What is happening?

SANDWELL METROPOLITAN BOROUGH COUNCIL

The council proposes to make The Borough Council of Sandwell (A456 Hagley Road West, Oldbury) (Amendment of Speed Limit) Order 2025 to:-

1) Reduce the speed limit on the A456 Hagley Road West, Oldbury from 40mph to 30mph on the eastbound carriageway, from its junction with Walters Road to its junction with Galton Road, Smethwick.

2) Revoke the following: The West Midlands County Council (Hagley Road West) (40mph Speed Limit) Order 1983.

3) In accordance with The Road Traffic Regulation Act 1984, Part VI, Section 81, Hagley Road West, as a restricted road, will therefore automatically be subject to a 30mph speed limit.

4) The provisions of this order shall not apply to any vehicle on occasion when it is being used for fire brigade, ambulance or police purposes, if the observance of that provision would be likely to hinder the use of the vehicle for the purpose for which it is being used on that occasion, or to a vehicle being used: (a) for Serious Organised Crime Agency purposes, or for training persons to drive vehicles for use of Serious Organised Crime purposes. However, (except where it is being used for training the person by whom it is being driven), the exemption does not apply in relation to a vehicle unless it is being driven by a person who has been trained in driving vehicles at high speeds.

5) The order shall not apply to a vehicle if it is a vehicle used for naval military or air force purposes and that vehicle it is being driven by a person or a member of the armed forces of the Crown on an occasion when:-(a) the person driving the vehicle is a member of the special forces as defined in the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011; and (b) the vehicle is being driven:- (i) in response, or for practice in responding, to a national security emergency by a person who has been trained in driving vehicles at high speeds; or (ii) for the purpose of training a person in driving vehicles at high speeds.
