Southend-on-Sea, Temporary Road Closures & Restrictions Due To Carriageway Works

What is happening?

SOUTHEND-ON-SEA CITY COUNCIL

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

TEMPORARY PROHIBITION OF TRAFFIC, PARKING, STOPPING, WAITING, LOADING AND UNLOADING ORDER 2025

BARNSTAPLE ROAD, SAMUELS DRIVE, DAINES WAY, BARNSTAPLE CLOSE, THORPE HALL AVENUE, ELM GROVE & FERMOY ROAD SOUTHEND-ON-SEA

Notice is hereby given that Southend-on-Sea City Council intends, no less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

The Effect of the order will be to prohibit any vehicle from: -

Phase 1

  1. Proceeding on Barnstaple Road from its junction with Thorpe Hall Avenue to its junction with Maplin Way North

  2. Entering and exiting Samuels Drive at its junction with Barnstaple Road

  3. Entering and exiting Daines Way at its junction with Barnstaple Road

  4. Entering and exiting Daines Close at its junction with Barnstaple Road

  5. Parking, stopping, waiting, loading or unloading on Barnstaple Road from its junction with Thorpe Hall Avenue to its junction with Ladrum Road (Suspensions will be completed in phases)

Phase 2

6. Entering and exiting Elm Grove at its junction with Thorpe Hall Avenue

7. Entering and exiting Fermoy Road at its junction with Thorpe Hall Avenue

8. Parking, stopping, waiting, loading or unloading on Thorpe Hall Avenue from Thorpe Hall Avenue & Woodgrange Drive Roundabout to outside No 94 Thorpe Hall Avenue.

Please note there will be two phases of works on Barnstaple Road, access will be available for residents.

The closure & suspension is scheduled to commence from 08:00 on the 29th September 2025 until 17:00 on 27th November 2025 or where appropriate signs are showing and weather permitting.

The alternative route for Barnstaple Road will be via Maplin Way North, Burlescombe Road, Thorpe Hall Avenue, Acadia Drive, Station Road and vice versa. Local traffic diversion will be clearly visible on site.

The Order will come into effect on 29th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

The works are required for the safety of the public and workforce to carry out essential carriageway works to various roads.

Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure.

The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
