What is happening?
THE NORFOLK COUNTY COUNCIL
(GORLESTON-ON-SEA, VARIOUS ROADS)
PROPOSED TRAFFIC ORDERS 2025
The Norfolk County Council propose to make the following Orders under the Road Traffic Regulation Act 1984:–
The Norfolk County Council (Gorleston-on-Sea, Various Roads) (Prohibition of Waiting) Consolidation and Variation Order 2025
The effect of which will be to:–
consolidate The Norfolk County Council (Great Yarmouth (Gorleston, Various Roads) (Prohibition of Waiting) Order 2015 (2015 Order), The Norfolk County Council (Great Yarmouth, Gorleston, Various Roads) (Prohibition of Waiting) Amendment Order 2017 (2017 Order), The Norfolk County Council (Great Yarmouth, Gorleston, Riverside Road) (Prohibition of Waiting) Amendment Order 2019, The Norfolk County Council (Gorleston-on-Sea, Connaught Avenue and Magdalen Square) (Prohibition of Waiting) Amendment Order 2024 and The Norfolk County Council (Gorleston-on-Sea, High Street) (Prohibition and Waiting, Prohibition of Loading and Unloading and Street Parking Places) Variation Order 2024 (only in respect of the prohibition of waiting). The restrictions on the existing roads in these orders will not be changed and are re-produced in the consolidation order with the exception of the variations detailed below at point 2) to 5)
vary the 2015 Order by removing the following lengths of B1370 Middleton Road:
a) From a point 48 metres north of the midpoint of its junction with the U61324 St Andrews Close southwards to a point 16 metres south of the centreline of its junction with the U61329 Stradbroke Road
b) From a point 36 metres south of the midpoint of its junction with the U61329 Stradbroke Road southwards for a distance of 90 metres
c) From its junction with the C633 Church Lane roundabout southwards for a distance of 40 metres
d) From a point 36 metres north of the midpoint of its junction with the U61301 Albemarle Road southwards to its junction with the A12 Lowestoft Road
vary the 2015 Order to prohibit vehicles from waiting at any time along the following lengths of B1370 Middleton Road (East Side):
a) From its junction with the C633 Church Lane roundabout southwards for a distance of 52 metres
b) From a point 36 metres north of the midpoint of its junction with the U61329 Stradbroke Road southwards to a point 19 metres south of the centreline of its junction with the U61330 Suffield Road
c) From a point 34 metres north of the midpoint of its junction with the U61330 Suffield Road to a distance of 5 metres
d) From a point 20 metres north of the point of its junction with the U61301 Albemarle Road to a point 52 metres south of its junction with the U61330 Suffield Road
e) From a point 45 metres south of its junction with the C633 Church Lane roundabout southwards for a distance of 6.5 metres
f) From a point 52 metres south of the midpoint of its junction with the U61301 Albemarle Road to a point 10 metres north of its junction with the A12 Lowestoft Road
vary the 2015 Order by adding exemptions for blue light services and where it is necessary to avoid an accident, to load and unload in circumstances outside of the existing Order
vary the 2017 Order to update the following lengths of road:
a) The entry for U61567 Clare Avenue (both sides) added by the 2017 Order is updated with the addition of 3 metres from its junction with the U61708 Wadham Road westwards for a distance of 119 metres
b) The entry for U61664 Emmanuel Avenue (East Side) is updated with the addition of 3 metres (from its junction with the U61708 Wadham Road westwards for a distance of 119 metres)
c) The following entries are added for U61664 Emmanuel Avenue:
(West Side) From a point 15 metres south of the centre of its junction with U61701 St Peters Avenue northwards for a distance of 48 metres; replacing the previous 128 metres distance which is a reduction of 80 metres
(Both Sides) From its northern junction with U61708 Wadham Road for a distance of 34 metres
iii) Both Sides) From a point 15 metres south of its junction with U61703 Spen Avenue for a distance of 32 metres north eastwards
d) The following entry is added for U61545 Riverside Road (East Side)
From a point 24 metres south of the centreline of its junction with the U61204 Baker Street northwards for a distance of 60 metres; replacing the previous 40 metres which is an addition of 20 metres
e) The entry for U61701 St Peters Avenue from the 2017 Order is removed and replaced with U61701 St Peters Avenue (both sides) from its junction with U61664 Emmanuel Avenue westwards for a distance of 15 metres
The entries for U61664 Emmanuel Avenue and U61708 Wadham Road have been moved from Schedule 2 to their own Schedule 6 to reflect the new order to be entitled The Norfolk County Council (Gorleston-on-Sea, Magdalen Square) (School Keep Clearways) Consolidation Order 2025 but the restrictions remain the same and are just re-produced.
The 2015 Order is proposed to be consolidated for clarity and efficient administration of the restrictions and as part of this is being updated to reflect current legislation, correct minor errors and to remove duplication of roads.
The Norfolk County Council (Gorleston-on-Sea, Various Roads) (On-Street Parking Places) Consolidation and Variation Order 2025
The effect of which will be to:–
consolidate The Norfolk County Council (Great Yarmouth (Gorleston, Various Roads) (Street Parking Places) Order 2015 (2015 Order), The Norfolk County Council (Gorleston, Bells Road) Street Parking Places Amendment Order 2017, The Norfolk County Council (Great Yarmouth (Gorleston, Various Roads) Street Parking Places) Amendment Order 2017, The Norfolk County Council (Great Yarmouth (Gorleston, Kennedy Avenue) Street Parking Places) Order 2017 and The Norfolk County Council (Gorleston-on-Sea, High Street) (Prohibition of Waiting, Prohibition of Loading and Unloading and Street Parking Places) Amendment Order 2024 (only in respect of the street parking places). It will also revoke The Norfolk County Council (Great Yarmouth (Gorleston, Various Roads) (Street Parking Places) Order 2015 which is to be reworked to be revoked by the 2015 Order.
vary the 2015 Order to update the following lengths of B1370 Middleton Road (East Side) and replace with the following lengths of B1370 Middleton Road. The parking provisions for the new lengths will remain the same as the provisions currently in force for current lengths of B1370 Middleton Road:
a) From a point 20 metres north of the point of its junction with U61360 Suffield Road for a distance of 14 metres.
b) From a point 39 metres north of mid point of its junction with the U61330 Suffield Road for a distance of 19 metres.
vary the 2015 to update U61605 Bells Road (East Side) by adding the following lengths:
a) From a point 10 metres south of the centreline of its junction with the U61536 North Road southwards for a distance of 20 metres; replacing the previous 26 metres distance which is a reduction of 6 metres. Parking provisions remain the same
b) From a point 28 metres south of the centreline of its junction with the U61536 North Road southwards for a distance of 6 metres. The parking provisions are all parking close by and parallel to the kerb, all vehicles, parking operation Monday to Saturday 0900hrs to 1800hrs and waiting limited to 30 minutes with no return within 30 minutes
c) From a point 20 metres south of the centreline of its junction with the U61547 South Road southwards for a distance of 24 metres. The parking provisions are all parking close by and parallel to the kerb, all vehicles, parking operation Monday to Saturday 0900hrs to 1800hrs and waiting limited to 30 minutes with no return within 60 minutes
d) From a point 21 metres south of the centreline of its junction with the U61547 South Road southwards for a distance of 24 metres. The parking provisions are all parking close by and parallel to the kerb, all vehicles, parking operation Monday to Saturday 0900hrs to 1800hrs and waiting limited to 60 minutes with no return within 60 minutes
vary the 2015 Order to update the second entry for U61522 Kennedy Avenue as added by the Kennedy Avenue 2017 Order to add the distance of 11 metres
add prohibitions on the use of parking spaces to obstruct other vehicles or for activities which would damage, litter or misuse the parking spaces or other activities such as advertising, vehicle service/repair/cleaning, sounding a horn in connection with vehicles, erection of any structures, skateboarding/roller-skating or domestic activities.
add exemptions for vehicles being used in certain circumstances such as in connection with utilities, blue light services, road works, removal of obstructions, postal service, building/industrial/demolition purposes, funeral corteges or where it is necessary to wait by law, to avoid an accident or in other circumstances outside of a driver’s control.
Taxi’s may use the parking spaces in the course of their business but not as a taxi rank.
The 2015 Order is proposed to be consolidated for clarity and efficient administration of the restrictions and as part of this is being updated to reflect current legislation, correct minor errors, remove superfluous or unnecessary wording and definitions and to clarify existing wording and to clarify the extent of the Schedules.

