NOTICE OF VARIATION INTRODUCTION OF VARIABLE “PAY-TO-PARK” SERVICE CHARGES (PADDINGTON RECREATION GROUND CAR PARK)
1. NOTICE IS HERBY GIVEN that Westminster City Council intends to vary the existing parking charges at off-street “Pay-to-Park” parking places in the Paddington Recreation Ground Car Park in accordance with section 35C of the Road Traffic Regulation Act 1984, as detailed below in this Notice.
2. From 1st October 2025, when parking in off-street pay-by-phone parking places in the Paddington Recreation Ground Car Park, any payment of the parking charge by means of a service operator’s telephone payment service, “app” or other digital payment platform will include a service charge in addition to the existing hourly rate applicable to that parking place. The service charge may be waived at the discretion of the service operator or may be any value from 1 penny up to a maximum of 30 pence. The amount of the service charge will be clearly stated at the point of purchase when using the service operator’s telephone payment service, app or other digital payment platform.

2. Increased Parking Charges
The increased parking charge will comprise the hourly rate, as set out in Schedule 1 above, and the service charge. The rates set out in Schedule 1 above will remain unchanged. However, each payment of the parking charge made by means of a service operator’s telephone payment service, app or other digital payment platform will now include the service charge set out in paragraph 2 of this Notice, above.
