Llantilio, Crossenny, Monmouthshire - Multiple temporary restrictions for BT works

 CYNGOR SIR FYNWY (HEOLYDD AMYWIOL, LLANDEILO GRESYNNI, SIR FYNWY) HYSBYSIAD RHEOLEIDDIO TRAFFIG DROS DRO 2025  

HYSBYSIR DRWY HYN bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:  

1. Daw’r Gorchymyn i rym ar 6ed Hydref 2025 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Rhagwelir y bydd y gwaith yn cael ei gwblhau rhwng 6ed Hydref 2025 a’r 23ain Hydref 2025.  Noder y bydd y ffyrdd a bennir isod yn cael eu cau fesul cam - darperir dyddiadau yng nghymal 3 o'r hysbysiad hwn.  

2.  Mae angen y Gorchymyn  er mwyn i BT wneud gwaith mewn modd diogel yn y lleoliad.   Bydd mynediad rhesymol yn cael ei gynnal ar gyfer eiddo sydd ar hyd y ffyrdd a effeithir arnynt tra y bydd yr heol ar gau.  

3. Effaith y Gorchymyn fydd cau dros dro ran o Heolydd Amrywiol, Sir Fynwy.    

l. 06/10/2025 - 13/10/2025 yn gweithredu rhwng 09:30-15:30 R33 Hen Heol Rhosan o Dreadam i Landeilo Gresynni, Llandeilo Gresynni a’r R33 Hen Heol Rhosan Llanwytherin i Dreadam, Llandeilo Gresynni ar gau i'r gorllewin o'r gyffordd â'r B4233 am ~3.15km. Noder y bydd BT yn gweithredu'r cau hwn fel cau ffordd dreigl. Llwybr Dargyfeirio: R33 Hen Heol Rhosan Llanwytherin i Dreadam, B4521, Heol Whitecastle, B4233 ac i'r gwrthwyneb.  

ii. 14/10/2025 - 20/10/2025 yn gweithredu rhwng 09:30-15:30 Heol Whitecastle, Llandeilo Gresynni ar gau i'r gogledd-orllewin o'r gyffordd â'r B4233 am ~2.70km. Noder y bydd BT yn gweithredu'r cau hwn fel cau ffordd dreigl. Llwybr Dargyfeirio: B4521, R33 Hen Heol Rhosan Llanwytherin i Dreadam, R33 Hen Heol Rhosan o Dreadam i Landeilo Gresynni, B4233 ac i'r gwrthwyneb.

iii.   21/10/2025 - 23/10/2025 yn gweithredu rhwng 09:30-15:30 Lôn Tre-Llwyfan, Llandeilo Gresynni ar gau o'r gyffordd â Heol Whitecastle am ~0.85km Llwybr Dargyfeirio: Heol Whitecastle, B4521, C19.1 Tŷ'r Bryn i Nant Llymon, Heol Brynderi ac i'r gwrthwyneb.    

4. Bydd llwybr dargyfeirio wedi'i arwyddo ar waith ar gyfer pob un o'r cau ffyrdd, mae manylion y llwybr wedi'i arwyddo wedi'u rhestru uchod yng nghymal 3 o'r hysbysiad hwn
 
 
5.Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro Heolydd Amrywiol, Llandeilo Gresynni, Sir Fynwy 2025.  

6. Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

TEMPORARY TRAFFIC REGULATION NOTICE SECTION 14 - ROAD TRAFFIC REGULATION ACT 1984
  MONMOUTHSHIRE COUNTY COUNCIL (VARIOUS ROADS, LLANTILIO CROSSENNY, MONMOUTHSHIRE) TEMPORARY TRAFFIC REGULATION NOTICE 2025  

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Intends to make an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984  

1. The Order shall come into operation on the 6th October 2025 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed between 6th October 2025 and 23rd October 2025, operating between 09:30 – 15:30. Please note that the roads specified below will be closed in phases, dates for each closure are provided in clause 3 of this notice.  

2. The order is necessary for BT works to take place in a safe manner at the location. Reasonable access will be maintained for properties fronting the affected lengths of road during the period of the closure.  

3. The effect of the order will be to temporarily close a section of Various Roads, Llantilio Crossenny, Monmouthshire.        

i. 06/10/2025 - 13/10/2025 operating between09:30-15:30 R33 Old Ross Road from Treadam to Llantilio Crossenny, Llantilio Crossenny and R33 Old Ross Road Llanvetherine to Treadam, Llantilio Crossenny closed west from its junction with B4233 for ~3.15km. Please note BT will operate this closure as a rolling road closure. Diversion Route:R33 Old Ross Road Llanvetherine to Treadam, B4521, Whitecastle Road, B4233 and vice versa.

ii.  14/10/2025 - 20/10/2025 operating between 09:30-15:30 Whitecastle Road, Llantilio Crossenny closed north-west from its junction with B4233 for ~2.70km. Please note BT will operate this closure as a rolling road closure. Diversion Route:B4521, R33 Old Ross Road Llanvetherine to Treadam, R33 Old Ross Road from Treadam to Llantilio Crossenny, B4233 and vice versa.  

iii. 21/10/2025 - 23/10/2025 operating between 09:30-15:30 Tre-Llwyfan Lane, Llantilio Crossenny closed from its junction with Whitecastle Road for ~0.85km Diversion Route:Whitecastle Road, B4521, C19.1 Hill House to Llymon Brook, Brynderi Road and vice versa.  

4. A signed diversionary route will be in place for each of the road closures, details of the signed route are listed above in clause 3 of this notice.  

5. This order may be cited as the Various Roads, Llantilio Crossenny, Monmouthshire Temporary Traffic Regulation Order 2025  

6. By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
