THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.184) ORDER 2025
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 18th September 2025 the above-mentioned Orders under Sections 6, 32, 35 and 49 to the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to provide a parking facility to disabled blue badge holders who meet qualifying criteria, the general effect of the above Orders will be to provide designated disabled parking bays for use by motorists in their vehicles who display both a valid disabled blue badge and a dedicated disabled permit which will be applicable to each bay, outside the following locations:
32 Macdonald Road N11, 30 Westside NW4, 13 Dolls Brook Walk EN5, 61 Ashurst Road EN4, 50 Capel Road EN4, 43 Clifton Road N3, 10 Wenlock Road HA8, Opposite No.4-5 Maple Gardens HA8, 33 Claverley Grove N3 (by converting a length of resident permit holders only parking bay), 16 Temple Fortune Lane NW11 (by converting a length of resident permit holders only parking bay), 50 Sandringham Road NW11 (by converting a length of resident permit holders only parking bay), No.1-3 Milespit Hill NW7 (by converting a length of resident permit holders only parking bay), Nos. 170-172 Brunswick Park Road N11 (by converting a length of a unrestricted 4 wheel motor vehicle parking bay), 50 Southbourne Avenue NW9 (by converting a length of resident permit holders only parking bay), 11 Wroughton Terrace NW4 (by converting a length of resident permit holders only parking bay), 13 Dunstan Road NW11 (by converting a length of resident permit holders only parking bay), 28 Squires Lane N3 (by converting a length of a unrestricted parking bay), 9 Lambert Road N12, 9 Lambert Road N12 (by converting general disabled permit holders parking bay), Nos. 103-105 Bell Lane NW4 (by converting general disabled permit holders parking bay), 85 Hamilton Road NW11 (by converting general disabled permit holders parking bay).
The above Orders will also remove redundant disabled parking bays outside 130 Osidge Lane N14 (to be converted to a wheeled footway parking bay), 27 Grants Close NW7, 131 to 133 Wood Street EN5 (to be converted to resident permit holders only parking bays), No.7 Parklea Close NW9, 10 Dt Johns Road NW11
(to be converted to resident permit holders only parking bays),
21 Hillview Gardens NW4, 1 Montagu Road NW4
(to be converted to resident permit holders only parking),
3 Trevor Close EN4, 61 Brent Way N3, 28 Elm Park Road
N3, 46 Elm Park Road N3.
(a) The general effect of the Free Order will amend the parking layout outside No.15 Chesterfield Flats, Whiting’s Road EN5 so that the general disabled bay changes places with the dedicated disabled bay (Dedicated disabled bay No.279).
(b) In order to deter obstructive parking, and improve sightlines and safety, the general effect of the Free Order will also be to introduce new lengths ‘at any time’ waiting restrictions at the following locations:
(c) at the junction of Northway and Bigwood Road NW11
(d) At the junction of Farm Road and Meadow Gardens HA8.
(e) at the junction of Glengall Road and Kenilworth Road HA8.
(f) at the junction of Elm Way and Poplar Grove N11.
(g) At the junction of Glenthorne Road and Friern Barnet Road N11.
(h) At the junction of Brockley Hill and Brockley Avenue HA7.
(i) Outside and No.1, No.2, No.25 and No.32 Brockley Avenue HA7.
(j) Outside No.312 to No.313 Watling Avenue HA8.
Outside No.18 to No.26 Denton Close EN5.
Outside No.116 High Street EN5. As a result of this measure being introduced a shared used Paybyphone payment parking bay operating 8am to 6.30pm Monday to Saturday (Max stay 1 hour 30mins)/disabled bay operating 8am to 6.30pm Monday to Saturday (Max stay 3 hours 3)
will be reduced in length by 6 metres.
The general effect of the above Orders will be to upgrade lengths of existing waiting restrictions to operate ‘At any time’ at the following locations:
(a) Existing lengths of waiting restrictions operating 2pm to 3pm Monday to Friday at the junction of Heather Walk and Penhursrt Walk HA8.
(b) Existing lengths of waiting restrictions operating 8am to 6.30pm Monday to Saturday at the junction of Mowbray Road and Edgwarebury Lane HA8.
(c) Existing length of waiting restrictions operating 10am to 11am Monday to Friday outside No.64 and No.66 Edgwarebury Lane HA8.
(d) Existing lengths of waiting restrictions operation 7am to 10am Monday to Friday on Russell Road N20 (side of No.165 Oakleigh Road North).
(e) Existing lengths of waiting restrictions operating 2pm to 3pm Monday to Friday No.195 Ballards Lane N3. In addition, the waiting restrictions will be increased in length by 4 metres. As a result of this measure being introduced the existing Paybyphone payment parking bay operating 8am to 6.30pm Monday to Saturday (Max stay 1 hour 30 minutes) situated opposite No.183 to 191 Ballards Lane N3 will be reduced in length by 2 metres and the existing permit bay operating 8am to 6.30pm situated opposite No.195 Ballards Lane N3 will be reduced in length by 2 metres.
The general effect of the Orders will be to formally remove a small length of waiting restriction operating 8am to 6.30pm Monday to Saturday outside No.26 Lambert Road N12.
In order to accommodate the introduction of ‘dropped kerb’ vehicle crossovers to enable access to off-street parking facilities, the general effect of the Orders will also be to remove existing parking spaces and replace them with yellow line waiting restrictions outside the locations as follows:

Any person wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
