OXFORDSHIRE COUNTY COUNCIL

(EAST CHALLOW, CORNHILL LANE BOAT NOS. 196/3/10, 20, 30 & 40) (PROHIBITION OF MOTOR VEHICLES AND CARRIAGES) ORDER 20

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers.

Cornhill Lane in East Challow is currently a series of joined BOATs (Byways Open to all Traffic) which is an unsurfaced public right of way and highly vulnerable to damage. This order seeks to prohibit motor vehicles and horse drawn carriages over 4 or more wheels and with more than 1.5m (4ft 11in) all year round from using Cornhill Lane between its junction with the A417 Faringdon Road to the north and the B4507 Ickleton Road to the south. This follows continual damage caused by motorised vehicles and the need to undertake extensive work to repair the route.

Use will continue to be permitted for pedestrians, cyclists, horses, disabled persons wheelchairs and powered mobility conveyances, and for access to property and by agricultural land users and highway maintenance vehicles and refuse collection.

Additionally, motorcycles will still be permitted to use the route, although this will be reviewed after 12 months should the proposals be approved and implemented. Appropriate signage will be displayed at all access points to inform byway users.

This matter was consulted with the public in September 2024 and, following representations and subsequent advice, is being re-consulted.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by the 17 October 2025. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
