PUBLIC NOTICE

ROAD TRAFFIC REGULATION ACT 1984: SECTION 14(1)

TEMPORARY PROHIBITION OF TRAFFIC ORDER 2025

ELLIOTT CRESCENT, BEDFORD 25 - 069

NOTICE IS HEREBY GIVEN that Bedford Borough Council intend not less than seven days from the date of this Notice to make an Order the effect of which will be to prohibit any vehicle, except a vehicle being used for fire, police or ambulance purposes in an emergency, from proceeding along Elliott Crescent, Bedford from The Spinney to Church Lane roundabout.

This temporary road closure is required to facilitate remedial repairs to carriageway and shall apply to such extent as may from time to time be indicated by the appropriate traffic signs. This temporary road closure is anticipated to be in operation 08:00 to 17:00 hours from 13th October 2025 to 15th October 2025

The signed alternative route for vehicles affected by the order is available via Church Lane, Elliott Crescent.

The reverse route applies.

The proposed Order will come into operation on 13th October 2025, for a period of 12 months or until the proposed works have been completed, as detailed above, whichever is the earlier.

LOVELL ROAD, OAKLEY 25 - 067

NOTICE IS HEREBY GIVEN that Bedford Borough Council has made an Order the effect of which will be to prohibit any vehicle except a vehicle being used for fire, police or ambulance purposes in an emergency, from proceeding along the length of Lovell Road, Oakley.

This temporary road closure is required to facilitate descaling ,Metal work repairs and rust prevention treatment and shall apply to such extent as may from time to time be indicated by the appropriate traffic signs.

This temporary road closure is anticipated to be in operation 09:00 to 17:00 hours 5th October 2025

The signed alternative route for vehicles affected by the order is available via Lovell Road, Station Road, Highfield Road, Milton Road, Oakley Road.

The reverse route applies.

The proposed Order will come into operation on 5th October 2025, for a period of 12 months or until the proposed works have been completed, as detailed above, whichever is the earlier. NOTICE IS HEREBY GIVEN that Bedford Borough Council has made an Order the effect of which will be to prohibit any vehicle except a vehicle being used for fire, police or ambulance purposes in an emergency, from proceeding along the length of Roise Street, Bedford.

This temporary road closure is required to facilitate gas mains replacement and shall apply to such extent as may from time to time be indicated by the appropriate traffic signs. This temporary road closure is anticipated to be in operation 24 hours from 29th September 2025 to 10th October 2025 Access will be maintained for residents The proposed Order will come into operation on 29th September 2025, for a period of 12 months or until the proposed works have been completed, as detailed above, whichever is the earlier. BEDFORD BOROUGH COUNCIL PROPOSE TO INTRODUCE NEW PARKING RESTRICTIONS AT VARIOUS JUNCTIONS WITH JOWITT AVENUE, KEMPSTON

Reason for Proposals:

Bedford Borough Council has received a request from Ward Councillors for new parking restrictions at the junctions of Ringwood Close and Thetford Close with Jowitt Avenue, due to inconsiderate parking. The proposal is aimed at helping to maintain visibility and safety at these locations.

Effect of the Order:

1. To introduce a double yellow line restriction (No waiting at any time) on the following lengths of roads: A Ringwood Close, Kempston

(i)   On both sides, extending from the north-western side of Jowitt Avenue for a distance of approx. 10 metres in a north-westerly direction.

B    Thetford Close, Kempston

(i)   On its eastern side, extending from its junction with Jowitt Avenue for a distance of approx. 9 metres in a southeasterly direction.

C    Jowitt Avenue, Kempston

(i)   On its north-western side, extending from a point approx. 14.5 metres south-west of the centre of Ringwood Close to a point approx. 14.5 metres north-east of the centre of Ringwood Close.

(ii)  On its south-eastern side, extending from its junction with Thetford Close to a point approx. 22.5 metres north-east of the north-east side of Thetford Close.

Relevant proposal documents may be examined during normal office hours at Borough Hall, Cauldwell Street, Bedford, MK42 9AP. They will also be available for viewing on the council’s website at www.bedford.gov.uk/proposedtro. BEDFORD BOROUGH COUNCIL PROPOSES TO INTRODUCE A BUSES ONLY RIGHT TURN FROM GREYFRIARS ONTO BROMHAM ROAD, BEDFORD

Reason for Proposal:

As part of the Town Deal highway improvement works at Greyfriars, Bedford Borough Council intends to allow buses only to make a right turn onto Bromham Road from Greyfriars. All other vehicles will be prohibited from making a right turn.

Effect of the Order:

1. To introduce a Prohibition of Right Turn, except buses, from Greyfriars onto Bromham Road, Bedford.

BEDFORD BOROUGH COUNCIL PROPOSES TO INTRODUCE A NEW CYCLE TRACK AT GREYFRIARS, BEDFORD

Reason for Proposal:

As part of the Town Deal, Bedford Borough Council proposes highway improvement works at Greyfriars. This will entail the construction of a new cycle track on the west side of the southern leg of Greyfriars, both sides of the western section of Greyfriars, and short sections in Hassett Street and Alexandra Place.

Effect of the Order:

1. To introduce an off-carriageway cycle track at the following locations:

A   Greyfriars, Bedford

(i)   Commencing on the west side of its southern leg, extending in a northerly direction from a point approx. 17.5 metres north of the northern side of Midland Road, continuing in a westerly direction on the southern side of the western section to its junction with Alexandra Place.

(ii)   Commencing on the north side of the western section, extending in a north-easterly direction from a point approx. 53 metres east of the projected centre of Alexandra Place to its junction with Hassett Street.

