PROPOSED INTRODUCTION OF WAITING
RESTRICTIONS IN VARIOUS LOCATIONS IN CROYDON
The Croydon (Prohibition and Restriction of
Stopping, Loading and Waiting) and (Free Parking
Places) (No. F31) Order 20-
The Croydon (On-Street Charged-For Parking Places)
(No. F32) Order 20-
NOTICE IS HEREBY GIVEN that Croydon Council proposes to make the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
The general effect of the Orders would be:
a) To introduce “at any time” double yellow line waiting restrictions in the lengths of streets specified in the Schedule to this Notice.
b) To update the map-based tiles to the Schedule attached to the above Orders to accurately represent the new arrangements as they exist on site.
A copy of the proposed Orders and all related documents can be inspected between 9am and 4pm, Monday to Friday inclusive, until the last day of a period of six weeks beginning with the date on which the Orders are made, or the Council decides not to make the Orders, by appointment with the Parking Design Team at Access Croydon, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA (call 020 8726 6000 and ask for Parking Design). Alternatively all related documents or further information can be requested by email to Parking.Design@croydon.gov.uk.
Persons desiring to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Parking Design Team, Croydon Council, Floor 3, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon CR0 1EA or email Parking.Design@croydon.gov.uk quoting the reference PD/CH/F31 & F32 by 02 October 2025.
The Order is intended to introduce new waiting restrictions at various locations. The waiting restrictions are intended to address all or some of the following situations: improve safety by providing increased visibility, especially at junctions and on bends; prevent obstructive parking so that turning vehicles have sufficient manoeuvrability and improve access for all road users, especially pedestrians, cyclists, emergency, and public service vehicles.

SCHEDULE
(Introducing double yellow line waiting restrictions “at any time”)
Hythe Road, Thornton Heath
• Both sides of the road, for 7 metres either side of its junction with Mersham Road.
• Both sides of the road from its junction with Livingstone Road for 7 metres south-eastwards.
Livingstone Road, Thornton Heath
• Both sides of the road, for 7 metres either side of its junctions with Hythe Road and Speke Road.
Speke Road, Thornton Heath
• Both sides of the road from its junction with Livingstone Road for 7 metres north-westwards.
Mersham Road, Thornton Heath
• The north-west (odd-numbered) side, for 7 metres either side of its junction with Hythe Road.
• The south-east (even-numbered) side, from a point 7 metres south-west of its junction with Hythe Road to a point 10.6 metres north-east of its junction with Hythe Road.

BEULAH CRESCENT, THORNTON HEATH
TEMPORARY PROHIBITION OF TRAFFIC & PARKING
Croydon Council HEREBY GIVE NOTICE that to facilitate carriageway construction and drainage works for a new development, they have made an Order the effect of which would be to temporarily prohibit traffic movements and parking in Beulah Crescent, Thornton Heath.
During the work:
a) The carriageway of Beulah Crescent will be closed from its junction with Beulah Road to its junction with Osborne Road (outside Nos. 2 to 11 Beulah Crescent).
b) The western footway of Beulah Crescent will be closed between No.5c and No. 8 Beulah Crescent.
c) Parking in Beulah Crescent will be prohibited and waiting and loading restrictions will apply at any time from its junction with Beulah Road to its junction with Osborne Road (outside Nos. 2 to 11 Beulah Crescent).
Whilst the closure remains in force the alternative route for diverted vehicles will be via Beulah Crescent. Pedestrians affected by the footway closure will be directed to the opposite footway.
The Order will come into operation on 15 September 2025, and it is anticipated that the work will be completed on 27 October 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.
The restrictions shall not apply in respect of:
(a) any vehicle or person involved in conducting the said work.
(b) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

FACTORY LANE, CROYDON
TEMPORARY PROHIBITION OF PARKING
Croydon Council, HEREBY GIVE NOTICE that to facilitate gas main decommissioning and reconnection works on behalf of SGN, they have made an Order the effect of which will be to temporarily prohibit vehicular parking in Factory Lane, Croydon.
Whilst the said works are taking place, permit/payment parking places on the south-west side of Factory Lane between its junction with Enterprise Close and the eastern boundary of Communication House, No. 5 Factory Lane, will be suspended. Waiting and loading restrictions operating at any time will apply to those bays.
The Order will come into operation on 11 September 2025, and it is anticipated that the work will be completed on 18 December 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
These restrictions shall not apply in respect of:
(a) any vehicle involved in conducting the said work.
(b) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

ROCKMOUNT ROAD, UPPER NORWOOD
NOTICE OF TEMPORARY RESTRICTION OF TRAFFIC
Croydon Council HEREBY GIVES NOTICE that to facilitate gully investigation and repair works they have made an Order the effect of which would be to temporarily restrict traffic in Rockmount Road.
Whilst the said works are taking place Rockmount Road will be closed between its junctions with Troy Road and Ilkley Close.
During the closure the diversion routes for vehicular traffic will be as detailed below.
• Via Orleans Road, Vermont Road, and Harold Road.
• Via Central Hill, Harold Road, Vermont Road, and Orleans Road.
The Order will come into operation on 16 September 2025, and it is anticipated that the work will be carried out within approximately three days. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
The restrictions shall not apply in respect of:
(a) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.
(b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
(c) any vehicle involved in carrying out the specified works.
