What is happening?

THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 649) ORDER 2025
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent on 15th September 2025 made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
The general effect of the ‘Waiting and Loading Restriction’ Order will be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited in the times and in the lengths of streets specified in Schedule 2 to this Notice;
(c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place will be prohibited at the times and in the lengths of streets specified in Schedules 1 and 2 to this Notice;
(d) the sale or offer for sale of goods from a vehicle will be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 and 2 to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(e) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising will be prohibited in the lengths of streets specified in Schedules 1 and 2 to this Notice;
(f) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 and 2 to this Notice will be revoked.
The prohibitions referred to in sub-paragraphs 2(a) to (c) inclusive above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g. the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” will apply.
A copy of the Order, which will come into operation on 29th September 2025, of maps of the relevant areas and of the above-mentioned Order of 1979 (and of any Orders which have amended that Order) can be requested via email during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at trafficorders@brent.gov.uk.
Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Order may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.

Kingsmead Avenue
(a) between Townsend Lane and Nos. 10 and 12 Kingsmead Avenue;
(b) the carriageway immediately surrounding the island site situated outside No. 6 Kingsmead Avenue.
Roe Green
(a) the east side, between 11 metres north of Highfield Avenue and 32.7 metres south of Highfield Avenue;
(b) the west side, between the north-eastern wall of No. 36 Roe Green and 3.4 metres south of Nos. 14 and 16 Roe Green;
