What is happening?

WIGAN BOROUGH COUNCIL

Foundry Street, Leigh – Temporary Closure

Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Foundry Street, Leigh) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Foundry Street, Leigh during the period of 1st December 2025 to 4th December 2025.

Please note there is no alternative route available, however access will be maintained for residents where possible.

The Order is necessary to allow works to be undertaken for the installation of a new service connection.

Public Bridleway Tyldesley No.98 (Part) – Temporary Diversion

Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Public Bridleway Tyldesley No.98 (Part)) (Temporary Diversion) Order 2025, which will come into operation on 5th September 2025.

The effect of the Order will be to prohibit any person from using, public bridleway Tyldesley No. 98 from Point A as shown on the Order Map at grid reference 371334 402012, to Point B where the bridleway continues east as shown on the Order Map at grid reference 371441 402015 for a distance of approximately 107 metres in an easterly direction, for a period of 6 months, commencing on 5th September 2025.

An alternative route for traffic is available from Point A as shown on the Order Map to Point B as shown on the Order Map in a generally easterly direction for a distance of approximately 117 metres.

The Order is necessary to safeguard the public while development takes place.

Newton Road/Heath Lane, Lowton – Prohibition of Waiting

Notice of Proposals

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.612) Order 2025.

The effect of the Order will be to introduce no waiting at any time on:

  • Newton Road, Lowton (Northside) from a point 15 metres southwest of its junction with Heath Lane to a point 52 metres northeast of its junction with Heath Lane

  • Heath Lane, Lowton (Both sides) from its junction with Newton Road to a point 10 metres in a southeasterly direction.

There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.

Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections Division, Wigan Council, Town Hall, Library Street, Wigan, WN1 1YN or by emailing the above email address quoting reference RD/LS/SEC/5847109 not later than 17th October 2025.

(Parkfield Avenue, Tyldesley) (Temporary Closure) Order 2025

Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Parkfield Avenue, Tyldesley) (Temporary Closure) Order 2025 which will come into operation on 31st October 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Parkfield Avenue, Tyldesley commencing on 31st October 2025 between the hours of 09:00 and 15:00 only.

The alternative route for traffic is: Princes Avenue and Ullswater Road.

The Order is necessary to allow replacement of frame and cover.
