Westminster City - Introduction of Variable “Pay-To-Park” Service Charges For On-Street Parking Places

NOTICE OF VARIATION
INTRODUCTION OF VARIABLE “PAY-TO-PARK” SERVICE CHARGES
(ON-STREET PARKING PLACES)
1. NOTICE IS HERBY GIVEN that Westminster City Council intends to vary the existing parking charges at on-street “Pay-to-Park” parking places in accordance with section 46A of the Road Traffic Regulation Act 1984, as detailed below in this Notice.
2. From 1st October 2025, when parking in the types of parking places set out in paragraph 3 below, any payment of the parking charge by means of a service operator’s telephone payment service, “app” or other digital payment platform will include a service charge in addition to the existing hourly rate applicable to that parking place. The service charge may be waived at the discretion of the service operator or may be any value from 1 penny up to a maximum of 30 pence.
The amount of the service charge will be clearly stated at the point of purchase when using the service operator’s telephone payment service, app or other digital payment platform.
3. The following types of parking places will be subject to the new service charges when payment is made via the service operator’s telephone payment service, app or other digital payment platform:
(a) on-street coach pay-by-phone parking places;
(b) on-street market traders’ pay-by-phone parking places;
(c) on-street pay-by-phone parking places;
(d) on-street shared-use parking places (if paying the hourly charge to park);
(e) on-street solo motorcycle parking places; and
(f) on-street taxi pay-by-phone parking places.
4. Please note that:
(a) the above changes do not apply to:
(i) parking places on Westminster’s housing estates; or
(ii) the cost of parking cards (“scratch cards”) or trade permits, which can be used to park in on-street “Pay-to-Park” parking places; and
(b) the charges for other types of parking permits and parking places will remain unchanged.

B. Increased Parking Charges
The increased parking charge will comprise the hourly rate or rate for other specified time periods (in the case of solo motorcycle parking places) as set out in Schedules A1 to A5 inclusive above, and the service charge. The rates set out in Schedules A1 to A5 inclusive above will remain unchanged. However, each payment of the parking charge made by means of a service operator’s telephone payment service, app or other digital payment platform will now include the service charge set out in paragraph 2 of this Notice, above.
