Howick Place - Replace With Double Yellow Line At Any Time Waiting Restrictions

What is happening?

CITY OF WESTMINSTER
HOWICK PLACE
THE CITY OF WESTMINSTER (D ZONE) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the above Order under sections 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order, on Howick Place, would be to:

(a) relocate 23.8 metres of “Blue Badge” disabled persons’ parking (4 bays) from the north side, opposite the flank wall of No. 8 Artillery Row, to opposite No. 5 Howick Place and replace with double yellow line “at any time” waiting restrictions and single yellow kerb markings “Monday to Friday 8:30 a.m. to 6:30 p.m.” loading restrictions and 12 metres of pay-by-phone parking (2 bays);
(b) replace 13.9 metres of single yellow line waiting restrictions and 6 metres of pay-by-phone parking (1 bay) on the south side, adjacent to No. 8 Artillery Row, with double yellow line “at any time” waiting restrictions; and
(c) remove 12 metres of pay by phone parking (2 bays) and 15 metres of single yellow line “Monday to Friday 8:30 a.m. to 6:30 p.m.” waiting restrictions on the north side, opposite No. 5 Howick Place, to accommodate the relocation of the “Blue Badge” disabled persons’ bays described in item 2(a) above.

3. The proposed Order and other documents giving more detailed particulars of the Order are available for inspection until six weeks have elapsed from the date on which either the Order is made or the Council decides not to make the Order at https://westminstertransportationservices.co.uk/ notices and, in person by appointment only, at Westminster City Hall 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). Any objections or other representations about the proposals should be sent in writing to the Council’s agents, WSP Traffic Order Team, 3rd Floor, WSP House, 70 Chancery Lane, London, WC2A 1AF, or by email to tmo.westminster@wsp.com quoting reference 8172/ND, by 15th October 2025. All objections must specify the grounds on which they are made.
