.1 metres south-east of the south-west facing wall of No. 17 Lister Court, eastward for a distance of 3 metres. (CPZ CW3)

    ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

    LONDON BOROUGH OF MERTON

    (WESTERN ROAD, BOND ROAD AND PORTLAND ROAD, MITCHAM)

    (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

    1. The Council of the London Borough of Merton hereby give notice that to facilitate gas works in Western Road to decommission the gas holder station, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

    2. During the works no person will:–

    (a) cause or permit any vehicle to enter or proceed in:–

        (i) Western Road, between its junction with Sadler Close and a point 5 metres north-west of its junction Portland Road (access to and egress from Bond Road will be maintained);

        (ii) Portland Close, from its junction with Western Road south-westward for a distance of 10 metres;

        (iii) Bond Road, the southern south-west bound lane, from its junction with Western Road, north-eastward for a distance of 8 metres;

    (b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraph 2(a)(i) to (iii) above.

    1. Any designated parking place situated in the roads or lengths of road specified in paragraph 2(a) above will be suspended for the duration of the works in Western Road.

    2. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

    3. Nothing in the Order will apply to: –

      (a) any vehicle being used in connection with the execution of the said works; or

      (b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

      (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

      (d) any person requiring vehicular access to the properties adjacent to roads or lengths of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

    4. Traffic affected by the road closure should proceed using Church Road, Lower Green West London Road and Raleigh Gardens or Upper Green West as applicable.

    5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

    1. The Order will come into operation on Saturday 27th September 2025 and it is anticipated that the works will be completed on 14th November 2025. However, the Order will remain in force for 3 months should further works be required.

    ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

    LONDON BOROUGH OF MERTON

    (WEST BARNES LANE, KT3)

    (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 5) ORDER 2025

    1. The London Borough of Merton Council hereby give notice that to facilitate level crossing works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit vehicular traffic in the said road.

    2. Whilst the works take place no person will:–

    (a) cause or permit any vehicle to enter or proceed in West Barnes Lane, between a point 55 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

    (b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

    (c) enter or proceed on foot in West Barnes Lane, from a point 20 metres south-west of the Motspur Park Level Crossing and a point 20 metres north-east of the said crossing.