Bus Stop Clearway Notice 2025
Notice is hereby given that Norfolk County Council propose to introduce bus stop clearways with signage defined in the Traffic Signs Regulations and General Directions 2016 which will include a No Waiting at Any Time restriction at certain stops along Middleton Road. This is to ensure unobstructed access for bus services and safety for passengers using the services.
The existing bus stop clearway which ends at the bus stop clearway nearest Albemarle Road will be upgraded and merged with the clearway scheme of works to allow the full length to be safeguarded moderately along the kerbside.

Zebra Pedestrian Crossing Notice 2025
As required under Section 23 of the Road Traffic Regulation Act 1984 notice is hereby given that Norfolk County Council propose to install a Zebra Pedestrian crossing point with associated controlled area at the following locations on B1370 Middleton Road:
From a point 8.5 metres north of the centreline of its junction with U61688 for a distance of 30 metres
From a point 44 metres north of the centreline of its junction with U61663 Emgrove Road for a distance of 39 metres
From a point 68 metres north of the centreline of its junction with U61698 Saint Catherines Way for a distance of 39 metres
Distances measured are to the centreline of the crossings. The reason for this proposal is to provide a safer environment for pedestrians.

Cycle Lane Notice 2025
The Scheme proposal includes the introduction of a segregated mandatory cycle lane with markings defined in the Traffic Signs Regulations and General Directions 2016 along both sides of the B1370 Middleton Road from its roundabout junction with the B1370 Church Road/ C633 Church Lane southwards to its junction with the A12 roundabout. The average width will be 1.825 metres with a nominal width of 1.5 metres.
The reason for this proposal is to promote active travel in the local area and safety for cyclists and motorists.
