LONDON BOROUGH OF BROMLEY

**The Bromley (Controlled Parking) (On Street Places) Order 2004 (Amendment No. *) Order 2025

**The Bromley (Waiting and Loading Restriction) Order 2003 (Amendment No. *) Order 2025

(Various Locations)

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bromley on 17th September 2025 made the above-mentioned Order under Sections 6, 45, 46, 49 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (as amended) and all other enabling powers. The Order will come into operation on 20th September 2025:

The effect of the Orders would be to:

(a) introduce/extend ‘at any time’ waiting restrictions as set out in Schedule 1 to this Notice;

(b) introduce Monday to Friday waiting restrictions operating between 8.30am and 6.30pm as set out in Schedule 2 to this Notice;

(c) introduce ‘at any time’ loading restrictions as set out in Schedule 3 to this Notice;

(d) introduce a motorcycle parking bay to operate ‘at any time’ in Queensway, Petts Wood, the north-east side, from a point 1m southeast of the common boundary of Nos. 16 and 17 Chatsworth Parade, Queensway south-eastward for a distance of 5.5m;

(e) amend an existing permit holders parking bay on Highland Road, Bromley, the west side, from a point 16m north of the north-eastern kerbline of Madeira Avenue northward to a point 1m south of the northern boundary of No. 14 Highland Road;

Details of prohibitions and exemptions for certain vehicles and persons are contained in the original Order.

Copies of the Order may be inspected by during normal office hours on Mondays to Fridays at Bromley Council, Churchill Court, Westmoreland Road, Bromley BR1 1AS, or by emailing TrafficManagementOrders@Bromley.gov.uk

until the expiration of a period of 6 weeks from the date of the making the Order.

ANY person wishing to question the validity of the Order or of any of their provisions on the grounds that it is not within the powers of the relevant enabling Act or that any requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may within 6 weeks from the date on which the Order were made, make application for the purpose to the High Court.

SCHEDULE 1

WAITING RESTRICTIONS – No Waiting At Any Time:-

AVENUE ROAD, Beckenham:

(a) the northeast side, (i) from a point 9m northwest of the northwest kerbline of Ravenscroft Road to a point 9.1m southeast of the southeast kerbline of Ravenscroft Road

(b) the southwest side, (i) from a point 8.5m northwest of the northwest kerbline of Ravenscroft Road to a point 9.1m southeast of the southeast kerbline of Ravenscroft Road.

BARNHILL AVENUE, Bromley:

(a) the southwest side, (i) from the southeastern kerbline of Pickhurst Park [southeast arm] south-eastward for a distance of 10m.

BROADOAKS WAY, Bromley:

[Northeast Arm] (a) the northeast side, (i) from the common boundary of Nos. 31 & 33 Broadoaks Way to the common boundary of Nos. 41 & 43 Broadoaks Way

(b) the southwest side, (i) from a point opposite the common boundary of Nos. 33 & 35 Broadoaks Way to the northeast kerbline of Broadoaks Way [southwest arm].

BROADOAKS WAY, Bromley:

[Southwest Arm] (a) the northeast side, (i) from the northwestern kerbline of Broadoaks Way [northeast arm] north-westward for a distance of 10m.

BROADOAKS WAY, Bromley:

[Northeast Arm] (a) both sides, (i) from the northeast kerbline of Pickhurst Park [northeast arm] north-eastward for a distance of 10m.

CLOISTERS AVENUE, Bromley:

(a) both sides, (i) from the western kerbline of The Fairway south-westward for a distance of 10m.

COBALT CLOSE, Beckenham:

(a) the southeast side, (i) from the southwestern kerbline of Shirley Crescent south-westward for a distance of 2.8m.

ELM GROVE Orpington:

(a) the northeast side, (i) from a point 1.5m southeast of the common boundary of Nos. 26 & 28 Elm Grove to a point 3.6m southwest of the common boundary of Nos. 20 & 22 Elm Grove

(ii) from a point 3.5m southeast of the common boundary of Nos. 20 & 22 Elm Grove north-eastward for a distance of 6.5m

(iii) from a point 2.6m southwest of the common boundary of Nos. 25 & 27 Elm Grove to the common boundary of Nos. 23 & 25 Elm Grove

(iv) from a point 4m southwest of the common boundary of Nos. 21 & 23 Elm Grove north-eastward for a distance of 19.1m.