(iii)  Extending from the aforementioned north side of the western section, from a point in line with the projected junction with Hassett Street, (crossing Greyfriars) to the southern side of the western section of Greyfriars.

B    Hassett Street, Bedford

(i)   On its west side, extending from its junction with Greyfriars for a distance of approx. 25 metres in a northerly direction.

(ii)   Extending from the aforementioned west side of Hassett Street, from a point approx. 7.5 metres north of its junction with Greyfriars in an easterly direction (crossing Hassett Street) ending on the east side of Hassett Street.

C    Alexandra Place

(i)    On its west side, extending from its junction with Greyfriars in a southerly direction to the projected centre of Priory Street.

BEDFORD BOROUGH COUNCIL PROPOSE TO AMEND PARKING RESTRICTIONS IN GREYFRIARS, BEDFORD.

Reason for Proposal:

As part of the Town Deal, Bedford Borough Council proposes highway improvement works in Greyfriars. This will entail adding a signalled crossing and amending waiting restrictions.

Effect of the Order.

1. To revoke all existing waiting and loading restrictions, taxi bays, bus stops and replace with the following:-

 “No  waiting at any time” restrictions (double yellow lines) and “No loading at any time” restrictions (double kerb blips) on the following lengths of road: A Greyfriars, Bedford

(i)    On the north side of its western leg, extending from a point approx. 40 metres south of the centre of Beckett Street in a south-easterly and then easterly direction to a point approx. 51 metres east of the projected centre of Alexandra Place.

(ii)    On the south side of its western leg, extending from its junction with Alexandra Place in a westerly direction for adistance of approx. 84 metres, and in an easterly direction for a distance of approx. 66.5 metres.

(iii)   On the west side of its southern leg, extending from a point approx. 39 metres north of the projected centre of Saffron Close for a distance of approx. 46.5 metres ina northerly direction.

(iv)   On the east side of its southern leg, extending from a point approx. 8 metres south of the centre of Saffron Close (the end of the crossing controlled zone) for a distance of approx. 52 metres in a southerly direction (the start of the existing crossing controlled zone).

(v)   On the east side of its southern leg, extending in a northerly direction from a point approx. 7.5 metres north of the north side of Midland Road to a point approx. 13 metres north of the north side of Midland Road.

2. To  introduce new “No waiting at any time” restrictions (double yellow lines) on the following lengths of roads:

A   Greyfriars, Bedford

(i)    On the east side of its western leg, extending from its junction with Bromham Road in a southerly direction to a point approx. 20 metres south of the centre of Beckett Street.

(ii)   On the west side of its western leg, extending from its junction with Bromham Road in a southerly direction to a point approx. 174.5 metres north of the centre of Alexandra Place.

(iii)   On the west side of its western leg, extending from a point approx. 147 metres north-east of the centre of Alexandra Place for a distance of approx. 9.5 metres in a northerly direction.

(iv)  On the west side of its western leg, extending from a point approx. 99 metres north-east of the centre of Alexandra Place for a distance of approx. 8.5 metres in a northerly direction.

(v)   On the east side of its southern leg, extending from a point approx. 46.5 metres north of the centre of Saffron Close (the end of the Bus Stop) for a distance of approx. 20 metres in a southerly direction.

(vi)  On the east side of its southern leg, extending from a point approx. 90.5 metres north of the centre of Saffron Close (the end of the Bus Stop) to its junction with Hassett Street.

(vii)  On the north side of its western leg, extending from its junction with Hassett Street for a distance of approx. 4 metres in a westerly direction.

B     Hassett Street, Bedford

(i)    On its west side, extending from a point approx. 45.5 metres south of the centre of Beckett Street for a distance of approx. 13 metres in a southerly direction.

(ii)   On its west side, extending from a point approx. 63.5 metres south of the centre of Beckett Street to its junction with Greyfriars.

(iii)   On its east side, extending from its junction with Greyfriars for a distance of approx. 4.5 metres in a northerly direction.

3.   To introduce new “No stopping at any time except Taxis” restriction on the following length of road:

A    Greyfriars, Bedford

(i)    On the western side of its southern leg, extending from a point approx. 23 metres north of the north side of Midland Road for a distance of approx. 40.5 metres in a northerly direction.

4. To introduce “Pay & Display parking, maximum stay 2 hours, Monday - Saturday 8am - 6pm except Permit Holders (B)” on the following lengths of road:

A   Greyfriars, Bedford

(i)    On the east side of its western leg, extending from a point approx. 20 metres south of the centre of Beckett Street  for a distance of approx. 20 metres in a southerly direction.

(ii)    On the west side of its western leg, extending from a  point approx. 107.5 metres north-west of the centre of Alexandra Place for a distance of approx. 39.5 metres in a northerly direction.

(iii)   On the west side of its western leg, extending from a  point approx. 156.5 metres north-west of the centre of Alexandra Place for a distance of approx. 18 metres in a northerly direction.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 23

BEDFORD BOROUGH COUNCIL PROPOSES TO ESTABLISH A TOUCAN CROSSING ON GREYFRIARS, BEDFORD

Reason for Proposal: As part of the Town Deal highway improvement works at Greyfriars, Bedford Borough Council intends to install a new signalled crossing.

The Location of the Proposed Toucan Crossing is on Greyfriars, Bedford. The centre of the crossing will be approximately 68 metres east of the projected centre of Alexandra Place, Bedford. Further Details of the proposed toucan crossing, a plan and a statement of reasons for proposing to establish the crossing may be examined during normal working hours at Borough Hall, Cauldwell Street, Bedford. These documents are also available on the www.bedford.gov.uk/tro website. The details will be placed on deposit until 6 weeks after the crossings are commissioned or until it is decided not to continue with the proposal.
