What is happening?
LONDON BOROUGH OF WALTHAM FOREST (LBWF)
ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
THE WALTHAM FOREST (CADENT GAS MAINS REPLACEMENT WORKS) (E17, E4 and IG8 REGIONS) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 18th September 2025 it made an Order to allow for the replacement of gas mains, by Cadent Gas, to be carried out in a safe and efficient manner in various roads in the E17 and E4 regions.
The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, to prohibit all vehicular traffic from entering, or proceeding on any roads or any part of any roads mentioned in the Schedule to this Notice, to accommodate works for any purpose, at any time in the roads in the Schedule below.
The Order will come into operation on 18th September 2025 for a maximum period of 18 months or until the works are completed, whichever is the sooner.
NOTE: The works in E17 are expected to be completed within 3 months of above date and in E4 and IG8 within 18 months of above date. Additional time is required for contingencies. (Ref: TT42(25))

THE WALTHAM FOREST (THAMES WATER INFRASTRUCTURE WORKS), (CANN HALL ROAD E11) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 18th September 2025 it made an Order to allow Cappagh Contractors Ltd., on behalf of Thames Water, to execute manhole cover replacement works in a safe and efficient manner in Cann Hall Road (CHR) E11.
The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed or where applicable, covered prohibit vehicles from turning, proceeding, waiting or loading for any purpose, at any time in CHR – at its junction with Tavitstock Road.
The Order will come into operation on 18th September 2025 for a maximum period of 18 months or until the works are completed, whichever is the sooner.
NOTE: The works are expected to be completed within 1 day, but additional time is required for contingencies. (ref: TT44(25))
THE WALTHAM FOREST (DEVELOPMENT SITE ACCESS) (VARIOUS ROADS E17), (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 18th September 2025 it made an Order to allow for site access and egress for HGV deliveries relating to a development site at the junction of Priory Court and North Countess Road E17, in a safe and efficient manner.
The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed:
i) at any time in (Priory Ct) – west side (kerb line) – (road closure) (Nos. 166-167 Priory Ct to junction with North Countess Road).
ii) between 9am and 5pm on (South side) – the parking place (adj. to pedestrian access) at the junction with Priory Ct, and (ii) on both sides – the carriage place on the highway between Nos. 166 and 167;
iii) between 9am and 5pm on (North Countess Road (NCR) west side) – the length of highway at the junction with Priory Ct, and on both sides – carriageway between Nos. 59 and 61 NCR.
The Order will come into operation on 25th September 2025 for a maximum period of 18 months, or until the works are completed, whichever is the sooner.
NOTE: The works to be undertaken and temporary loading restrictions in the above mentioned roads will be implemented in line with the details agreed within the approved Construction & Logistics Plan. (Ref: TT52(25))
THE WALTHAM FOREST (THAMES WATER INFRASTRUCTURE WORKS),
(THORNE CLOSE & HIGH ROAD LEYTONSTONE E11), (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow Terra Solutions, on behalf of Thames Water, to execute sewer installation/repair works in a safe and efficient manner in Thorne Close (Thorne Cl) and High Road Leytonstone (HRL) (both E11).
The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles, or any other class of road user, from:
i) entering and proceeding on Thorne Cl – between its junction with HRL and a point 10 metres(m) westwards;
ii) waiting or loading at any time on (i) Thorne Cl – between a point 10m west of its junction with HRL westwards for 9m; and (ii) HRL – between its junctions with Steele Road (Rd) and Belton Rd/Victoria Rd within all parking places on the footway only (waiting restrictions will apply loading between 7am and 7pm Mon to Sat and on Sunday 8am to 6pm will apply on the carriageway).
The Order would come into operation on 3rd October 2025 and would be valid for a maximum period of 1 month, or until the works are completed, whichever is the sooner.
NOTE: The works are expected to be completed within 1 day, but additional time is required for contingencies. (ref: TT46(25))
THE WALTHAM FOREST (TEMPORARY PROHIBITIONS), (CARRIAGEWAY RESURFACE) (E10 ROADS) (NO. 2) ORDER 2025
The Council of LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow for carriageway resurfacing works in Trelawn Road and Maud Road, to be carried out in a safe and efficient manner.
The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles from entering, proceeding, waiting or loading for any purpose in Trelawn Road E10 and Maud Road E10 – between its junctions with High Road Leyton and no. 31 metres south of the said junction (of each road) in either direction.
Whilst the restrictions referred to in paragraph 2 of this notice remain in force, and only at such time and extent as the works are taking place, the following temporary traffic measures shall also apply:
i) the no-entry restriction in Colville Road; and
ii) the entry way working in Trelawn Road, Maud Road and York Road (the section between Alexandra Road and Maud Road) would be suspended.
The Order would come into operation on 25th September 2025 and would be valid for a maximum period of 18 months or until the works are completed, whichever is the sooner.
NOTE: The works are expected to be completed within 1 week at each location however the Order has been extended to allow for any contingencies. (ref: TT45(25))
THE WALTHAM FOREST (BRIDGE INSPECTIONS) (CANN HALL ROAD AND LANCASTER ROAD E11) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow for, on behalf of Network Rail, to execute detailed bridge inspection works in a safe and efficient manner in Cann Hall Road (CHR) and Lancaster Road (Rd) (both E11).
The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles from entering, proceeding, waiting or loading, for any purpose:
i) between 9am and 4pm on Lancaster Rd – for a distance of 20 metres or thereby east and west of the rail bridge located between Nos. 124 and 132;
ii) at any time in CHR, on both sides, between the common boundary (e/o) of Nos. 304 and 306 CHR and the (n/o) of Nos. 307 and 309 CHR which will apply to any loading restrictions on any part of the footway within the extents of the roads described above.
The Order would come into operation on 6th October 2025 and would be valid for a maximum period of 12 months, or until the works are completed, whichever is the sooner.
NOTE: The works in Lancaster Rd are expected to be completed in 3 days from 6/10/25 and the works in CHR are expected to be completed in 4 days from 1/12/25, however, additional time is required for contingencies. (ref: TT43(25))
Vehicles waiting or loading in disregard of these Orders would be removed.
Any uncontrolled or designated controlled parking spaces situated in the roads or parts of roads affected by any of the measures set out in the notices above will be suspended.
The prohibitions mentioned in all notices above would not apply in relation to any vehicle being used:
(a) in connection with the said works; or
(b) for ambulance, fire brigade or police purposes (if the works allow).
Signage will be placed in advance of any works in the roads mentioned in the aforementioned notices which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.