EMPRESS DRIVE, Chislehurst:

[Northwest Arm] (a) the southeast side, (i) from a point 5.3m northeast of a point opposite the common boundary of Nos. 25 & 27 south-westward to the northeastern kerbline of Empress Drive [central arm].

EMPRESS DRIVE, Chislehurst:

[Central Arm] (a) the north-east side (i) from a point 3.4m northwest of the common boundary of Nos. 10 & 12 to the southeastern kerbline of Empress Drive [northwest arm]

EMPRESS DRIVE, Chislehurst:

[Southeast Arm] (a) the south-east side (i) from the common boundary of Nos. 77 & 79 Empress Drive north-eastward for a distance of 18.2m

EMPRESS DRIVE, Chislehurst:

[Northeast Arm] (a) the southwest side (i) from a point 3.5m southeast of the common boundary of Nos. 26 & 28 Empress Drive south-eastward for a distance of 18.1m

EMPRESS DRIVE, Chislehurst:

[Southwest Arm] (a) the southwest side (i) from a point 10m northwest of the northwestern kerbline of Willow Grove north-westward to a point opposite the northwestern boundary of No. 97 Empress Drive.

HIGHLAND ROAD, Bromley:

(a) the west side, (i) from a point 10m north of the north-eastern kerbline of Madeira Avenue northward for a distance of 6m.

MANOR PARK CLOSE, West Wickham:

(a) the southwest side, (i) from a point 10m southeast of the southeastern kerbline of Manor Park Road south-eastward for a distance of 28.5m.

NEWLANDS PARK, Sydenham:

(a) the southeast side, (i) from a point 10m northeast of the northeastern kerbline of Westbourne Road to a point 10m southwest of the southwestern kerbline of Westbourne Road.

PICKHURST PARK, Bromley:

[Northeast Arm] (a) the southwest side, (i) from the common boundary of No. 59 Broadoaks Way and No. 43 Pickhurst Park to the northwestern kerbline of Pickhurst Park [southeast arm],

(b) the northeast side, from a point 10m northwest of the northwestern kerbline of Broadoaks Way to a point 10m southeast of the southeastern kerbline of Broadoaks Way.

PICKHURST PARK, Bromley:

[Southeast Arm] (a) both sides, (i) from the southwest kerbline of Barnhill Avenue south-westward for a distance of 10m

(ii) the southeast side, from the eastern kerbline of Pickhurst Park [southwest arm] north-eastward for a distance of 10m.

[Southwest Arm] (a) the east side, (i) from the southeastern kerbline of Pickhurst Park [southeast arm] southward for a distance of 10m.

RAVENSCROFT ROAD, Beckenham:

(a) the northwest side, (i) from a point 12m northeast of the northwestern kerbline of Avenue Road to a point 10m southwest of the southwestern kerbline of Avenue Road

(b) the southeast side (i) from a point 10m northeast of the northeastern kerbline of Avenue Road to a point 10m southwest of the southwestern kerbline of Avenue Road.

SHIRLEY CRESCENT, Beckenham:

(a) the southwest side (i) from the southeast kerbline of Cobalt Close south-eastward for a distance of 6.9m.

STRICKLAND WAY, Orpington:

(a) both sides, (i) from the northwestern kerbline of Taylor Close north-westward to the southeastern building wall of No. 57 Strickland Way.

TAYLOR CLOSE, Orpington:

(a) the southeast side, (i) from a point 7.2m northwest of the northeast kerbline of Strickland Way to a point 12.4m southwest of the southwestern kerbline of Strickland Way.

THE FAIRWAY, Chislehurst:

(a) the west side, (i) from a point 10m north of the northern kerbline of Cloisters Avenue to a point 10m south of the southern kerbline of Cloisters Avenue.

WESTBOURNE ROAD, Sydenham:

(a) both sides (i) for a distance of 10m.

[Southeast Arm] (a) the south-east side (i) from the northeastern kerbline of Empress Drive [southwest arm] north-eastward to a point 3m northeast of the southwestern boundary of No. 97 Empress Drive
